Over the past several days, the Internet's most popular Web sites have been rocked by denial-of-service (DoS) attacks, launched by computer hackers, that have blocked consumer traffic and disrupted mission-critical operations. Despite having little information about the identity of the perpetrators, U.S. Attorney General Janet Reno has vowed to catch the cyber-criminals and punish them severely. In the following exclusive interview with the E-Commerce Times, Federal Bureau of Investigation (FBI) supervisory special agent Charles Neal discusses the issues involved in defending U.S. companies against the explosive escalation of cyber-crime, its devastating impact, and the daunting challenges facing law enforcement officials.

BBC News Online Internet child pornography is one of the biggest areas of crime being tackled by a specialised police unit in Northern Ireland. The Computer Crime Unit has dealt with 95 reports of child pornography to date this year - a rise of 25 cases on last year's figures. Last week, officers raided more than 30 homes in the province as part of a nationwide investigation into the downloading of indecent images of children.

    How to Report Internet-Related Crime
Internet-related crime, like any other crime, should be reported to appropriate law enforcement investigative authorities at the local, state, federal, or international levels, depending on the scope of the crime. Citizens who are aware of federal crimes should report them to local offices of federal law enforcement. Some federal law enforcement agencies that investigate domestic crime on the Internet include: the Federal Bureau of Investigation (FBI) , the United States Secret Service , the United States Customs Service , the United States Postal Inspection Service and the Bureau of Alcohol, Tobacco and Firearms (ATF) . Each of these agencies has offices conveniently located in every state to which crimes may be reported. Contact information regarding these local offices may be found in local telephone directories. In general, federal crime may be reported to the local office of an appropriate law enforcement agency by a telephone call and by requesting the "Duty Complaint Agent." Each law enforcement agency also has a headquarters (HQ) in Washington, D.C., which has agents who specialize in particular areas. For example, the FBI and the U.S. Secret Service both have headquarters-based specialists in computer intrusion (i.e., computer hacker) cases. In fact, the FBI HQ hosts an interagency center, the

Computer Crime Because of the tremendous growth in computer/technology based industries in this area, Western Washington is particularly susceptible to computer based crime. More than 1 million of the State’s 5.6 million population works in the computer technology field and the Seattle metropolitan Yellow Pages directory lists 378 listings for "Internet Products and Services." Washington has one of the largest per capita percentages of Internet accounts in the country - over 600,000. As more and more people become familiar and comfortable with the Internet and electronic commerce, the more likely they are to become victims of fraud. The Washington Attorney General’s Office works closely with this office on Internet Fraud cases and is actively involved in the CLEW (Computer Law Enforcement in Washington) working group (described below). The Seattle Division of the FBI has a new computer crime squad, the members of which have undergone significant technical training in order to investigate computer and Internet-related crimes and to provide technical assistance to other law enforcement agencies. They have established an 8000 square foot computer forensics lab and have two agents specializing in computer forensics. The Washington State Patrol is hoping to locate their computer forensic expert at the lab, furthering the federal/State partnership in this area. Even with the addition of these specialists, it is predicted that the forensic backlog will continue to create a bottleneck for the expected caseload level.

The Internet in all its various forms (the World Wide Web, email, chatrooms and many others) has opened up a whole new world to millions of us. Unfortunately, criminals have been just as quick to exploit its possibilities. Precisely because the Internet is changing the world so quickly it can be hard to grasp what Internet crime is, and what you can do to avoid or report it. These pages have been created as a quick reference guide, and also give links to more detailed information. As general advice use your common sense when using the internet: don’t take unnecessary risks. Think very carefully: are you or people close to you doing anything online that you wouldn’t be prepared to do offline? For example:
    • Would you buy goods with your credit card from someone you met at a car boot sale? Would you let your children reveal personal details about themselves to a stranger neither of you had ever met, or even seen?
