FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC Community colleges were created and continue to be supported by local and state appropriations, however, this public support is gradually declining, making financial support one of the most pressing issues for community colleges. To balance out this decline, community colleges have formalized their fundraising efforts by creating institutional foundations as recipients of tax-deductible contributions under Section 501c(3) of the Internal Revenue Code. These foundations are independent legal entities, guided by the mission of soliciting private monetary contributions and investing them for the benefit of their affiliated colleges.
THE HISTORY OF COMMUNITY COLLEGE FOUNDATIONS
The first community college foundation may date from 1922 at Long Beach City College. A handful were established between the 1940s and the 1950s, but the majority were begun after the late 1960s (Robison, 1984). The large-scale, organized, external fundraising now common at community colleges began as a result of the 1965 Higher Education Act and the federal funding opportunities that it offered (Keener, 1984). Community colleges began by tapping into the sources of external federal support offered through grant and contract competitions. In the mid 1970s the colleges began adapting the university and liberal arts college model of engaging other external contributors for private gifts (Keener, 1984).

Secondary school journalism and student newspapers are an endangered species. Nationwide, enrollment in journalism classes is down, and schools are ceasing to publish newspapers. The lack of funding for training, equipment, supplies and printing is the primary reason given. The secondary reason is the difficulty of recruiting and keeping good newspaper advisers. An Alarming Trend
This trend has alarming consequences for the newspaper industry. Over half of today's newspaper professionals trace their start to high school or junior high school newspapers. If secondary school newspapers fail, the newspaper industry's pool of future talent dries up. School newspapers also build newspaper readership as students develop an appetite for news. Students who work on newspapers learn to appreciate their First Amendment freedoms and become better citizens. Seed Money For Success
Partnership Overview
Student/newspaper partnerships ask newspapers and secondary schools (sometimes including colleges and universities) to commit to working together. Often, the partnership publishes a student newspaper that is printed in or by the professional newspaper. Grants from the NAA Foundation will provide financial assistance to encourage the development and strengthening of partnerships.

The Nonprofit Resource Center (NRC) at UIS is a regional cooperating collection of the primary Foundation Center in New York City. The NRC provides information about private foundations. This information can be used to find appropriate matches between a private foundation's giving patterns and an organization's funding needs. In general, the Office of Corporate and Foundation Relations, in consultation with the Provost's Office:
  • provides information on possible sources of support for a project;
  • helps in preparing a proposal and developing a budget;
  • oversees the institutional approval process;
  • transmits the proposal to the funding agency; and
  • oversees stewardship and final (non-financial) reports. The Controller's Office:
  • provides complete fiscal management of the award;
  • assigns a budget number which allows access to the college accounting system;
  • tracks grant balances;
  • requests payment from funding agencies;
  • assists in interpretation of grant regulations; and
  • files required financial reports. It is essential that the College coordinate its funding efforts for both institutional and individual projects. A Wheaton College Proposal Summary form must be prepared in advance for all requests for outside funding. Faculty are requested to inform the Office of Corporate and Foundation Relations or the Provost's Office, as appropriate, about any plans they may have to contact an outside funding agency. Faculty are also requested to forward correspondence and proposals to the Office of Corporate and Foundation Relations for our files.
    In most instances, faculty members spend six months to a year preparing proposals and waiting during the review and approval process. If you are planning a research project, sabbatical, or leave of absence and will need outside funding, begin your search for funding as soon as possible.

    Applying for Admission and Finding Financial Aid Think You Cannot Afford College?
    You can continue your education after high school even if you and your parents cannot meet the total educational costs of post-secondary education, be it college, university, vocational or technical institute. Money is available on a first-come-first-served basis to those who apply. This financial assistance may be in the following forms:
    Scholarships These are generally awarded based on academic ability; results of standardized tests (I.Q., SAT, ACT, National Merit, etc.). These do not have to be repaid, and a STUDENT DOES NOT NECESSARILY HAVE TO BE A STRAIGHT "A" STUDENT TO QUALIFY.
