The Department of Educational Leadership and Policy Studies is comprised of faculty dedicated to the training of administrators for schools, and faculty who are preparing students for careers in education more broadly. Both Educational Administration and Social and Philosophical Foundations courses constitute the heart of our academic offerings. We offer both an M.A. Degree in the area of Educational Administration and an M.A. Degree in the Social and Philosophical Foundations of Education. We also offer programs for both the Preliminary Administrative Services Credential and the Professional Administrative Services Credential. The department is involved in teacher education through the course ELPS 303 (Education in American Society).

Number: 02-04 Poet Laureate Review Panel to Meet in Sacramento
SACRAMENTO - The California Arts Council's Poet Laureate Review Panel will meet publicly at 10:00 a.m. on Wednesday, March 27 in the Arts Council's Conference Room at 1300 I Street, Suite 930 in Sacramento to review nominations for the first California Poet Laureate. This poet would serve at the appointment of the Governor for a period of two years beginning July 2002. As with all Arts Council programs, applications are reviewed by panels composed of highly respected artists, performers, and knowledgeable members of the arts community. The Poet Laureate Review Panel will make a recommendation of three finalists who then will be sent to the Governor for his consideration and selection. This panel is composed of Luke Breit, Michael Datcher, Jack Hicks, Dixie Salazar, and Patricia Wakida. Their biographies are listed below.

Literary Program Coordinator for World Stage; Mr. Datcher is a fiction writer published in such periodicals as the Washington Post and Vibe. He is a contributing editor to San Francisco Focus Magazine and Pacific News Service and is active in the arts community. Mr. Datcher also serves on the board of directors of Beyond Baroque. He recently served as a resident writer in the Writers on Site Program of Poets and Writers. Mr. Datcher holds a BS in Psychology UC Berkeley and an MA in African American Studies.

In the last generation, the state experienced two major droughts and three major floods. The future promises that these extremes will only increase. Department of Water Resources. California strains its water supply to keep up with its Midas-like economic growth and urban development. While the state's water system is a triumph of engineering talent and economic wealth, its successes are offset by troubling social and ecological conflicts. Cities sprawl across California's landscapes without regard to whether enough water can be found to supply them. Large-scale agribusinesses urge construction of more reservoirs and canals, as well as creation of elaborate water markets that could potentially allocate water flexibly, but at great cost to the economies of rural California communities.

NEW BROWNFIELD FUNDING!
The California Center for Land Recycling (CCLR) and the California Environmental Redevelopment Fund (CERF) are pleased to announce an innovative and smart program for funding brownfield site assessments. Created by the Office of the State Treasurer, this new program provides low-interest, forgivable loans of up to $125,000 for brownfield site assessment and characterization, technical assistance, and remedial action planning. CERF and CCLR have been awarded the statewide contract to administer the program, known as the California Recycle Underutilized Sites (Cal ReUSE). Eligible projects include sites with potential beneficial reuse not currently redeveloped due to lack of information about real or perceived contamination, uncertainty about clean-up costs, or concerns regarding timeframes and the regulatory process. Priority will be given to projects located in distressed neighborhoods with demonstrated community support. Loan Terms:
Loan recipients may also be eligible for technical assistance from CCLR and additional financing from CERF for up to $5 million per project.

SAN DIEGO, CA, February 25, 2000 - The year 1970 marked a time of change in America. The idealism that had characterized the decade before had long since evaporated. The era of flower power was over; the summer of love had given way to a winter of discontent. An unpopular war raged in Vietnam, the assassinations of Martin Luther King, Jr. and Robert F. Kennedy were fresh in the minds of many, and urban areas throughout the nation simmered with the racial tensions that had erupted in places like Detroit and a Los Angeles suburb called Watts.
The importance of cultural awareness, an outgrowth of the civil rights movement, was a rising tide on college campuses throughout the United States. In 1970, a group of dedicated activists at what was then San Diego State College struggled against long odds - and at times even against each other - to create the first academic department in California dedicated to the study the culture of Mexicans in America.
From the very beginning, what to actually call the department was a controversial subject. Some preferred "Mexican-American Studies" while others sought to incorporate the word "Chicano," a term dating back to the end of the 19th century.

    A Guide to Native American Studies Programs

    Eight years ago, in the Fall of 1993, the Association for the Study of American Literatures published a 30-page guide to Native American Studies programs in the U.S., compiled and edited by former ASAIL President Franchot Ballinger. This new Guide to Native American Studies Programs in the United States and Canada represents an attempt to update and expand upon Professor Ballinger's pioneering work. In accordance with a 1995 ASAIL resolution, it is being published both in hardcopy form and in electronic form, so as to be available not only to ASAIL members but also to non-members, compliments of the Association. I wish to take this opportunity to acknowledge the invaluable assistance of two SAIL Editorial Assistants, Amy Davidson (1995-96) and Corrie Anderson (1996-97), who in addition to their other duties put in many hours of overtime gathering and regathering, collating and recollating information from a variety of sources including questionnaires, follow-up letters and phone calls, and worldwide websites. Thanks also to Karen Strom at University of Massachusetts, who read the final draft of this guide and provided or corrected many of the URL addresses for program websites. Our dream was to provide a comprehensive survey of U.S. and Canadian Native American Studies programs being offered as majors, minors, and certifications at the baccalaureate level or above, using (with some slight modifications and additions) Professor Ballinger's earlier categories of information on each program. And although we have made a considerable effort to locate, contact, and acquire information about Native American Studies programs (by whatever title: Native American Studies and American Indian Studies are the most common designations, though there are others) at all North American baccalaureate-granting institutions, readers should keep in mind that the
