Field Operations
The UN Assistance Mission to the Central African Republic (MINURCA) was established as a follow-up to the Monitoring Mission of the Organization of African Unity (see Security Council resolution 1159, March 1998). The main elements in the Mission's mandate include the provision of advice and the facilitation of the implementation of technical cooperation in the areas of good governance, the rule of law and the promotion and protection of human rights. At the request of the government, a human rights component was included to enable the OHCHR to assess possible areas for joint activities aimed at fostering the protection and promotion of human rights. The mandate of MINURCA was terminated in February 2000 and a new UN political office was established, comprising political, military, civilian police and human rights components. The Human Rights Matters Section of the UN Peace-building Support Office (BONUCA) builds upon MINURCA's accomplishments and aims to strengthen national human rights capacities. The main activities of the human rights component include:

Rebels 'control CAR capital'
Story Tools BANGUI, Central African Republic (Reuters) Rebels loyal to former army chief Francois Bozize said on Sunday they had taken control of the Central African Republic's capital, as the president took refuge in a neighbouring country. Parfait Mbaye, a spokesman for the rebels, read a statement on state radio on Sunday morning which he said was signed by Bozize, who has led a series of coup attempts in this impoverished nation over the past two years. "We control the city," Mbaye said, referring to the capital Bangui. He said Bozize was in Bangui and was expected to make a radio announcement later. As occasional shots rang out across Bangui on Sunday, people looted homes belonging to Patasse's officials and relatives, carrying away furniture, televisions and cookers. President Ange-Felix Patasse was in neighbouring Cameroon, stranded by the rebellion which took place while he was out of the country attending a regional summit in Niger. Mbaye urged people to stop looting and also called on all military personnel, including soldiers, paramilitary police and customs officers, to return to barracks in the city.

He was subsequently elected to the House of Commons as Member of Parliament for the riding of Beauharnois-Salaberry. Mr. Marcil was Minister of Employment for the Quebec government (1994) and special advisor to the office of the Leader of the Opposition in the Quebec National Assembly (1995), and successfully represented the provincial ridings of Salaberry-Soulanges (1989-1994) and Beauharnois (1985-1989). As a member of the International Association of French-Speaking Parliamentarians from 1985 to 1993, he took part in a number of international conferences and missions, held in countries such as the Central African Republic, Gabon and Spain. From 1969 to 1981, Mr. Marcil had a career in education, as a teacher, academic information advisor, assistant director of teaching services and student services, school principal and director of administrative services for the VaudreuilSolanges regional school board.

Remarks at a Meeting of the Congo Basin Forest Partnership
Paris, France
January 22, 2003 I would first like to extend very deep appreciation to the Government of France for their hard work and very generous hospitality in hosting this important meeting. On September 4, 2002, Secretary of State Colin Powell launched the Congo Basin Forest Partnership at the World Summit on Sustainable Development in Johannesburg, South Africa. The Congo Basin Forest Partnership is an initiative that fully recognizes the integral and equal nature of economic development, social development and environmental protection in the quest for sustainable development. The United States, along with our co-facilitator and WSSD host South Africa, are deeply honored to be here in Paris with our many partners to harness the energy and commitments of the Congo Basin Forest Partners into a long-term plan for the conservation and development of the remarkable wildlife and forest resources of the Congo Basin to help the peoples who depend upon these resources for their livelihood. At this meeting of the Congo Basin Forest Partnership, we will review our commitments and accomplishments to date. More importantly, we will discuss how our plans for the future can be best coordinated and monitored.

The country's economy is dominated by subsistence agriculture, and its population is approximately 3.5 million. Principal exports are coffee, cotton, timber, tobacco, and diamonds. Foreign assistance is an important source of national income. Per capita gross domestic product for the year was approximately $273 (206,388 CFA francs). Salary arrears owed to civilian employees and the military and resulting strikes continued to impair the functioning of the Government and the authority of the state to enforce the rule of law. The misappropriation of public funds and corruption in the Government continued to decrease, but remained widespread. The large displacement of persons during and following the attempted coup adversely affected economic productivity during the year. While the civil war in the DRC prevented shipping on the Ubangui River in 2000, barge traffic from Kinshasa, DRC, resumed in September.

Teachers extend their strike
Primary and secondary school teachers in the Central African Republic (CAR) have decided to indefinitely extend their strike for the immediate payment of their salary arrears. "Eighty percent of the teachers are observing the strike," Malachie Mbokane, the chairman of the Interfederale des enseignants de Centrafrique, a umbrella confederation of five teachers' trade unions, told IRIN on Tuesday.

The expansion of the Kongo kingdom, the largest state in Central Africa, is the result of diplomatic collaboration with Portugal, control of important trade routes, and the wealth of natural resources within the Kongo territory. A historically unique religious, cultural, and artistic syncretism occurs as a result of the early phase of this cordial and primarily equitable relationship to Portugal.
In the fertile agricultural area at the mouth of the Congo River, King Nimi a Lukeni capitalizes on the region's natural resources and location at the intersection of several important trading routes to found the Kongo kingdom. This kingdom subsequently becomes the largest centralized state in Central Africa. From the capital, Mbanza, Kongo kings rule through a system of nobility who tax and control outlying rural provinces. The art of the Kongo kingdom is largely concerned with communication of status and hierarchy. Luxury goods, fiber arts, rare pelts, highly embellished daily objects, and an elaborate system of court rituals distinguish the leadership classes from commoners.

1. National context
The Central African Republic (CAR) is a landlocked country in the heart of Africa. After the turmoil of its recent history, the CAR has begun to benefit from a certain degree of stability. A UN peacekeeping force was deployed in the country in 1998 and in September 1999 peaceful, democratic elections took place. However, the country lives under the constant threat of new incidents and four of its neighbours are experiencing serious internal conflicts. Social indicators are poor with 62 per cent of the population without access to safe water. Capital: Bangui
