An appeals court panel is now left to decide the constitutionality of the school voucher program.
By DIANE RADO TALLAHASSEE To the families of Pensacola children who get vouchers for private school, the case is simple: Their kids shouldn't be stuck in Florida's worst schools. To advocates for public education, there is no question: Florida's Constitution prohibits sending those Pensacola children to private school with the public's money. A three-judge panel of the 1st District Court of Appeal heard from both sides Wednesday, as it considered the fate of Florida's voucher program that allows children in failing public schools to use taxpayer money for private school. "These children did not have a high quality education before the (voucher) program started. Today, they do," said attorney Clint Bolick, representing Pensacola families who were the first to take advantage of the 1999 education reform law that created the voucher program.

(Sept. 24, 2002)-A recent study cites Kentucky as a national leader in the financial support it provides families who adopt children with special needs from state foster care. The study of adoption subsidy programs by the North American Council on Adoptable Children shows that, in 2001, Kentucky paid the nation’s fourth highest basic monthly adoption subsidy. Only Connecticut, the District of Columbia, and New Hampshire paid higher basic rates for the support of adopted children. The study, entitled “Forever Families: Supports for Families of Children with Special Needs,” also shows that Kentucky ranked behind only Connecticut and Ohio in the basic subsidy amount it paid families who care for foster children. The researchers listed the adoption subsidy rates states paid for an 8-year-old child with special needs, deeming those rates to be typical. In 2001, Kentucky paid a basic adoption subsidy of $600 a month for a child that age-the same amount it would pay to support the child in foster care.

Contact: Sandra Keating-Director of Volunteer Services The Institute of Living is a comprehensive center for the evaluation, treatment, and follow-up care of psychiatric, emotional and addiction disorders. The Institute offers a broad spectrum of services that include short term inpatient services, residential services, day treatment centers, a substance abuse program, special services devoted to the treatment of adolescents and the elderly, and programs providing specific care for special needs. The Institute also provides a special education for the community's emotionally and learning disabled children grades K-12. Volunteer opportunities range from visiting patients on units, assisting teachers in the schools, research, public relations, and development.

September 18, 2000 Natural History Museum Hires Educator
to Take the Museum to the People
Leanne Kennedy once took a rhinoceros - collected by Teddy Roosevelt - to the Pennsylvania State Capitol. This former museum educator at the Carnegie Museum of Natural History in Pittsburgh believes that when people can't visit the museum, she must take the museum to them. At the Carnegie Museum, for example, she found innovative ways to bring the astonishing world of natural history to catastrophically ill children in hospitals and to special needs populations including blind, deaf, multiply-disabled, and autistic children and designed programs for senior citizens. Her innovative outreach programs became nationally known and were supported by major grants. She also created large-group programs for schools, and enhanced the science curriculum for elementary and middle schools. From her base at the Carnegie Museum, the fourth largest natural history museum in the United States, her work took her into three different states. Now Kennedy has come to Connecticut, to the State Museum of Natural History at UConn. As the museum's new education coordinator, she will launch a new pilot program of educational outreach to schools, community centers, libraries, and other organizations.

    The National PTA believes that all children have the right to a quality public education which allows each child the opportunity to reach his or her fullest potential. The National PTA is committed to the belief that all children can learn and that school and family collaboration is essential to successful academic and developmental growth. Given this commitment, the National PTA supports a variety of public education and related support services that benefit the learning of all children. An effective program for children with disabilities should include the following components: Parent and Family Involvement School districts must inform parents of their rights under federal, state and/or local statutes and policies governing special education programs at the beginning of each school year and whenever policy changes occur. Parents of disabled children must have an active role in working with the school to develop an instructional program and/or other related services based on the needs of children with disabilities.
