Total Energy Usage Our total energy use can be divided into three principal areas each of which consume approximately equal amounts of energy on an annual basis:
  • Electricity Generation
  • Space Heating
  • Transportation
This energy use has been roughly constant over the last 5 years and is dominated (90%) by the use of fossil fuels. Fossil Fuels come in 3 principal forms from which many other products are derived:

AUTHORIZATION AND APPOINTMENT
The Alternative Energy Production Study Committee was established by the Legislative Council for the 1995 Legislative Interim. The charge of the Committee was to review issues relating to alternative energy production, including subsidization of purchases by regulated utilities, wind energy, and other incentives to increase utilization of alternate energy production.
1. Background.
Chapter 476 of the Iowa Code requires that rate-regulated electric utilities purchase a percentage share of a total of 105 megawatts of alternate energy. The Utilities Board was required to set the rate for purchase which is 6.02 cents per kilowatt hour.
2. Committee Proceedings.
The Committee elected Senator Bill Fink and Representative Ronald Nutt as Co-chairpersons. The Committee was initially authorized two meeting days which were held on November 6 and 7. Upon completion of the meeting on November 7th, the Committee voted to request an additional meeting date and the request was approved by the Legislative Council. This third meeting was held on January 16, 1996. The remainder of this report summarizes the proceedings of the three meetings and the recommendations which the Committee adopted.

  • This project aims to reduce the cost of ethanol production by supplementing the primary feedstock, corn, with waste sugar from confection and beverage manufacturers. The project team will assess potential sources and quantities of waste sugar in the Great Lakes region, conduct an economic analysis of ethanol production using waste sugar, and evaluate optimum blends of waste sugar solutions with corn. Grassley tax victories in energy bill good news for biomass project Key alternative energy production tax incentives from Sen. Chuck Grassley, ranking member of the Committee on Finance, passed late last week as part of a comprehensive energy policy bill.
"It makes sense to use the tax code to develop alternative energy," Grassley said. "Cutting taxes is an effective incentive to encourage positive, environmentally conscious ways to produce electricity. I'm glad to work with Senate leaders to advance a good, green energy package." Velvet Glenn, Chariton Valley Biomass Project coordinator, says the energy bill is good news for the Chariton Valley Biomass Project. “The tax incentives will allow switchgrass to become more cost competitive with other renewable energies. This package will provide a tax credit of 1.5 cents per kilowatt hour, which is equal to $20 per ton of switchgrass,” she says.
Elizabeth Paris, Tax Counsel for the United States Senate Finance Committee, who has worked closely with Senator Grassley and the Chariton Valley Biomass Project to develop the legislative language, says everyone involved worked very hard to protect this project. “It’s an amazing project to work on and to contribute to this effort has been a rewarding experience. This provides the opportunity to use closed loop biomass to create electricity to restore prairie lands and to create another income for farmers and ranchers,” Paris says.

  • Unlike fossil fuel combustion and nuclear fission, renewable energy sources are virtually inexhaustible and replenished through natural processes. Alternative energy, particularly in the form of renewable biomass, already plays a significant role in New Brunswick’s energy mix. Biomass accounts for 15% of the total primary energy demand in the province. This includes 481,000 cords (589,000 tonnes) of round wood used for heating in the residential sector, 18,000 tonnes of wood residue consumed by hospitals and 2.5 million tonnes of wood residue and spent pulping liquor used for process heat in the pulp and paper industry. Typical alternative energy sources and technologies in use worldwide today include:
    • Biomass energy: includes wood, and wood waste/residue and agricultural waste, alcohol based-fuels, municipal solid waste; methane gas from solid waste landfills and sewage treatment, and cultivated energy crops; Geothermal energy: uses the heat in the earth’s crust (steam or hot water) or thermal gradients below the ground surface (ground source heat pumps);
