BASIC INFO. GEOGRAPHY GOVERNMENT ... BULGARIA The president, elected for a 5-year term, is head of state and commander in chief of the armed forces. The president's main duties are to schedule elections and referenda, represent Bulgaria abroad, conclude international treaties, and head the Consultative Council for National Security. The president may return legislation to Parliament for further debate a kind of veto but the legislation can be passed again by a simple majority vote.
The legislative body is the unicameral National Assembly of 240 members elected to 4-year terms. Political parties must garner a minimum of 4% of the national vote in order to enter Parliament. Parliament is responsible for enactment of laws, approval of the budget, scheduling of presidential elections, selection and dismissal of the prime minister and other ministers, declaration of war and deployment of troops outside of Bulgaria, and ratification of international treaties and agreements.

    Bulgaria is a multiparty democracy. The president (currently Georgi Parvanov) is head of state. The prime minister (currently Simeon Saxe-Coburg-Gotha), whom the president appoints from the largest parliamentary party, is head of government. Members of the 240-seat National Assembly ( Narodno Sobranyie ) are elected to four-year terms. Bulgaria is divided into 28 regions, each headed by a regional governor. All citizens are eligible to vote at age 18.

    By Ivo Indzhev and Ron Synovitz Sofia, 28 February 1997 (RFE/RL) Bulgarian interim Prime Minister Stefan Sofiansky today confirmed that Sofia will introduce a currency board in an effort to strengthen its national currency, the lev. The measure, recommended by the International Monetary Fund (IMF), would peg Bulgaria's foreign exchange rate to hard currency reserves in the Bulgarian National Bank.The IMF has said that it would not disburse fresh credits to Sofia unless the currency board is implemented. An IMF team is now in Sofia for talks on the issue. In Prague today, Bulgarian President Petar Stoyanov said that he hopes the IMF will disburse $200 million in stalled credits before the country's April 19 parliamentary elections. Stoyanov said his expectations for this are based on reforms already being undertaken by the caretaker government. Meanwhile, our correspondent in Sofia quotes Sofiansky as saying that the European Investment Bank will respond within 10 days to proposals for financing critical infrastructure projects. The projects include plans to modernize Sofia Airport, to rebuild major roads and to update telecommunications. Iliyan Vasilev, the newly-appointed head of Bulgaria's Foreign Investment Agency, said in Sofia today that the government would start what he called an "aggressive" campaign to attract foreign investment.

    Bulgaria: Government Should Prevent Further Deaths in Childrens Homes
    As the European Committee for the Prevention of Torture publishes its report today, Amnesty International calls on the President of Bulgaria to take immediate steps to prevent further deaths of children and young people at the Home for Mentally Handicapped Children in Dzhurkovo, Luki municipality.
    Seven inhabitants died from malnutrition and hypothermia while they were wards in the home between 31 January and 27 February 1997, according to reports received by Amnesty International. Nine-year-old Angelina Atanasova, who died on 25 February, weighed only seven kilograms, while 18-year-old Diana Dechkova, who died two days later, weighed 11 kilograms.
    That these children have suffered such extreme neglect is totally unacceptable and constitutes severe cruel, inhuman or degrading treatment, Amnesty International said.
    The government should take immediate steps to prevent further deaths by initiating a prompt and independent inquiry into conditions at the home and ensure that the basic requirements for food, clothing and heating are provided.
