Gay Marriage Bill Introduced In Canadian Parliament February 14, 2003 By Ben Thompson, 365Gay.com (Ottawa) On the eve of Valentines Day legislation was introduced in the House of Commons to give gays and lesbians the right to marry. New Democratic Party MP Svend Robinson unveiled the private member's bill Thursday. Robinson, his party's Health Critic, is also a member of the parliamentary committee considering how best to recognize gay families. The federal government already extends many of the same benefits married heterosexuals enjoy, but is under pressure to repeal the legal definition of marriage as a union between one man and one woman and to allow gays the right to marry. Earlier this year courts in Ontario and Quebec ruled the definition and the subsequent ban on gay marriage to be unconstitutional. The decisions are under appeal. In British Columbia another challenge to the federal ban is underway. Robinson who was the first member of Parliament to come out said he is not certain he would marry his domestic partner, but he said he deserves to have the chance to make that decision. This is the second time Robinson has introduced legislation to legalize gay marriage. Private member's bills seldom pass without the support of the government.

Kenney, who is Canadian Alliance M.P. for Calgary Southeast, said: "A human embryo is a living human being. This is not an assertion of opinion but an incontrovertible, prima facie, scientific fact." He added, "Even if adult stem cell research did not have the promise of embryonic stem cells" something scientists have yet to discover "it would still be unethical to manipulate and destroy human embryos for utilitarian purposes." Stockwell Day, the M.P. for Okanagan-Coquihalla, ably reminded MPs of certain first principles, noting that all great societies of the past, including pagan Greece and Rome, understood "that there are certain natural laws that exist in the universe that even pre-exist legislators and government," adding John Locke's view that "a government is not free to do as it pleases." Day opposes the bill because, "We are talking about using the democratic process to contravene a respect for natural law, the laws of nature itself." Liberal Judy Sgro (M.P. for York West) admitted her government's bill is imperfect, but said Members will have the opportunity, when it returns to the House of Commons Committee, "to refine the legislation and to make it even better than what we currently have."

Monday November 4, 2002 Printer friendly version Email to a friend CONSCIENCE LEGISLATION INTRODUCED IN CANADIAN PARLIAMENT Vellacott's proposed legislation is Bill C-276 OTTAWA, November 4, 2002 (LifeSiteNews.com) - Last Wednesday, Canadian Alliance MP Maurice Vellacott reintroduced his conscience clause legislation. The bill has already been debated on two different occasions in the House of Commons, but each time the government has refused to support it, claiming that it is a matter of provincial jurisdiction. The federal government, however, does have the authority to put penalties in the Criminal Code for those who discriminate in the workplace against health care workers who refuse to take part in procedures such as abortion for reasons of conscience and religion. Mr. Vellacott hopes to raise the issue again if and when he has another opportunity to have his bill debated. In this session of Parliament it is Bill C-276. The full name of the bill is "An Act to amend the Criminal Code to prohibit coercion in medical procedures that offend a person's religion or belief that human life is inviolable." The express purpose of the legislation is to "protect the right of health care practitioners and other persons to refuse, without fear of reprisal or other discriminatory coercion, to participate in medical procedures that offend a tenet of their religion, or their belief that human life is inviolable." He also predicted two Commons committees studying the pros and cons of labelling will reach different conclusions, leaving cabinet to break the deadlock. "In the end, time is working in favour of the mandatory approach," he said in an interview. "I'm convinced of that because I think politically the right to know is a very strong factor, and that is something that is politically very difficult to resist." The Toronto MP said he is not persuaded by the argument made by some that once some products are labelled, consumers will turn up their noses at anything that isn't, making it a de facto mandatory system.
