I cannot let the occasion pass without paying tribute to the memory of two of my dearest Nigerian friends who also were very dear to so many of you present here today. I wish to remember the late Leslie Harriman, elder brother of our host, Chief Hope Harriman and the late Dr. Pius Okigbo, whom I first met as a fellow member in the joint graduate seminar which was run by the Universities of Oxford and Cambridge and the London School of Economics in the mid -1950s. Pius had a particular facility for clarifying economic policy choices, devising thoughtful solutions to some of the most difficult dilemmas in our profession, and presenting the whole process in lucid language, thus making it accessible to the non-economists who ultimately have to make so many of these decisions. For many years while I was in exile, I served with him on a sort of Think Tank at the African Development Bank, where we tried to map out realistic strategies for the promotion of the economic welfare of the African masses. I regret that institutional reorganization at the bank took away our opportunities for frequent meetings in these final years, and that our last rendezvous to meet in London could not be kept before he passed away.

Legal system - based on French civil law system, with common law influences Legislative branch - unicameral National Assembly (180 seats) elected for a five year term. Elections - Legislative last held May 1997; presidential last held October 1997. Pre-Colonial history Cameroon has been inhabited for at least 50,000 years according to archaeological evidence of hunter-gatherers who lived in small, nomadic communities. There is also evidence that Bantu-speakers originated in western Cameroon and eastern Nigeria well before the Early Iron Age. From as early as the 10 th th century invasion of the Sao, which had been the most important kingdom in the region since the 9 th century, and the subsequent rise of the Kotoko kingdom also broadened the Islamic presence. th century, Cameroon had become a major source of slaves for the New World, involving the Portuguese, Dutch, British, French and finally the Americans. It was with the abolition of the slave trade in the early 1800s that the British and Germans began developing commerce in alternative commodities such as ivory, rubber and cash crops. In spite of the predominant role of the British, in 1884 the Germans established the protectorate of Kamerun and subsequently developed the export of cash crops. Colonial history During World War 1 British, French and Belgian armies invaded German Kamerun, and through the League of Nations it was divided up, beginning a period of British rule in two small portions in the west and French rule in the remainder of the territory. The economies of both territories were dependent on agricultural exports, development concentrated in the fertile south rather that the remote and arid north. In other respects vast differences developed in infrastructure, health care and education. For Great Britain it was a marginal province of the colony of Nigeria, while France considered Cameroun one of its model colonies. At independence French Cameroun had a much higher GNP per capita, and much higher social indicators than the British territory. Nevertheless, there was some sense of common identity linking the two territories.

Regional action plan Action plan to reduce gender disparities By Leila Loupis, UNESCO Harare Gender disparities in education was one of the major concerns of the 1990 Jomtien conference, and many African governments and organisations have addressed this issue. The Association of Female Educators of Gabon (A.F.E.G.) is an assembly of Gabon's women teachers with the important mission is to guide and support young girls. The association's honorary president is Mrs Paulette Missambo, State Minister in charge of National Education and the Status of Women. In 1996, the result of research carried out by A.F.E.G. brought to light the existence of failure, wastage and other difficulties in girl's education. The study revealed that the problems were related not to the level of access to education for girls, but more to the level of schooling attained: at primary level, the enrolment ratio for girls was 89%, but by the end of the secondary cycle, it had dropped to only 7,20%. In other words, faced with problems related to the image of women, early pregnancy, the obligation of household tasks, and girl's vulnerability in general, girls had difficulties in continuing and completing their studies.
