What Is a Charter School?
A charter school in Colorado is a public school operated by a group of parents, teachers and/or community members as a semi-autonomous school of choice within a school district, operating under a contract or "charter" contract between the members of the charter school community and the local board of education. In a charter school, each student, parent and teacher chooses to be there. The "charter," as defined in the Charter Schools Act (Sections 22-30.5-101et. seq. C.R.S.), spells out the school goals, standards, education design, governance and operations. The degree of autonomy to be exercised by the charter school on such issues as personnel, curriculum and facilities is negotiated between the charter applicants and the local school district and reflected in the charter. School-centered governance, autonomy, and a clear design for how and what students will learn are the essential characteristics of a charter school. Under Colorado law, a charter school is not a separate legal entity independent of the school district, but rather is a public school defined uniquely by a charter and partially autonomous while remaining within the school district. The approved charter application and accompanying agreements are the charter which serve as a contract between the charter school and the local board of education.

This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school.
WHAT WE HAVE LEARNED ABOUT CHARTER SCHOOLS
In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.

The Charter Friends National Network was established in late 1996 as a project of the non-profit Center for Policy Studies, in cooperation with Hamline University, a private liberal arts institution in St. Paul, MN. CFNN’s mission is to promote quality charter schools by connecting and supporting resource centers and other state-level charter support organizations and activities. CFNN pursues its mission through research, publications, meetings, online communications, a grant program, and multi-state initiatives on high priority issues of common concern to charter schools nationally. These initiatives currently include accountability, facilities financing, special education and federal policy development. CFNN also helps start new state-level charter support organizations in states that are passing and strengthening charter school laws.

Summit always welcomes complete applications, or messages of interest from potential applicants, for possible full-time or part-time openings. Summit has an ongoing interest in experienced secondary or college teachers for part-time electives. If you have a strong background in a specific or unique elective subject, please contact us. We often have a need for full-time and part-time para-educators ("parapros") to help in the classrooms and the administrative office, and to supervise in the lunchroom and on campus. A law-enforcement security screening is required of all applicants. Summit often hosts student teachers as assistants to our classroom teachers. Interested university students should contact the principal.
Information for Faculty Applicants
Summit offers a highly successful standards-based and academically rigorous program for 300 students in grades 6, 7, and 8. Summit believes in active engagement of students in their learning, teaching for both content and critical thinking. Teachers have considerable freedom in how they cover the curriculum. Students are placed in mixed-age classed based on interest, motivation, ability, developmental level, and mastery of previous material. Applicants must have a strong academic background in subject area. A teaching license is not required; experience with middle school students is preferred.
