COLORADO PUBLIC SCHOOLS AN OVERVIEW OF PUBLIC SCHOOLS School Districts: In 1957, there were 239 non-operating districts in the state and 203 one-room school districts. Through the voluntary process of the School District Reorganization Act, the number of school districts was reduced to 176. Today 20 counties have only one school district, 17 counties have two school districts, and 12 counties have no more than three districts. County superintendents have been abolished. The 176 school districts are not necessarily coterminous with any other political boundaries. Most districts maintain elementary, middle/junior high schools, and senior high schools. Many elementary schools include kindergarten classes. A local board may establish and maintain a kindergarten; it is not mandated by law. Kindergartens may be paid for from the general school fund. Entrance Age to School: Entrance age to school is determined by local board policy. The School Attendance Law entitles state residents between the ages of 6 and 21 to a free education, and requires persons between the ages of 7 and 16 to attend school. The Constitution entitles the legislature to require by law that children of sufficient physical and mental ability attend school during at least a three-year period between the ages of 6 and 18 years unless educated by other means. The Exceptional Children's Educational Act defines a handicapped child as one between the ages of 5 and 21, and requires that administrative units serve every handicapped child. Thus, a handicapped child may enter school at age five. There are some programs for younger children. Over half of Colorado's school districts offer programs for 3-to-5-year-olds who are handicapped or "at risk".

Publicly funded libraries play a crucial role in public education. They provide vital information resources for successful businesses, governments and educational systems. But geographic and local economic factors cause broad disparities in the ability of both public and school libraries to deliver basic services. State participation in funding libraries will help ensure that all Colorado residents have improved learning opportunities needed for Colorado to prosper now and in the future. Performance-Based Standards for Colorado Teachers
The Performance-Based Standards for Colorado Teachers serve as a framework for all initial licensure teacher preparation programs in Colorado. The standards were developed to meet the requirements of Senate Bill 99-154, mandating that all teacher preparation programs be performance-based. The State Board of Education is developing an assessment system that will determine if teacher candidates can demonstrate proficiency in these standards. When completed, the assessment system will be available on this Web site, as will various supporting documents explaining the standards and their application.
The Standards
The following shall serve as standards for the licensing of all teacher education candidates in Colorado and reflect the knowledge and skills required of beginning teachers. Standard One: Knowledge of Literacy: The teacher shall be knowledgeable about student literacy development in reading, writing, speaking, viewing, and listening.

From a single School Board resolution , passed in Colorado in November 1999, the actions of Mrs. Patti Johnson have created a vigorous and vital national debate in the education system.
The U.S. education system has been trampled upon since 1968, when the American Psychiatric Association added a category entitled "Behavior Disorders of Childhood and Adolescence" to its Diagnostic and Statistical Manual of Mental Disorders . Consequently, psychiatrists and psychologists were able to usurp the integrity of education, redefining academic or behavioral problems as mental disorders, and replacing workable teaching methods with invasive psychological questionnaires, behavior modification programs and drugs. Unfortunately, the utter lack of scientific validity to so-called learning disorders has escaped the attention of many education authorities.
As a mother, Patti Johnson saw how this influence had turned our halls of learning into profitable mental health clinics. She made the only decision that someone with her level of responsibility could make. She successfully ran for the Colorado State Board of Education, becoming a member in January, 1995.
Mrs. Johnson has fought tirelessly for parents rights to informed consent regarding their children being given invasive psychological curriculums, assessments, and psychotropic drugs, and to maintain academic integrity. Then, in April 1999, Eric Harris turned Columbine High School into a battlefield. The evidence that emerged showed that Harris had been prescribed the antidepressant Luvox which can cause maniaincluding violent urges. The eyes of not just this nation, but countries around the world were on Colorado. Mrs. Johnson redoubled her efforts.

The University of Colorado at Denver (UCD), in collaboration with the Together Foundation/TogetherNet, has pioneered the development of Colorado Education Online (CEO). CEO is a state of the art telecommunication network featuring highly powerful yet east to use graphical e-mail, conferencing, and resources for students and educators. Over the past two years, CEO has successfully pursued its vision of presenting to educators the incredible power of telecommunication in a format that is not only easy to use, but compelling in terms of its utility in communicating with colleagues and sharing resources and information in ways unheard of just a few short years ago. CEO has proven to be the next step forward in meeting the communication needs of UCD faculty and students by providing them with an e-mail and conferencing platform that is not only much more user friendly than the commonly used UNIX based systems, but more powerful as well. A refinement of the TogetherNet network (an adaptation of First Class software), CEO is accessible from both the PC-Windows and Macintosh platforms. In recent months, CEO has created a presence on the World Wide Web (WWW) in anticipation of combining its unique communication capabilities with the seemingly unlimited resources of the Web. The network currently has 4,000 users and is growing on a daily basis. Over fifty separate bulletin boards/conferences are actively operating at any given point. These bulletin boards/conference include 10-15 UCD courses using CEO to support academic activities.
