COLORADO PUBLIC SCHOOLS AN OVERVIEW OF PUBLIC SCHOOLS School Districts: In 1957, there were 239 non-operating districts in the state and 203 one-room school districts. Through the voluntary process of the School District Reorganization Act, the number of school districts was reduced to 176. Today 20 counties have only one school district, 17 counties have two school districts, and 12 counties have no more than three districts. County superintendents have been abolished. The 176 school districts are not necessarily coterminous with any other political boundaries. Most districts maintain elementary, middle/junior high schools, and senior high schools. Many elementary schools include kindergarten classes. A local board may establish and maintain a kindergarten; it is not mandated by law. Kindergartens may be paid for from the general school fund. Entrance Age to School: Entrance age to school is determined by local board policy. The School Attendance Law entitles state residents between the ages of 6 and 21 to a free education, and requires persons between the ages of 7 and 16 to attend school. The Constitution entitles the legislature to require by law that children of sufficient physical and mental ability attend school during at least a three-year period between the ages of 6 and 18 years unless educated by other means. The Exceptional Children's Educational Act defines a handicapped child as one between the ages of 5 and 21, and requires that administrative units serve every handicapped child. Thus, a handicapped child may enter school at age five. There are some programs for younger children. Over half of Colorado's school districts offer programs for 3-to-5-year-olds who are handicapped or "at risk".

Behavioral Drugs Focus of Debate in Colorado Schools
By MICHAEL JANOFSKY ENVER A resolution recently passed by the Colorado Board of Education to discourage teachers from recommending behavioral drugs like Ritalin and Luvox has intensified a national debate over the growing use of prescription drugs for children. The resolution, the first of its kind in the country, carries no legal weight. But it urges teachers and other school personnel to use discipline and instruction to overcome problem behavior in the classroom, rather than to encourage parents to put their children on drugs that are commonly prescribed for attention deficit and hyperactive disorders. Proponents of the resolution, which passed by a 6-to-1 vote on Nov. 11, said they were motivated, in part, by evidence that they said suggested that dozens of violent crimes, including the massacre last spring at Columbine High School in Littleton, Colo., had been committed by young people taking psychotropic drugs. One of the teenage shooters at Columbine, Eric Harris, had been taking Luvox, an anti-depressant, although there is no evidence that the drug had anything to do with the shootings or that a teacher recommended the use of the medication.

Arts-in-Education Learning Network: Program Overview I Arts Organization Partners I Links to Arts Organization Partners Stimulating arts in education in Colorado's schools is an important CCA service. Each year the CCA provides grants that promote active collaborations between schools, artists, and arts organizations across the state. While such funding is critical to stimulating local efforts, local leaders of arts education efforts can be aided in other ways: through exposure to work or projects from other communities, through consultation and training, or through an introduction to new thinking or practices. This model of support inspires a CCA arts education imitative for the next three-to-five years: the creation of an Arts-in-Education Learning Network for the dissemination of diverse, innovative and accomplished strategies for delivery of arts-in-education services to schools. What is the Arts-in-Education Learning Network?

http://www.coloarts.state.co.us/aie_programs.asp
Arts-in-Education The Colorado Council on the Arts (CCA) was created in 1967 by an act of the Colorado General Assembly to stimulated arts development in the state, to assist and encourage artists and arts organizations, and to help make the arts more accessible to the people of our state. For nearly thirty-five years, the Colorado Council on the Arts has invested in the cultural life of communities across the state and helped cultivate artists, arts organizations, and cultural opportunities enjoyed by millions of Coloradans each year. The Council's statewide programs and services are supported by an annual appropriation from the Colorado General Assembly and federal grants through the National Endowment for the Arts.
To achieve lifelong learning in the arts for all Coloradans, the Colorado Council on the Arts encourages the study and development of the arts by providing resources for arts education. Annually, the CCA provides grants that promote active collaborations between schools, artists, arts organizations and communities across the state. While funding is often critical to stimulating local efforts, local leaders can be aided in other ways: through exposure to work or projects from other communities, through consultation and training, or through an introduction to new thinking or practices. Therefore, beginning in 2001, the CCA launched two broadly reaching arts in education programs as a new strategy for stimulating arts in education in Colorado's K-12 schools.

What Is the Colorado Safe Schools Coalition (CSSC)? The Colorado Safe Schools Coalition is a statewide coalition of organizations and individuals working to make Colorado schools safe for youth of all sexual orientations and gender identities. What Does the CSSC Do? Documents school-based violence and harassment against Colorado youth on the basis of actual or perceived sexual orientation or gender identity. Youth and school staff around the state can report anti-gay harassment by calling a 24-hour pager number staffed by members of the Anti-Violence Project at Equality Colorado. Stories and data are compiled in an annual report on school-based anti-gay violence in Colorado which is distributed to schools and made available to the public. This report highlights the extent and kinds of incidents that occur in Colorado schools, but does not reveal the identities of individuals, schools, or school districts involved. These annual reports allow us to gauge our progress in making Colorado schools safe for students of all sexual orientations and gender identities. Provides crisis intervention and referrals for youth experiencing school-based violence and harassment because of actual or perceived sexual orientation or gender identity.

This data can help schools share information about best practices and successful programs being used in schools around the state. Please note that there is no one to one correlation between Core Knowledge implementation and test scores, but in answering the question, "Why should scores go up on standardized tests in Core Knowledge schools if the tests aren't tied to the Core Knowledge curriculum," E. D. Hirsch summarized the power of knowledge in creating general skills and competence in students in three statements that scientists have confirmed:
  • More knowledge makes you smarter. More general knowledge makes you more generally competent in the tasks of life. Giving everybody more general knowledge makes everybody more competent, and therefore creates a more just society.

The links to the Colorado Constitution are contained in the Table of Contents for the Constitution, which is part of this page. Each link takes you to one Article of the Constitution.
Introduction, by Former Colorado Attorney General Gale Norton
Few Colorado residents have ever glanced at the Colorado Constitution. Probably only a handful has ever read its entirety. Yet the constitution impacts our lives every day. A constitution sets out the rules by which we play the game of government. Like the rules for any other game, it limits the moves available to players. It describes how the various players interact with each other, and who has more power in various situations. As in any game, it helps if everyone plays by the rules. Changing the rules too often can create chaos, but new conditions sometimes demand rule changes. The Constitution contains an in-depth lesson about the history of our state. Our early mining and farming heritage carries forward in today’s treatment of water rights. [Article XVI sections 5-6.] The authors required proper ventilation of mines, and prohibited the employment of children under 12 years old in mines. [Article XVI section 2.] Several provisions prohibit entanglements between government and private parties, like the kind that led to abuses by railroad "Robber Barons" as settlement moved westward. The last vestiges of Prohibition were expelled by Article XXII, passed in 1932. An old age pension fund was created during the Depression. [Article XXIV.] An amendment killing the 1976 Winter Olympics was deleted after serving its purpose. [formerly Article XI section10.]
