The ICC is an organisation that lobbies at the international level on behalf of business interests. The ICC is a firm believer in free market policies such as trade and investment liberalisation. Granted access to high level meetings, the ICC promotes the interests of its members who include Shell, Exxon, Texaco, Rio Tinto, Monsanto, Mitsubishi and General Motors. In terms of the environment, the ICC claims its To achieve this the ICC favours the 'voluntary approach' for businesses in terms of environmental management, technology cooperation, environmental assessment and other environmental initiatives. Conversely, the ICC wants strong regulations - rather than voluntary measures - to protect companies' intellectual property 'rights' and investment 'rights' from government intervention. It is also a strong supporter of the highly regulatory regime set up to enforce international free trade.

The World Business Council for Sustainable Development (WBCSD) was the brainchild of Swiss industrialist Stephan Schmidheiny. Originally named the Business Council for Sustainable Development, it was set up to act as a lobby group promoting a more coordinated 'industry position' at the Earth Summit in Rio in 1992. Since then it has merged with another organisation - the World Industry Council for the Environment (WICE), set up by the International Chamber of Commerce (ICC) - and has become a powerful player in the international trade system with members including Shell International, Rio Tinto, Monsanto and Mitsubishi. The WBCSD, while claiming to champion sustainable development and environmental issues, is at the same time an active voice against the regulation of transnational corporations, for deregulation on trade and environmental issues, and the voluntary approach.
