61st IFLA General Conference - Conference Proceedings - August 20-25, 1995 Assisting Committees in the Canadian Parliament Hugh A. Finsten, Director General,Library of Parliament, Ottawa, Canada PAPER Research Branch Assistance to Committees Committee work represents a significant portion of the overall workload undertaken by the Research Branch. Approximately 40 percent of the time worked by its 60 professional staff is related to assisting committees. The Branch currently assists 32 standing committees plus 12 subcommittees of the two Houses, as well as special committees. Only a few committees in the two Houses are not assisted. Officers serve committees either individually or in multidisciplinary teams of two or three, and may also collaborate with consultants engaged by a committee. The chair is elected by the committee and therefore has the responsibility for directing the staff. It is an informal arrangement; staff continues to handle other Branch assignments (for individual members, associations, publications) while assisting committees. Staff responds to individual information requests from all members of the committee; anything more substantial would have to be approved by the chair or could be handled by another officer not attached to the particular committee. If any research request could lead to a conflict between the staff's role in assisting the committee as a whole and its assistance to an individual member of the committee, the committee chair would have to authorize the research; or another officer in the Branch, not assisting the particular committee, could undertake it. Staff has to develop a good working relationship with the committee chair while retaining credibility with all committee members.

Under the broad justice bill, which Justice Minister Anne McLellan submitted Wednesday, viewing a Web site that contains child pornography could bring a five-year prison sentence, with up to 10 years for transmitting, exporting or making it available on the Internet. It also would impose a maximum five-year prison sentence for attempting to lure children on the Internet, and empower judges to order the deletion of Canadian Web sites that include child pornography. "What we want to do is make it plain that as a society we condemn very, very strongly the misuse of technology," McLellan said. The proposed bill must be approved by Parliament, which is firmly controlled by McLellan's Liberal Party. The opposition Canadian Alliance also favors tougher penalties regarding child pornography and sex with minors. "It's a good sign that they're looking at modernizing the child pornography law to capture the new technologies that are being used," said David Griffin, spokesman for the Canadian Police Association.

The decision by Parliament to switch to alkaline paper is consistent with its overall conservation goal to encourage the efficient use of Canada's limited natural resources. Next Page Testimony before the Standing Committee on Health House of Commons Canada On February 4, 1999, The Islet Foundation had a chance to present its case in favour of xenotransplantation to the Standing Committee on Health in the Canadian House of Commons in Ottawa. The committee consists of select members of parliament who have been charged with improving the organ and tissue transplantation system in Canada. TIF had an opportunity to make its case for a timely completion of xenotransplantation guidelines, and to demand that only science and consistent ethical principles should be part of the process. Several of the Members of Parliament within the committee raised the issue of xenotransplantation even before the TIF presentation. In every case, xenotransplantation was discussed in a positive light as a potential contributor to solving the organ supply problem. After the presentation, the members asked excellent questions, and were generally unsympathetic to the rhetorical and unscientific attacks on xenotransplantation carried out by its various opponents. Motion M-239 was passed by Parliament last night with a vote of 164 to 83. It read: "That in the opinion of the House, the government should enact a tax on financial transactions in concert with the international community". "This will finally give the Tobin Tax the fighting chance it deserves. The House of Commons in Canada is the first parliament in the world to pass such a motion," Mr. Nystrom said. Problems with sinking currencies and global deflation have buoyed support for increased global re-regulation. The Tobin Tax could serve as both a means to cool "hot" speculative capital, and it could also raise funds for cash-strapped social programs both at home and around the world. "Canadians and the world have seen the effects of today's financial system. Speculative capital is wrecking havoc on the international community. The situation in Latin America, Russia and South East Asia is worsening and is leading to more currency turmoil and global deflation. A Tobin Tax is part of the solution to this problem," Mr. Nystrom said. In Canada, motion M-239 had the support of a broad coalition of community-based organisations, church groups and non-governmental organisations representing 3 million Canadians.
