The 42nd President of the United States, William Jefferson Clinton, was born William Jefferson Blythe IV at Julia Chester Hospital in Hope on August 19, 1946. The baby's father, William Jefferson Blythe III, was killed in an automobile accident three months before his son was born. Bill's mother, Virginia Cassidy Blythe, then trained to become a nurse-anesthetist in order to support her son. Bill lived with his maternal grandparents, Eldridge and Edith Grisham Cassidy at 117 South Hervey in Hope until age four. The Cassidys operated a grocery store on North Hazel Street.

In his second year, Clinton was faced with acrimonious battles over health care, welfare reform, and crime prevention. A health care reform package crafted by his wife failed to gain sufficient support. Clinton had to reduce his objective from massive overhaul to incremental reform.

Clinton, William Jefferson (1946- ) , 42d president of the United States. Clinton's two terms in office were marked by efforts to create or expand domestic social programs, by attempts to resolve several major crises overseas, and by various scandals of both a political and personal nature that resulted in Clinton's becoming the first president since Andrew Johnson to be impeached and tried. Early Years Born on Aug. 19, 1946, in Hope, Ark., William (Bill) Jefferson Blythe IV grew up in a troubled home. His father had died in an automobile accident three months before his son's birth, and his mother later was forced to leave her two-year-old son with his grandparents when she moved to New Orleans to pursue her nursing studies. The family settled in Hot Springs, Ark., after his mother married Roger Clinton, whose surname Bill later adopted. As a young man, Bill was determined to succeed and frequently earned academic honors, including selection as a delegate to the American Legion Boy's Nation program in Washington, D.C., where the 16-year-old Clinton met Pres. John F. Kennedy and determined to embark on a political career. Attending Georgetown University to study international affairs, Clinton served as an intern for Sen. J. William Fulbright of Arkansas before receiving his B.S. degree in 1968. After winning a Rhodes scholarship to Oxford University, Clinton returned to the United States to enroll at Yale Law School. In 1972 he helped to manage presidential candidate George McGovern's Texas campaign. After graduating from law school in 1973, Clinton returned to Arkansas to teach and to plan his political career. On Oct. 11, 1975, he married Hillary Rodham, a fellow law student he had met at Yale.

William (Bill) Clinton, at age 46, was the youngest person to be elected PRESIDENT of the United States since John F. KENNEDY won ELECTION in 1960 at the age of 43. But despite his youth, Clinton entered the White House with considerable experience in executive government. At the time of his election victory in 1992, he had already served for nearly twelve years as governor of Arkansas, his native state. There, too, Clinton had been distinguished for his youth as well as his accomplishments. With his rise to the presidency, he was the first of the generation born after World War II, the so-called baby boomers, to achieve the country's highest office. Early Years Clinton was born William Jefferson Blythe in Hope, Arkansas, on August 19, 1946. He was named for his father, William Jefferson Blythe, who had been killed in an automobile accident three months before Bill's birth. At the age of 2, he was sent to live with his grandparents, who also resided in Hope, while his mother, Virginia Blythe, studied nursing in New Orleans. When he was 4, his mother married Roger Clinton, a car salesman, and they moved together as a family to Hot Springs, Arkansas. The boy later took his stepfather's last name. Young Bill attended school in Little Rock. He was an honors student, played the saxophone, and was popular with his classmates. But life at home was not always pleasant. The elder Clinton was an alcoholic, and when he had too much to drink, he could be abusive. One day, when Bill was about 14, he stood up to his stepfather. Although his stepfather kept drinking, the abuse stopped. As Bill grew older, he came to understand his stepfather's problem and so was able to forgive him before he died.

BILL CLINTON, America's last president in the 20th century and only the second president to be impeached in U.S. history, has weathered storms that might have killed most other politicians.
Allegations of marital infidelity, questions about marijuana use and how he avoided the Vietnam War, a real-estate scandal in his home state, flip-flopping on foreign policy, charges of sexual harassment by an Arkansas government employee, accusations of ordering military action overseas to divert public attention from personal troubles, allegations of receiving millions of dollars from Chinese agents for his re-election campaign, and a yearlong scandal over an extramarital affair with a former White House intern that led to his impeachment these and other issues repeatedly give rise to questions about Clinton's character and made the former Arkansas governor one of the most assailed and investigated presidents in history.
But Bill Clinton's charm, determination, razor-sharp political skills, and an unusually long stretch of national economic prosperity helped pull him through a second election in 1996 and kept his popularity high throughout much of his second term.

A moderate Democrat, in 1992 he defeated the incumbent George Bush for the U. S. presidency. His first term was characterized by a strong economic recovery, and in 1996 he was re-elected. His second term was dominated by scandal: accusations of corruption and investigations into rumors of his marital infidelity. On December 19, 1998 the U.S. House of Representatives voted (along party lines) in favor of two articles of impeachment. Clinton was accused of committing perjury and obstruction of justice in his attempt to cover up an extra-marital affair with a White House intern, Monica Lewinsky . In the subsequent senate trial, Clinton was acquitted of the charges and remained in office. Days before leaving office, Clinton struck a deal with the office of the special prosecutor in the case: in order to avoid an indictment, Clinton admitted to making misleading testimony, and he was suspended from practicing law in Arkansas for five years. In 2000 his wife, Hillary Rodham Clinton was elected as a U.S. Senator from New York, the first time a First Lady had ever been elected to public office.

    My fellow citizens : Today we celebrate the mystery of American renewal. This ceremony is held in the depth of winter. But, by the words we speak and the faces we show the world, we force the spring. A spring reborn in the world's oldest democracy, that brings forth the vision and courage to reinvent America. When our founders boldly declared America's independence to the world and our purposes to the Almighty, they knew that America, to endure, would have to change. Not change for change's sake, but change to preserve America's ideals; life, liberty, the pursuit of happiness. Though we march to the music of our time, our mission is timeless. Each generation of Americans must define what it means to be an American. On behalf of our nation, I salute my predecessor, President Bush, for his half-century of service to America. And I thank the millions of men and women whose steadfastness and sacrifice triumphed over Depression, fascism and Communism. Today, a generation raised in the shadows of the Cold War assumes new responsibilities in a world warmed by the sunshine of freedom but threatened still by ancient hatreds and new plagues.

    After the 1993 World Trade Center bombing, which killed six and injured 1,000, President Clinton promised that those responsible would be hunted down and punished. After the 1995 bombing in Saudi Arabia, which killed five U.S. military personnel, Clinton promised that those responsible would be hunted down and punished. After the 1996 Khobar Towers bombing in Saudi Arabia, which killed 19 and injured 200 U.S. military personnel, Clinton promised that those responsible would be hunted down and punished. After the 1998 bombing of U.S. embassies in Africa, which killed 224 and injured 5,000, Clinton promised that those responsible would be hunted down and punished. After the 2000 bombing of the USS Cole, which killed 17 and injured 39 U.S. sailors, Clinton promised that those responsible would be hunted down and punished. Perhaps if Clinton had kept his promises, over 3,000 people would be alive today.
    In 1996 the government of Sudan had Osama bin Laden in their custody and offered to hand him over to the United States. Bill Clinton and his liberal cohorts elected not to take the Sudanese up on their offer. Why?
