Westchester Institute For Human Services Research WHAT ARE CHARTER SCHOOLS? Charter schools are legally independent public WHY ARE CHARTER SCHOOLS IMPORTANT? Charter schools are one of the fastest growing reforms in education. In 1992, only two states had passed charter school legislation. By April, 1997, more than two dozen states had charter school laws in place. With the number of charter schools across the country approaching 500, it is clear that this reform movement is not about to fade away anytime soon. WHAT DO CHARTER SCHOOLS LOOK LIKE IN ACTION? No two charter schools are alike, and there are vastly different expectations for what they can accomplish. This diversity is largely due to variations in state law. Stronger charter school laws are more likely to encourage innovation and produce a successful system of independent schools, while weaker laws limit school independence as well as innovation. Louann A. Bierlein, a national expert on charter schools, suggests seven criteria that define strong charter legislation:

    by Thomas Claburn With California students ranking 39th in the nation in reading and dead last in the percentage of 18- to 24-year-olds with high school diplomas, education has become a statewide economic priority. That's why TechNet - the industry political group headed by John Doerr and Jim Barksdale - recently helped broker an agreement that will expand the number of charter schools in the state.
    By kicking in US$3 million to support the Charter Public Schools Initiative, a ballot measure sponsored by a Silicon Valley-based group called Californians for Public School Excellence, TechNet was able to bring the California Teachers Association and other opponents to the negotiating table. In the end, the parties developed a legislative compromise that will allow for new charter schools - publicly funded institutions that offer alternative curricula - while avoiding a costly November fight at the polls. Nationwide, 32 states have already passed legislation for creating charter schools. California's new law eliminates the present statewide cap of 100 and allows 100 new charter schools to be created each year. It also requires credentials for charter school teachers. But do charter schools work? A 1997 study by SRI International yielded inconclusive results, although charter schools did show more extensive parent involvement than standard public schools. And in California, the high tech industry is getting more involved as well.

    Charter schools to get review
    A dispute in Placer County prompts the state to reconsider its regulations.

    The state Board of Education has agreed to review regulations governing California charter schools in light of concerns that have been raised about a Placer County school. The review will attempt to settle a dispute over whether some of the enrollment practices and teacher assignments at Truckee-based Prosser Creek Charter School should be prohibited under state regulations. Among the issues the state board is expected to consider in coming months: whether K-12 charter schools should be allowed to enroll and collect state funding for adult students returning to school after many years; whether charter schools should be allowed to claim funding for students whose teachers do not have valid California teaching credentials or are teaching outside their subject areas; and whether charter schools, or their sponsoring districts, should be responsible for providing special education services.

    The California Virtual Academies currently serve students in grades K-5 (grades 6 and 7 coming for the 2003-04 school year). The California Virtual Academies have chosen as its curriculum provider.
    The California Virtual Academies are a network of virtual public charter schools, founded in the summer of 2002, that blend innovative new instructional technology with a traditional curriculum for students all across California. The charters were sponsored by the Spencer Valley School District in San Diego County; Maricopa Unified School District in Kern County; Jamestown School District in Tuolumne; Lammersville School District in San Joaquin; West Park School District in Fresno; and the San Lorenzo Valley Unified School District in Santa Cruz County.
