negada, while not exactly the 'missing Virgin Island', is nevertheless easily missed today. Seafarers of old however, seemed to have had a hard time missing it – with the Horseshoe Reef extending several miles south of the island, and the island itself rising little more than 30' above the sea, it claimed more than its share of shipwrecks. In fact, several hundred ships lie wrecked around this quaint island. Cowreck Beach
Captain Jimmy Loveland, one of the most experienced captains in the Caribbean, has been known to travel to Anegada on many occasions...check out his Sea Safari Cruise Club for more details. Because of Park protections of the reef and the archeological value of the wrecks, this area is closed to diving. Those sailors wished they had missed Anegada, but you will be glad if you do not. Unique among the volcanic mountains of the rest of the Virgin Islands, Anegada is best described as a sandbar that decided it wasn't going anywhere. It is also the furthest north and east of all the Virgin Islands, and further away from the chain than any of the other islands are from each other. This isolation has left Anegada a distinct flavor all its own, and has kept it off the more beaten path of most tourists.

History
The Spanish didn't think much of the islands, settling only to mine copper on Virgin Gorda in the early 1600s. The Europeans were harassed by Caribs and by pirates who attacked galleons carrying riches back to Spain. An assortment of colorful characters sailed through the surrounding waters, including pirates Henry Morgan, Sir John Hawkins and Blackbeard, and English sea dog Sir Francis Drake. As Spain declined as a colonial power, ownership of the islands shifted about until the Dutch established a permanent settlement on Tortola in 1648. The English ousted the Dutch from Tortola in 1672, and from Anegada and Virgin Gorda in 1680. The new rulers introduced the two quintessential features of the colonial era in the Caribbean: sugar cane and slaves. At first, most of Tortola's 'planters' were more interested in piracy and smuggling than agriculture, but by the 1700s they were displaced by a new wave of experienced planters and a settlement of hard working Quakers. Between the mid-18th and early 19th centuries, the islands prospered, producing sugar, cotton, rum, indigo and spices. Slave unrest and ideological doubt brought an end to slave auctions in 1803. By the 1830s, slaves had been emancipated. Abolition and the introduction of sugar beet in Europe and the USA were disastrous for the islands: capital and settlers departed for more buoyant economies, and for the next 100 years the islands' economy stagnated.

The Government of the British Virgin Islands is legally a constitutional democracy with the Executive Authority vested in Her Majesty, Queen Elizabeth because of our colonial relationship with the United Kingdom. This democracy operates through parliamentary and ministerial systems. The Parliament or Legislative Council has thirteen representatives elected for a maximum of four year via a mixed system of nine (9) districts and 4 country-wide. The government has three branches: the Executive Council , the Judiciary and the Legislative Council . The Governor, as the representative of Her Majesty the Queen, has special responsibility for the Courts, the Public Service, the Police and Foreign Affairs. The Civil Service is divided into 6 ministries and a quasi-ministry consisting of the subject portfolios under the Governor. There are approximately 44 departments spread across the full range of government services except electricity, banking and port and marine services which are now public enterprises wholly owned by the Government of the British Virgin Islands.

REDUCED VULNERABILITY AND INCREASED COMPETITIVENESS
The British Virgin Islands amount to an extremely small developing Caribbean country earning its keep from international trade in tourist and financial services. We are not endowed with any significant amount of primary products or tradable raw materials. Domestic food production satisfies less than 10% of demand and more than 50% of the domestic labour force has been imported across the entire spectrum of skills and occupations. Economic activities have been expanding for almost two decades, as we have become a premier destination for tourists and a well-respected corporate domicile for international business companies. But geography has been both kind and unkind to us in many ways as we struggle to manage the naturally occurring phenomena of the planet. We are placed in an area of the world that is prone to natural disasters. The British Virgin Islands are in zone 4 for earthquakes and we have been hit by more than five major hurricanes in the last decade. Fate further places us in the backyard of the largest and most prosperous economy in the world –the United States of America. External trade, health, education, culture and knowledge of the world have benefited tremendously from this closeness. On the other hand we are in close proximity to South and Central America. This unfortunately places us directly in the narcotics supply route between major producers and the ultimate consumers.
