Information Sharing to Make Colorado Schools Safer
In 1994, an amended federal law opened the door for Colorado to enact a law this year to allow school and criminal justice officials to share information about violent and disruptive students. The new law is intended to help prevent future school violence. Will more states follow Colorado and the other states that have enacted this law? A year after the Columbine High School tragedy, the Colorado legislature passed a law revoking prior privacy constraints that have hindered teachers and police from sharing information about troubled students. A 1994 amendment to a federal law allowed Colorado to pass the new law. Without a state law that specifically provides for a juvenile justice exemption from the federal privacy act, federal law requires schools and criminal justice officials to obtain either the child's and parent's consent or a court subpoena to obtain records. The federal law requires that information be kept confidential because disclosure of certain information could have an impact on student and family privacy. The law is described in the 71-page Colorado School Violence Prevention and Student Discipline Manual , published by the Colorado State Attorney's office. SCHOOL SECURITY AND SAFETY PLANNING
Denver. In light of recent investigations into allegations of sexual assaults occurring at two schools, many schools have announced that they are examining options for making their schools safer. To assist schools in these efforts, Attorney General Ken Salazar and Dr. Del Elliott from the Center for the Study and Prevention of Violence at CU-Boulder, today issued this advisory to inform communities about safe school planning assistance available through the Safe Communities-Safe Schools Initiative. Although there is no fail-safe approach, developing comprehensive safe school plans contributes to a safer environment in our schools. Safe school planning includes the development of policies and procedures that address issues of school security. As part of the safe school planning process, the Center encourages the development of school/community planning teams that should consider: 1) appropriate supervision and security during and after school; 2) identification of areas within a school and times of day for vulnerability; 3) provisions for screening visitors; and 4) development of procedures to handle unauthorized visitors. Appropriate measures can then be considered and action taken to address issues of vulnerability. This assistance in safe school planning is available to schools and communities in Colorado through a grant by The Colorado Trust to the Center for the Study and Prevention of Violence at CU-Boulder as part of the Safe Communities-Safe Schools Initiative. The Initiative was designed to help Colorado schools and communities to establish safe school plans. Safe school planning includes school assessments, crisis management, recommendations for effective violence prevention programs, and the development of an interagency social support team to support at-risk students.

YOUR SCHOOL" PROGRAM AS PART OF
3-YEAR IMPLEMENTATION

Denver-Colorado Attorney General Ken Salazar, Ed Guajardo Lucero, program officer for The Colorado Trust, and Dr. Delbert Elliott, director of the Center for the Study and Prevention of Violence at CU-Boulder, announced today that eleven Colorado grade and middle schools will participate in a 3-year implementation of the "Bully-Proofing Your School" program beginning this Fall as part of the Safe Communities-Safe Schools Initiative and the Colorado Anti-Bullying Project. The Bully-Proofing Your School program was announced today at Vivian Elementary School in Lakewood, one of the schools which will participate in the program. Bully-Proofing Your School is a comprehensive school climate program designed to support schools in creating a safe learning environment. The program focuses on converting the silent majority, who are neither bullies nor victims, into the caring majority who join together to take a stand for a safe and bully-free school. The Bully-Proofing program is designed for elementary and middle school students with specific curriculum designed for each level. The program includes six basic components: staff training, student instruction, support of the victims, intervention with the bullies, systems intervention, and the development of a positive, caring climate within the school. It was developed by Dr. William Porter, Director of Student Achievement Services in the Cherry Creek Schools, and four other professionals in the Cherry Creek District. The Bully-Proofing program is used in elementary and middle schools both locally and nationally.

SAFE SCHOOL IN-DEPTH TRAINING;
CENTER DIRECTOR ELLIOTT AND ATTORNEY GENERAL SALAZAR ANNOUNCE BEGINNING OF STATEWIDE FORUMS
The names of eight Colorado schools and eight school districts selected to participate in a major component of a three-year, $1 million statewide Safe Communities-Safe Schools Initiative were announced today by the Center for the Study and Prevention of Violence at the University of Colorado at Boulder and The Colorado Trust. The initiative, a statewide effort to assist schools and communities in safe school planning, was announced last December by Dr. Delbert Elliott, director of the CU Center, The Colorado Trust, and Colorado Attorney General Ken Salazar. The initiative was developed under the direction of Dr. Elliott, a nationally known violence prevention expert. The program is funded by a $1 million grant from The Colorado Trust. The initiative is unique in the nation because it relies upon intensive school-community collaboration in both preventing and responding to youth violence. Over the three years of the initiative, which began last October, the Violence Center will provide any of Colorado's 1,500 schools or their school districts with information, practical planning tools, and technical assistance to conduct safe school planning that addresses their community's unique needs.

DPS Students Heading To Colorado Mathcounts Competition Saturday, March 8 Six students and the Morey Middle School team are heading to the Colorado Mathcounts Competition on Saturday, March 8 after a strong showing at the metro Denver competition last weekend. The March 8 event will be held at the University of Denver.
As result, Denver Public Schools is sending the entire Mathcounts team from Morey Middle School, including students Mike Nill, Ned Mills, Alex Whalen-Wagner and Manuchehr Aminian. Nill was also the second-place individual in the regional event. The Morey team is coached by Julie Dintaman and Diane Weaver.
Mathcounts is the only nationwide coaching and competition mathematics program designed to improve math skills among sixth-, seventh-, and eighth-graders who are at a crucial stage in developing and sustaining math interest and ability.
In Colorado, the program is made possible by the Professional Engineers of Colorado. Schools register with Mathcounts and receive coaching and testing materials. They begin in September to prepare for the regional competition.
Topics include algebra, probability, approximation, geometry and statistics. Problems are designed to accelerate students' interest and achievement in mathematics.

The current legislative session already includes a number of education-related bills. Some of the bills directly impact charter schools in the areas of: -Current fiscal year funding Charter School Facilities Financing Act Colorado School for the Deaf and Blind All of these bills are discussed in further detail below. Other bills impacting public schools in Colorado generally address: -A number of scholarship/voucher, tax credit or other similar school choice issues
-Limits on the ability of transfer students to participate in extracurricular activities Some of these bills are identified below. Current Fiscal Year Funding Bill Summary: SB 03-183 provides for a number of reductions to the state funding of K-12 education for the current fiscal year. It eliminates a number of “optional programs” and places additional conditions upon the distribution of facilities funds to charter schools. Bill Status: SB 03-183 was amended by the Senate to require funds be distributed only for expenditures made on or before January 31, 2003. The House removed the Senate amendments and allows reimbursement for funds expended or planned for expenditure on or before January 31, 2003. If the Senate does not accept the House changes to the bill, a Conference Committee will be appointed to resolve the difference.

Spring break hits Boulder, which can only mean one thing: the third annual CU-Stevinson Ranch Invitational near Turlock, Calif., is upon us! Mark Simpson has a pretty good team and they're gunning to win their own meet for the first time as Kansas has walked away with the trophy after each of the first two. That said, here's a shorter, but hopefully as entertaining or informative, P-Toods for ya, and I'll be back to you the second week in April! TRIVIA QUESTIONS... ALL-AROUND... THINGS THAT MAKE YOU GO HMMM... WHY CU DOESN'T HAVE BASEBALL, WRESTLING... IT'S BA-AACK... THIS WEEK'S NUMBER... 13. With the addition of men's tennis and men's and women's outdoor track joining the national rankings this past week, that brings the number of CU teams to have been ranked at one time or another this year to 13 (out of 16 programs; skiing counts for both men and women but the rankings are coed). Ten programs were ranked in the top 25 at one point (the school record is 11, set on numerous occasions). The only ones not to be ranked (so far) in 2000-01 are men's basketball, women's soccer and women's tennis (which is still playing). TRIVIA ANSWERS...
