Resource Guide Choosing a Degree or English Program Community Colleges by Andrea Insley More international students are attending community colleges. They see community college as a starting point in their effort to earn a four-year or graduate degree from a U.S. university. Community colleges are a popular alternative for the first two years of a bachelor's degree. These first two years are designed to provide a strong foundation of general knowledge before a student begins concentrating on a major field of study.
Transfers and Training
In fact, many university advisors recommend that students attend community college "college transfer" programs first, and then transfer into universities for the final two years. Students transfer, or use their credits from community colleges to earn a four-year degree. In addition to college transfer programs, community colleges offer a wide range of vocational (job-training) programs. These train students in hundreds of careers from Business Administration and Computer Programming to Nursing, Fashion Design, Hotel and Restaurant Management, Secretarial, Commercial Photography, Engineering or Advertising Art. Students who complete these courses get degrees or certificates.
Helping the Local Community
Community colleges meet the educational and vocational needs of local communities. Usually they are run by a state government. By maintaining an "open door policy" with low tuition costs and few entrance requirements, community colleges have offered many U.S. citizens a chance to get a college education.

I n 1985, several California community colleges joined together and formed a non-profit, educational consortium, California Colleges for International Education (CCIE). CCIE is dedicated to the ideal of increasing international understanding through education. The goals of the association are to: a) encourage development of an international perspective in community college classrooms; b) increase awareness of and encouragement in international development through technical education; c) promote opportunities for sharing of international/intercultural expertise; d) form liaisons between national organizations and consortia involved in international and intercultural education activities; e) provide an international and intercultural education resource body to the Chancellor's Office of the California Community Colleges. Peter-Hans Kolvenbach, the leader of Jesuits worldwide, was the main keynote speaker at the conference, "Commitment to Justice in Jesuit Higher Education," presented jointly Oct. 5-8 by Santa Clara University, Boston College and the University of Detroit Mercy. The conference, attended by 400 delegates from 28 Jesuit colleges and universities in the U.S., plus Roman Catholic leaders from Rome, Latin America, and the Far East, was convened to identify the pursuit of social justice as a central theme for Jesuit higher education. The conference also was the kickoff event for the year-long sesquicentennial celebration of Santa Clara University, California's oldest institution of higher education. "It is the calling of a Jesuit university to take conscious responsibility for being a source for faith and justice," Kolvenbach told his audience of nearly 900. I read your last expat adviser column on applying for colleges in the U.S. from abroad, and was wondering what help is available for students who don't speak English as their first language in preparing for college in America. My daughters know enough English to have a basic conversation, but French is their native language.
    A. The majority of U.S. colleges require that non-native English speakers take the Test of English as a Foreign Language, more commonly known as the TOEFL, in addition to the SAT or ACT. Your daughters may want to research what schools they are interested in attending and then look at that university’s Web site, where they should be able to find or request admission information that will tell them what the average or minimum TOEFL, SAT and ACT scores are for that particular college. It would be wise of your daughters to take a practice TOEFL or two to help set expectations and to aid in narrowing down potential schools.
    There are many books with sample tests for the TOEFL, SAT and ACT as well as a myriad of Web sites that have features like ‘test question of day’ and discussion forums where you can read about the experiences of other international students and ask questions of your own. Since the TOEFL is now a computer-based test in many parts of the world, you should consider buying a test preparation book that comes with a CD-ROM so that your daughters can familiarize themselves with the format of the test.
