Internet resources for grants and foundations
By Hilary Sternberg I n a world where information is power, nowhere is this more evident than with the identification and solicitation of grant and foundation funding. Whether seeking funds for your library's information literacy program or assisting a development officer find support for a cultural agency, researching foundations and grants is not an easy task. Targeting a financial champion for your project or program takes considerable preparation. The seeker of such financial support must dovetail proposals precisely to the foundation's programmatic requirements. While the competition is keen and the number of funding requests remains high, as many as 80 percent of proposals submitted to private foundations are automatically disqualified. Applications are eliminated because the applicants failed to match their needs with the foundation's stated mission and priorities. Meticulous research and thoughtful preparation of grant proposals can prove rewarding; after all, foundations are created for the purpose of donating money. In 1995 private foundation giving reached $10.44 billion.

FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC Community colleges were created and continue to be supported by local and state appropriations, however, this public support is gradually declining, making financial support one of the most pressing issues for community colleges. To balance out this decline, community colleges have formalized their fundraising efforts by creating institutional foundations as recipients of tax-deductible contributions under Section 501c(3) of the Internal Revenue Code. These foundations are independent legal entities, guided by the mission of soliciting private monetary contributions and investing them for the benefit of their affiliated colleges.
THE HISTORY OF COMMUNITY COLLEGE FOUNDATIONS
The first community college foundation may date from 1922 at Long Beach City College. A handful were established between the 1940s and the 1950s, but the majority were begun after the late 1960s (Robison, 1984). The large-scale, organized, external fundraising now common at community colleges began as a result of the 1965 Higher Education Act and the federal funding opportunities that it offered (Keener, 1984). Community colleges began by tapping into the sources of external federal support offered through grant and contract competitions. In the mid 1970s the colleges began adapting the university and liberal arts college model of engaging other external contributors for private gifts (Keener, 1984).

Grants and the Strategic Plan
Over the past decade and beyond, our strategic plans have demonstrated a keen insight into the dynamic environment of higher education, and the society within which it operates. The last three strategic plans have represented a composed, assertive course of action matched by very few of our liberal arts counterparts ­ and people have noticed. Philanthropic organizations are established to give money away - in fact, in most cases must give away at least 5% of their total assets per year - but are acutely aware of the risk of subsidizing projects that lack the institutional guidance that ensures long-run viability of the results. Grants are thought of, in one sense, as seeding money for ideas which have potential and which display an ability to have a compelling impact on a particular field of study or on our larger society. But, if a seed is planted within a patch of sand, we all know it will not grow. Today's foundations and government agencies look for grant recipients who know how to get the most out of their institutional plots. Our long-term planning reveals a knack for doing just that.
