I was drawn to these themes early in my education as a geographer at McGill University, and pursued them further during field research and conservation work in Belize, Honduras, Nicaragua, and Costa Rica during my graduate studies. These experiences led to a recent participatory research project focusing on indigenous wildlife use in western Panama which analyzes the relationships between hunting, habitat and settlement patterns. I joined the department in July 2001.

Steven C. Perkins This is a revision of a document prepared for presentation at the 1992 Annual Meeting of the American Association of Law Libraries. It may be reproduced for non-profit educational use if this notice appears on the reproduction.
INTRODUCTION
This paper was originally produced in 1992, prior to the INTERNET and the explosion of information it has engendered. In updating it, I have tried to create links to online materials on indigenous peoples rights under international law. This paper is not meant to be a comprehensive guide to information on indigenous people. It is meant to be a guide to researching international law and indigenous peoples rights. Since this paper was finished, S James Anaya has published an excellent treatise on this area

http://www.estadonacion.or.cr/InfoRegion/english1/ing-01a.html
THE STATE OF THE REGION SUMMARY State of the Region Synopsis General Assessment In spite of the advances cited, the economic and political achievements won are precarious and, in terms of social equity and environmental sustainability, negative for the region, though not necessarily for all of the countries. Central America is torn by regional fractures in its human development, with the following still in existence:
  • Gaps in human development achievements among countries; in the isthmus there are two (or three if Belize is included) countries who are leaders in Latin America, and four who hold the lowest positions in the hemisphere. Internal territorial divisions in all of the countries. Alongside modern enclaves in capitals and major cities lie vast zones of poverty and low productivity, usually in rural and border areas. Multiple and wide divisions exist among social groups: between rich and poor, between men and women, between indigenous, Afro-Caribbean, and nonindigenous peoples for example. These divisions in terms of equity have generated widespread poverty and excluded the majority of people from access to social services and the benefits of development. Divisions between economic performance, policies, and legal frameworks exist among the countries, which affect the business climate in the region. In addition, countries like El Salvador and Nicaragua, affected by war, are just now recovering the GNP that they had twenty and thirty years ago, respectively (MIDEPLAN, 1998).

One of the best places to start research is in the computerized Five-College Library Catalog (one segment lists books and journals in the Four Colleges, another lists UMass holdings). All books are listed by their AUTHORS, TITLES, and SUBJECTS, and you can also use the KEYWORD function to search.
KEYWORD searching is not likely to yield a complete list of locally-owned books on any particular topic, but it's a good way to start; type in a common language characterization of your topic, say "South American Indians", select titles from the resulting list that interest you, note which official subject headings are assigned to those titles, then click on them to do a more thorough SUBJECT search.
SUBJECT searching, as such, requires that you use the exact word or phrase libraries have chosen to describe your topic; for example, libraries list books generally about indigenous peoples of Latin America under "Indians of South America". Note that there are geographical and topical subdivisions to this main subject heading (i.e. "Indians of South America - Brazil" or "Indians of South America - Andes Region - Politics and Government"), that ethnic groups can be searched as subjects ("Incas"), and that country names are also usefully searchable ("Venezuela - History" for instance). Ask at the Reference Desk if you're not sure what words or phrases to use.

NATIONAL PROFILE OF THE INDIGENOUS PEOPLES OF MEXICO INTRODUCTION
General Overview of the Indigenous Populations of Mexico
1. The discovery of the Americas in the sixteenth century revealed to the European invaders two great civilizations: the Inca in the Southern Hemisphere, and the Mesoamerican in the Northern Hemisphere. The latter was characterized, until colonization began, by all the elements commonly associated with "advanced civilizations." These included a great concentration of sedentary populations; sophisticated political organization of hierarchical states; intensive agriculture; monumental constructions including temples, and civil structures; a great tradition of sculpture and pictorial art; hieroglyphic writing; the use of sophisticated calendars, and; mathematical computation. It also included a variety of social classes, centralized religious systems with priestly castes. 2. To the north of this Mesoamerican civilization, was the zone of hunters and gatherers, known as arid-America. In this zone, with desert ecology, its inhabitants successfully adapted to the limited resource base and harsh environment through a primarily nomadic economy, with a low demographic density and limited sedentarized settlements. In contrast to the Mesoamerican civilizations, they had a relatively simple social and political structure; a low level of technological development and simple knowledge of architecture as well as relatively unsophisticated artistic, religious and intellectual expressions.
