Joint Statement by President George W. Bush and President Vladimir Voronin on U.S.-Moldovan Relations
We welcome the positive development and expansion of U.S.-Moldovan relations over the last 11 years. The relationship of our two countries is based on a shared commitment to promoting prosperity, freedom, and security in Moldova and throughout the region. Together, we reaffirm our support for the sovereignty and territorial integrity of the Republic of Moldova, and underscore our determination to bring the Transnistrian separatist conflict to a peaceful resolution. We stress our continued commitment to the ongoing OSCE-led Transnistria talks and, in particular, to the Kiev Document as the basis for negotiation of a lasting settlement. We note and welcome the Russian Federation's intention to implement fully its commitments undertaken at the OSCE's Istanbul Summit by completing the withdrawal of its forces from the territory of Moldova by December 31, 2003. We urge Transnistria's authorities to support unconditionally this process. If the Transnistrian authorities continue systematically to create obstacles for the disposal or withdrawal of Russian ammunition and military equipment, we are prepared to consider together with other concerned countries targeted measures directed at the Tiraspol regime.

On May 18, 2001, the Office of the President of the United States requested and received a draft copy of the paper, "Control of fossil-fuel particulate black carbon and organic matter, possibly the most effective method of slowing global warming," first drafted in August, 2000. One of the findings of the paper was that controlling fossil-fuel black carbon (BC) plus organic matter (OM) was possibly the most effective method of slowing global warming over the next several decades in terms of the speed and magnitude of its effect. The paper also cited health and mortality problems associated with aerosol particles. As such, the paper concluded, "Reductions in BC+OM emissions from fossil-fuel sources will not only slow global warming, but also improve health." On June 11, 2001, U.S. President George W. Bush presented a speech in which he explained why the United States would not take part in the Kyoto Protocol. In the speech, he stated, in part, "Kyoto also failed to address two major pollutants that have an impact on warming, black soot and tropospheric ozone. Both are proven health hazards. Reducing both would not only address climate change, but also dramatically improve people's health."

It's an honor for me to be here. It's an honor to say hello to folks who I've had the honor of meeting before. And it's a real pleasure to meet other leaders in the free world.
    Our nations established NATO to provide security for the free peoples of Europe and North America; to build a grand alliance of freedom to defend values which were won at great cost. We've succeeded in part.
    The NATO alliance deterred the Soviet Union. It provided the time and space for free peoples to defeat communism. And it brought the Cold -War to a bloodless end. Now, we have a great opportunity to build a Europe whole, free and at peace, with this grand alliance of liberty at its very core.
    That work has begun. By bringing in new members, we extend the security and stability through central Europe. By establishing the partnership for peace, we reached out across central and eastern Europe and Eurasia. By our actions in the Balkans, we halted ethnic cleansing in the heart of Europe and halted a dictator in the process.
    Yet, there is more to do. We must strengthen our alliance, modernize our forces and prepare for new threats. We must expand cooperation with our partners, including Russia and the Ukraine. And we must extend our hands and open our hearts to new members, to build security for all of Europe. Next year, we meet in the ancient capital of a new democracy, our ally. Prague will host our next summit in November 2002. In preparation for the meeting, we must affirm our enduring commitments by preparing for the challenges of our time.

    President, thank you very much for your kind introduction. And thank you for giving me this chance to be here today. President Rau, thank you very much; Chancellor Schroeder. I understand former Chancellor Kohl is here. I want to thank the members of the Bundestag. How are you, sir?
    I was all nervous when the President told me that you all are on vacation. I can just imagine how my Congress would react if I called them back to hear a speech of mine when they were on vacation. But thank you for coming. I'm so honored to be here. And my wife, Laura, and I really appreciate the hospitality that you've shown us.
    I've had the pleasure of welcoming your Chancellor to Washington three times, and we have established a strong relationship. Mr. Chancellor, I'm grateful.
    And now I am honored to visit this great city. The history of our time is written in the life of Berlin. In this building, fires of hatred were set that swept across the world. To this city, Allied planes brought food and hope during 323 days and nights of siege. Across an infamous divide, men and women jumped from tenement buildings and crossed through razor wire to live in freedom or to die in the attempt. One American President came here to proudly call himself a citizen of Berlin. Another President dared the Soviets to "tear down that wall." And on a night in November, Berliners took history into their hands, and made your city whole.

    Thank you, Mr. Prime Minister. Amigo y amigos, it's an honor to be here. First, Mr. Prime Minister, I want to thank you for your warm hospitality, and I want to thank all those folks in your government who have worked hard to make this conference a success. My fellow Presidents and Prime Ministers and leaders of our hemisphere's 34 democracies, it is a great honor to be here.
    We have a great vision before us, a fully democratic hemisphere bound together by goodwill and free trade. That's a tall order. It is a chance of a lifetime. It is a responsibility we all share.
    But we have entered a new era. The interests of my nation, of all our nations, are served by strong, healthy democratic neighbors, and are served best by lasting friendships in our own neighborhood.
    My country, more than ever, feels the ties of kinship, commerce and culture that unite us. And I'm proud to have the privilege so early in my administration to meet with all the leaders of this hemisphere's democratic countries.

    This year on Pan American Day and during Pan American Week, the nations of the Americas celebrate the progress we have made toward our collective goal of a hemisphere united in freedom and democracy.
    The United States and our neighboring countries in the Western Hemisphere have a long history of cooperation. Simon Bolivar first convened the Congress of Panama in 1826 with the intention of creating an association of states in the hemisphere. In 1890, a Pan American conference established the International Union of American Republics. The Union eventually became the Organization of American States (OAS), which continues to faith-fully serve its member states. The OAS charter, in affirming the shared commitment, states that "the true significance of American solidarity and good neighborliness can only mean the consolidation... of a system of individual liberty and social justice based on respect for the essential rights of man."
    Today, we remain united through mutual interests and the hope for a better future for our people. This month I will join the democratically elected leaders of the hemisphere in Quebec City for the third Summit of the Americas. At this conference, we will build on efforts at previous Summits to promote our shared objectives of representative democracy, free trade, and using the power of free markets to better the lives of the poor. We will also build on our mutual interest in encouraging respect for human rights and improving relations among all the countries of the hemisphere.
