Advocacy Alert, March 30, 2001 Catastrophic Implications for Canada The Canadian Association of Zoos and Aquariums (CAZA), a CMA partner organization, has issued suggested procedures to its members to help reduce the risk of Foot and Mouth Disease spreading to zoo collections in Canada. The CMA urges museums to consider these guidelines as well, especially outdoor museums and historic sites. There would be a catastrophic impact on the entire Canadian tourism industry should FMD spread here. In the United Kingdom, the epidemic has affected not only agriculture, but has brought the tourism sector to its knees. Many zoos, outdoor museums and historic sites are closed to the public, as are walking trails and parks, even in non-contaminated areas. In addition, fears surrounding the disease have caused many travellers to cancel or postpone their visits to Britain. FMD is a highly infectious, debilitating viral disease that mostly affects hoofed animals such as deer, cattle and sheep. Elephants and hedgehogs can also contract the disease. Although the virus does not pose a direct threat to humans, it can be easily carried by people, as well as by vehicles and equipment that have passed through a contaminated area. Zoos around the world are especially concerned about FMD, as many rare or endangered animals in their collections would be vulnerable to the virus. All necessary steps are being taken to limit the chances of an outbreak of FMD in Canada. Shipments of meat, meat products, farm equipment and susceptible animals from affected countries have been halted. Travellers are being asked to use a footbath on arriving in Canada, and should not visit farms or zoos for at least four days after arrival.

If you are moving to Canada with firearms, two options are available to you. Option #1 Leave your firearms in the country where you currently reside. Once you arrive in Canada, apply for a possession and acquisition licence (PAL) (Form JUS 888 E). In order to obtain a PAL, you must first pass the Canadian Firearms Safety Course test. If you have restricted firearms, you must also pass the Canadian Restricted Firearms Safety Course test. You have the choice of taking the course and test or challenging the test without taking the course. If you decide to challenge the test, you may first wish to get the course manual and study it. The test is written with a practical component. This fact sheet applies primarily to long guns. There are some different requirements for handguns . If you own or use a handgun, please call 1 800 731-4000 for further information. NOTE : All devices designed and used exclusively for tranquillizing and/or slaughtering an animal are exempt from the following requirements. Firearms Licences The Firearms Act requires everyone who owns or uses firearms to have a firearms licence. Licensing of firearm owners and users began December 1, 1998. Licences For Individuals There are two basic types of licences for adult individuals: a possession-only licence; and, a possession and acquisition licence. Of these, only the possession and acquisition licence is still available. McAvity Executive Director Canadian Museums Association Ottawa, Ontario Resumen (Espangnol) As the goal of this conference is to lay the foundation for greater cooperation between museums in the Americas, I am pleased to offer this background paper on the organization and structure of the Canadian museum community. There are approximately 2,400 non-profit museums and related institutions in Canada more than the United States, Australia, England, France, Mexico, etc. on a per capita basis. Canada's museum community is one of the world's most developed. The reasons for this are many, including: the high degree of volunteerism and community initiative; progressive government policies; the searching need of national/regional identity; the diverse cultural makeup of the nation; the strong educational focus of museums; the strength of the tourism industry. Museums in Canada are as diverse as the nation itself. They range from very small community museums showing the pioneer history of a locality, to specialized museums concerned with particular subject matters, to large government institutions which provide authoritative reference collections. Museums are housed in log cabins, community halls, fortresses, office buildings, convents, etc. Many are specially designed buildings.
