    Biosafety Intellectual Property Rights The ABSP project recognizes that the general economic and commercial policies that determine the business and foreign investment climate are a major determinant to whether or not investments in agricultural biotechnology will be made. While outside the specific policy objectives of ABSP, this general environment will be an important factor in determining whether or not ABSP will engage in specific biotechnology policy efforts in any one country or region. An effective biotechnology policy framework allows genetically engineered products to be imported into developing country and transitional markets and, in turn, developing countries to export their products to external markets. More specifically, the characteristics of an effective biotechnology policy framework are:
    • Incentives for local investment and innovation provided science-based regulations developed and implemented
    • Human and environmental safety protected
    • Foreign and host country institutions treated equally

    The center has very good technical facilities with an overall laboratory area of 4000 m2, a huge greenhouse (760 m2) and an animal house for small laboratory animals (rabbits, mice, fish). Cold rooms and isotope laboratories are also provided. Safety aspects of handling transgenic material have also been taken care of (pollen-free greenhouses, laminar flow work benches). Sufficient laboratory surface is available to receive guest researchers and graduate students preparing their theses.
    1992 brought two new major achievements: the arrangement of a lecture-room and a new research laboratory in two formerly empty rooms of the ground-floor. The lecture room can accommodate 80 persons and is equipped with up-to-date facilities for audio-visual presentations. This, together with the other seminar rooms, enabes the center to organize scientific meetings, training courses, or practical demonstrations. The center has already hosted scientific meeting of the staff members, the "ABC days", and the UNESCO-ICRO Symposium and Training Course on Plant Biotechnology.
    The equipment of the center was also completed in 1992 to meet actual research priorities by purchasing auxiliary and supplementary instruments, as well as accessories to our standard instruments. This was partly financed from a supplementary World Bank loan ($ 200,000 ), partly from grants awarded by the Hungarian Science Foundation and the National Committee for Technical Development. In 1993, ABC further developed its computer center, and became the host of the EMBnet HU. The Institute was awarded a grant from the Hungarian National Science Foundation to establish an Electron Microscope Laboratory, the only missing technical instrument from the initial design of the foundation of the Center.
