Washington, DC Dear President Bush: Your March 12 meeting with Uzbek President Islam Karimov will test your State of the Union pledge to "stand firm for the non-negotiable demands of human dignity" as part of the war on terrorism. Uzbekistan has been an ally in the war. But it is also a country barely distinguishable from its Soviet past -a place where the government's opponents are "purged," jailed, or driven into exile, where the authorities hold Stalin-style public denunciations of so-called "enemies of the state," where people are persecuted for practicing their faith, and where dissidents are put in psychiatric institutions for criticizing those in power. "The Uzbek government continues to reject your administration's argument that human rights, an open political system, and the rule of law offer the best hope for long-term stability. President Karimov is still testing to see what concessions he can get in exchange for no real progress. He is still probing the limits of his partners' tolerance-and that of his own people." The State Department's human rights report vividly describes the government's campaign of arrest, torture, and imprisonment of independent Muslims, its censorship of the media, and its intolerance of political opposition. Your administration has rightly recognized that these abuses are more than an affront to democratic values. They cause resentment among the people of Uzbekistan, while denying them peaceful outlets for expressing dissent. They drive political opposition underground, fueling support for extremist groups and fostering instability. The benefits of Uzbek cooperation must be weighed against the damage these policies do.

The United States will stand beside any nation determined to build a better future by seeking the rewards of liberty for its people. Free trade and free markets have proven their ability to lift whole societies out of poverty—so the United States will work with individual nations, entire regions, and the entire global trading community to build a world that trades in freedom and therefore grows in prosperity. The United States will deliver greater development assistance through the New Millennium Challenge Account to nations that govern justly, invest in their people, and encourage economic freedom.We will also continue to lead the world in efforts to reduce the terrible toll of HIV/AIDS and other infectious diseases. In building a balance of power that favors freedom, the United States is guided by the conviction that all nations have important responsibilities. Nations that enjoy freedom must actively fight terror. Nations that depend on international stability must help prevent the spread of weapons of mass destruction. Nations that seek international aid must govern themselves wisely, so that aid is well spent. For freedom to thrive, accountability must be expected and required. We are also guided by the conviction that no nation can build a safer, better world alone. Alliances and multilateral institutions can multiply the strength of freedom-loving nations. The United States is committed to lasting institutions like the United Nations, the World Trade Organization, the Organization of American States, and NATO as well as other long-standing alliances. Coalitions of the willing can augment these permanent institutions. In all cases, international obligations are to be taken seriously. They are not to be undertaken symbolically to rally support for an ideal without furthering its attainment.

By Norman Solomon President Bush's upward spike of popularity owes a lot to his presence on television a medium that has not always been so kind. At times, under pressure, he has earned many comparisons to a deer in headlights. But after a wobbly performance on Sept. 11, Bush got into a groove of seizing the TV opportunity and making the most of it. Today's television environment is, more than ever, warmly hospitable to simple and simplistic declarative statements. That's just as well for Bush, who has shown a distinct tendency to get entangled in a morass of fragmentary linguistic riffs. Last year, on many occasions, he seemed painfully anxious to make his way to the end of sentences without further embarrassment. But now, for the most part, it's a very different story. For insights about recent shifts of George W. Bush's persona on television, I contacted media critic Mark Crispin Miller, whose 1988 book "Boxed In: The Culture of TV" was a groundbreaking analysis of the tube. In the book, he disputed the customary image of the U.S. president as a "mighty individual" and identified that image as "a corporate fiction, the careful work of committees and think tanks, repeatedly reprocessed by the television industry for daily distribution to a mass audience." Boosted by family ties and powerful corporate backers, Bush won the presidency (though not the popular vote) while projecting an affable personality that some have found endearing. But even while carrying out weighty duties of the presidency with all its trappings, he struck many Americans as a lightweight, ill-suited for the job. A turning point came with his dramatic speech to a joint session of Congress in mid-September.
