Recreation Administration and Leisure Studies The Program offers a Bachelor of Science degree in Recreation Administration for individuals committed to the recreation and leisure services profession. State and Local Tax Revenue Losses from E-Commerce ABOUT THE STUDY
  • Using forecasts of e-commerce sales for 2001 through 2011 provided by Forrester Research, the University of Tennessee’s Center for Business and Economic Research has estimated the amount of sales tax revenue state and local governments will lose because the tax is not collected on remote online purchases. The September 2001 study was commissioned by the Institute for State Studies, a nonprofit center for public policy research focused on the viability of the states in the 21st century. The Institute is based at Western Governors University in Salt Lake City. State and local revenue losses from e-commerce sales are measured by estimating the reductions in the sales tax base and then multiplying the lost tax base by the state-specific effective state and local sales tax rate. Key inputs to estimating the tax base loss for e-commerce transactions are forecasts of e-commerce sales, identification of the sales taxable components of these sales, assumptions about what share of taxable sales could be collected in the absence of e-commerce and estimates of the share of taxes due that can be collected.
OVERALL FINDINGS
  • In 2001, state and local governments are estimated to lose $13.3 billion in sales tax revenue due to the inability to collect taxes from remote online purchases. This is 41 percent higher than the $9.4 billion projected for 2001 in an April 2000 study from the same researchers.

The Institute for State Studies draws on academics and leaders from various economic and social disciplines to do policy research within the defined programmatic areas. Two examples of ISS research currently underway are: Barriers to Competency Measured Education Systems The level of education necessary for an information age workforce has dramatically increased. Most workers change jobs and even careers numerous times. This is changing the nature of the demands being placed on educational institutions. For centuries students have traveled to campus because knowledge was stored, enhanced and disseminated there. Consequently, institutional “credit” became the “currency” of academic accomplishment. Under a credit system, a student completing a set of courses prescribed by the school or college is awarded a degree. The student is presumed to have achieved sufficient mastery in the discipline of study based on the good standing of the institution. The greater the reputation of the school, the higher the student’s credential is valued in the marketplace.

DANGEROUS BY DESIGN: PEDESTRIAN SAFETY IN CALIFORNIA
Pedestrian accidents are a significant public health problem in California and are one of the leading causes of fatal and hospitalized injuries for children statewide. Pedestrian fatalities alone accounted for nearly 20 percent of all traffic-related deaths in the state, even though only eight percent of all trips are made on foot. The number of pedestrians killed as a percentage of total traffic fatalities ranged as high as 26 percent in Sacramento County, 30 percent in Los Angeles County, and 54 percent in San Francisco County. Yet California spends less than one percent of its federal transportation funds on pedestrian safety, less than any other state in the nation. Ironically, the most visible effort statewide related to pedestrians has been the highly controversial removal of crosswalks under the guise of improved safety. The Victims Prior research, supported here with a new analysis by the Latino Issues Forum, also shows that low-income populations are more likely to be victims in pedestrian accidents. While the higher risk for low-income populations has been documented in dozens of studies conducted by health professionals here and abroad, this information has largely been absent from the public debate over pedestrian safety in California. Other studies show that pedestrian injuries and deaths, particularly among children, are correlated to income and several other socioeconomic factors including access to a car. Factors include unemployment, single-parent and especially female-headed households, young mothers, low levels of education, the number of times a family has moved, and the number of children in a household. More than one study found that lack of access to a car was associated with a doubling of the risk of injury as a pedestrian.
