RESOLUTION WHEREAS, the Joint School District No. 28J, Adams and Arapahoe Counties (the "District") is a public corporation duly organized and existing under the Constitution and the laws of the State of Colorado; and WHEREAS, the members of the Board of Education of the District (the "Board") have been duly elected, chosen and qualified; and WHEREAS, Article X, Section 20 of the Colorado Constitution ("TABOR") requires voter approval for any new tax or increased tax, the creation of any debt, and for spending certain moneys above limits established by TABOR; and WHEREAS, the interest of the District and the public interest and necessity demand and require constructing or erecting school buildings, enlarging, improving, remodeling, repairing, or making additions to any school building, equipping or furnishing any school building, improving school grounds, or acquiring or purchasing buildings or grounds, all at a cost estimated at approximately $225,000,000 (the "Project"); and WHEREAS, TABOR requires the District to submit ballot issues (as defined in TABOR) to the District's electors on limited election days before action can be taken on such ballot issues; and

Heading off a train wreck
Agenda 2003: Government finance
Colorado is hurtling toward a fiscal train wreck. But critics of the education-funding Amendment 23 passed in 2000 are foolish to think they can avoid the crash by tinkering with that amendment alone. The metaphorical locomotive of state finance is racing along two tracks. The left track is Amendment 23. The right track is the 1992 Taxpayer's Bill of Rights. Between the two tracks is a giant hydraulic jack - the 1982 Gallagher amendment - that is steadily forcing those rails further apart. Bringing the left rail back into alignment while the right rail still veers off the roadbed won't avoid the train wreck. Coloradans need a package of reforms to deal with the unintended consequences of this triad of constitutional mandates - whose interactions weren't foreseen by the voters who approved them in three separate elections. The Gallagher amendment specifies that residential property will pay a fixed 45-percent share of overall property taxes in Colorado, while commercial and industrial properties pay 55 percent. To maintain that ratio, properties are reassessed every two years, with valuations of business and residential properties altered as necessary to bring about that predetermined result.

Family Resource Schools, Denver, Colorado
The Family Resource Schools are seven schools in Denver, Colorado, that use site-based management and community partnerships for the delivery of human services to children and adults. They provide traditional academic support programs for students as well as family-focused programs for adults. According to Trujillo (1993-1994), the schools "aim to increase students' academic achievement though enriching the academic program and removing noneducational barriers to learning" (p. 34). Each school has developed summer programs for students and has expanded its hours during the day to accommodate parent and community involvement. At the Family Resource Schools, emphasis is placed on the role of the principal in sharing power with teachers and parents, providing teachers sufficient time and professional development to perform their new responsibilities, and preparing school staff for changes that inevitably will occur when a school becomes part of a collaborative. Each school has a collaborative decision-making team comprised of teachers, the principal, office and building staff, parents and families, neighborhood volunteers, and business representatives. Each school also has a site coordinator who implements and manages the programs and coordinates school, parent, and community outreach.
