USAID HISTORY
The United States Agency for International Development (USAID) began its development assistance to the Central African Republic (CAR) in 1962. USAID no longer has a mission in CAR. Its programs are monitored from the USAID/Ghana mission in Accra.
CURRENT USAID PROGRAMS
Africa regional democracy fund: Most of these funds are devoted to providing assistance to the national assembly. The remainder are provided to independent local media, including radio, to train staff in all aspects of broadcasting. Democracy and human rights fund: USAID supports a small grants program which provides technical assistance through indigenous organizations that implement small, short-term, highly targeted country-level activities in support of human rights and democratic institutions.

French troops sent to Central Africa after coup
By Antoine Lawson LIBREVILLE, March 18 (Reuters) - France has rushed 300 troops to the Central African Republic from nearby Gabon to help evacuate foreigners caught up in a coup in the former French colony, defence officials said on Tuesday. Around 100 people have already been whisked out of the diamond-rich but impoverished country after a lightning coup this weekend by former army chief Francois Bozize, who struck while President Ange-Felix Patasse was abroad. The French Defence Ministry in Paris said on Tuesday the troops were based at the airport in the capital Bangui.

      NAIROBI, 29 May (IRIN) - Gunfire was still heard in parts of the Central African Republic (CAR), Bangui, on Tuesday after an attempted coup was apparently put down by the military on Monday.
      An NGO source in the city told IRIN it was not clear whether the government had control of the situation, despite a statement by a spokesman for President Ange-Felix Patasse on Tuesday claiming that "the situation right now is perfectly under the control of the armed forces, the security agencies and the presidential guard". The source said automatic and heavy weapons fire was heard early on Tuesday morning in the neighbourhood of the presidential residence, and sporadic gunfire was heard throughout the city.
      Residents who fled the southern districts of Bangui told AFP that government troops had stormed into the area in search of retreating mutinous soldiers who on Monday attacked the presidential residence in what the government described as a failed coup attempt. Residents also said that "armed rebel soldiers" were walking the streets of Bangui's southern neighbourhoods, an opposition stronghold.
      CAR President Ange-Felix Patasse has declared a countrywide curfew between 6 pm and 6 am local time. At least 12 people have been reported dead, including seven members of the presidential guard, killed defending Patasse, presidential spokesman Prosper Ndouba told news organisations. Patasse remained inside his villa, unharmed. The head of the Gendarmerie, General Francois Ndjadder, received serious gunshot wounds in the stomach and is said to be in a very critical condition, according to Radio France Internationale (RFI). Several of the attackers, and at least two civilians have also been killed, according to various reports. Most of Bangui's residents remained off the streets on Tuesday.

    Tensions between Kabila and his Rwandan allies became overt in May 1998, when Rwanda refused an invitation to a summit preceding the first anniversary of the liberation. Two months later Kabila ordered the Rwandan elements in the military to return to their country. This caused an uprising of the ethnically related Congolese Tutsi soldiers and other disenchanted factions of the Congolese army. Under the command of Jean-Pierre Ondekane, the country experienced the outbreak of a second civil war in less than two years time. The intellectual opposition politicians, Ernest Wamba dia Wamba and Arthur Z'Ahidi Ngoma and Kabila's former Minister of Foreign Affairs, Bizima Kahara, profiled themselves as the political backbone of the Congolese Rally for Democracy (RCD), accusing Kabila of corruption, nepotism and violation of human rights. Within the different groups that have joined the rebellion, disagreements surfaced about the ideology, quality and style of the RDC's leadership. Distrust about personal ambitions to pursue the rebellion caused rivalry between the leaders, while differences between the military sponsors, Rwanda and Uganda, became apparent in their backing of different factions. After Ngoma had quit the rebel movement in the beginning of 1999, Wamba dia Wamba was sidelined during an emergency meeting of the RCD in May 1999, where Dr. Emile Ilunga was named instead as the new leader of the movement.

    Reports of the Secretary-General The Secretary-General prepared three reports for the Security Council ( S/2001/35 , 11 January 2001; S/2001/660 , 2 July 2001 English; S/2001/886 , 21 September 2001). The first two reports refer to the activities of the UN Peace-building Support Office (BONUCA) which was given the primary mission: (a) to support the government's efforts to consolidate peace and national reconciliation; (b) to strengthen democratic institutions; (c) to undertake missions of good offices, if necessary; (c) to monitor the human rights situation and contribute to the strengthening of national capacity for the promotion and protection of human rights; (d) to monitor the security situation in the country and assist with security-related reforms; (e) to facilitate the mobilization of international political support and resources for national reconciliation and economic recovery. The reports note the following points, inter alia The reports note that the conflict in the Democratic Republic of the Congo (DRC) caused a large number of refugees, particularly women and children, to flee to border towns and villages in the Central African Republic, where living conditions are precarious, characterized by lack of food, poor or inappropriate medical care, lack of medicines and sub-standard accommodation. The Secretary-General encouraged the international community and development agencies to provide urgent support to the restructuring of the defence and security forces, the collection of weapons and the redeployment plan drawn up by the government. Efforts in the area of poverty reduction were also encouraged so as to prevent the situation from deteriorating, noting that poverty is a significant contributing factor to social unrest and division. The July 2001 report stated that the majority must allow the opposition to carry out its activities freely and that the opposition, while performing in a constructive and responsible manner its role of critic and monitor of the actions of the government pending the next elections, must let the majority govern.

    By JOSEPH BENAMSSE, Associated Press Writer (AP, Bangui, Monday December 3 3:03 PM ET) Rebel soldiers loyal to this central African country's former army chief clashed with government forces over the weekend, killing at least 12 people, military officials said Monday. News of the fighting came as regional leaders met in Sudan to press for peace in the troubled Central African Republic. Fighters loyal to ex-army chief of staff Francois Bozize ambushed government soldiers Sunday about three miles outside the rebel-controlled town of Kabo, on the northern border with Chad, military officials said on condition of anonymity. At least 12 people were killed, they said, though a senior government official put the figure at 21. Most of the dead reportedly were government soldiers. There was no official comment from the government or army. Renegade soldiers fled with Bozize to Chad after several days of fighting in Bangui last month, which erupted when presidential guards reportedly tried to arrest Bozize. Two weeks ago, the rebels returned to Central African Republic, advancing as far as Kaga-Bandoro - a town about 217 miles north of the capital - before government forces chased them back over the border.

    Reports from the Central African Republic (CAR) say fighting has resumed in the capital, Bangui, between government soldiers and fighters loyal to a former army chief, Francois Bozize. The BBC's Joseph Benamse in Bangui says sporadic shooting has been heard in the city. More than 30 people have been killed in the fighting that began on Friday, and more than 50,000 people have fled their homes. The government of the CAR has urged the rebels to surrender, and said fighters from Chad were among the dead rebels. General Bozize has called on President Ange-Felix Patasse to begin a dialogue with the opposition or step down. Attack On Sunday, the CAR Government launched an offensive in northern districts of Bangui, in an effort to dislodge the rebels, who control a third of the city. Communication Minister Gabriel Jean Edouard Koyambounou said loyalist forces had killed a number of rebels, some of them fighters from neighbouring Chad.

    Our History: Evolution In 1968, a conference of some 15 students took place in Abidjan, Côte d'Ivoire. The panafrican movement GBUAF (Groupes Bibliques Universitaires d'Afrique Francophone) was born with Alastair Kennedy as its first Regional Secretary. From then on, conferences delineate the evolution of the movement. nd Conference in Abidjan 1972: Acceptance of GBUAF as an affiliated member of IFES during an International IFES Conference in Mittersill, Austria. rd Conference in Yaoundé, Cameroun: new GBU movements were affiliated. th Conference in Yaoundé: Isaac Zokoué of the Central African Republic becomes Regional Secretary. th Conference in Yaoundé. th Conference in Bingerville, Côte d'Ivoire: Solomon Andria of Madagascar becomes Regional Secretary. th Conference in Kinshasa, Zaïre (today Dem. Rep. Congo). th Conference in Lomé, Togo. The Friends of GBUAF association is born. th Conference in Douala, Cameroun. 1995: Daniel Bourdanné of Chad becomes Regional Secretary. th Conference in Ouagadougou, Burkina Faso.
