Teen charged with hacking into Air Force system

By Linda Rosencrance (IDG) A 15-year-old Connecticut youth faces charges of hacking into a government computer system that tracks the positions of U.S. Air Force planes worldwide, according to government officials. Officials said the air control data, considered confidential in peace time and secret in times of war, wasn't compromised and no one's safety was jeopardized. The teen, whose name is being withheld because he is a juvenile, was 13 when he allegedly hacked into the secure connection between the Air Mobility Command system at Scott Air Force Base in Belleville, Ill. and a U.S. Department of Transportation computer system at the Volpe Center in Cambridge, Mass. A hired hacker's ability to easily penetrate computer systems operated by the Department of Interior has resulted in a legal order taking the entire system offline until the network can be secured. U.S. District Judge Royce Lamberth issued the order late Wednesday after a report showed that the computer system which handles $500 million annually in royalties from Indian land has major security holes that make it easy to access the system, alter records and possibly divert funds. Interior Secretary Gale Norton has been ordered to return to court on Monday to answer charges of contempt stemming from the agency's non-compliance with Lamberth's order.

NASA hacker sentenced to juvenile facility

A 16-year-old hacker who last year broke into NASA systems will spend six months in a juvenile detention facility. The teen-ager, whose name is being withheld because of his age, pleaded guilty to two counts of juvenile delinquency. The hacker downloaded $1.7 million worth of proprietary software that NASA uses to support the International Space Station. The security breach caused a 21-day shutdown of the NASA systems and cost the space agency more than $41,000 in labor and equipment, Justice Department officials said. The teen-ager, known on the Internet as c0mrad, admitted late last month in U.S. District Court in Miami that he also was responsible for intrusions into a Defense Department network used by the Defense Threat Reduction Agency. That break-in occurred from Aug. 23 to Oct. 27, Justice officials said. DOD affected The teen hacked into 13 systems at the Marshall Space Flight Center in Huntsville, Ala., using two Internet service providers to originate the attacks, Justice officials said.

A group of anti-filtering activists has released a new program online that lets computer users bypass one of the most popular Net-filtering software packages. The software, created by the Peacefire group of teen anti-filtering activists, decrypts the master password for the Learning Co.'s Cyber Patrol filtering program. Using this password, users are able to shut off Cyber Patrol's site-blocking features, allowing uncensored access to the Web and chat rooms. Peacefire founder Bennett Haselton said the group had released the crack, in part, to protest the use of blocking software in schools and libraries. The group released the program without fanfare about three weeks ago, he said. "We're doing this quietly, because for something like this to be successful it has to spread initially through word of mouth and underground," Haselton said. About 2,000 people had downloaded the crack as of Wednesday, he added.

JACKSON, Miss. Court records show that a Jackson teenager accused of killing his father and stepmother would inherit his grandmother's estate in the event of his father's death. Police have not commented on a motive for the slayings of James Williams Jr. and Cindy Williams. Their bodies were found Monday in bed of their pickup truck, which was abandoned in Rankin County. James Williams III is facing two counts of capital murder. His alleged accomplice, Adam White, 15, was booked with being an accessory to murder.

Davis also allegedly removed and modified computer files in the unclassified system to try to avoid detection, according to the complaint. He was arrested Monday, and two computers have been seized. He was released after agreeing to attend all proceedings. At the time of the alleged intrusion, Davis was the subject of an FBI-executed search warrant earlier this year. The FBI is investigating Davis in connection with other suspected intrusions into government systems.

Teen in 'hospital bomb threat'
A TEENAGER upset over his partner's miscarriage threatened to detonate a bomb in the maternity section of a suburban hospital, a Melbourne court has been told.
A woman in labour and the mother of a four-day child were evacuated to the front lawn of Rosebud Hospital in Melbourne's south-east while 19-year-old William Scorse held police at bay inside, the court was told. In the Melbourne Magistrates Court, Scorse has applied for bail on five charges over the incident, including making a bomb hoax and a threat to kill. Detective Senior Constable Martin James told the hearing that on January 20, the second anniversary of his partner's miscarriage of their baby, Scorse left his Rosebud home armed with a knife, tape, and a mobile phone, and went to Rosebud Hospital, drinking alcohol on the way. At the rear of the hospital, Scorse put a knife to the throat of a visitor, forcing her inside to the maternity section.

CHAMBERSBURG, Pa. A local teenager who fired the shot that injured an elderly Chambersburg man last Friday night at an area carwash has been charged as an adult in the case, according to court records. Christopher M. Gordon, 15, of 46 Brumbaugh Ave., was charged with aggravated assault, a first-degree felony, and released on $10,000 bail. A preliminary hearing is set for 11 a.m. Thursday in the office of District Justice Gary Carter. According to court records, Gordon told police he accidentally fired the gun that shot 61-year-old Roy Shields. Chambersburg police were dispatched to the Keystone Car Wash on Brumbaugh Avenue at about 4:20 p.m. Friday, where they found Shields, 525 Weaver Ave., lying on the back seat of his Jeep, suffering from a gunshot wound to his chest. He was being attended by witnesses, who told police they had heard a gunshot and then saw Shields fall from the driver's side of the vehicle. The witnesses got him up off the pavement and put him in the back of the vehicle while awaiting medical personnel, police said. According to court documents, Chambersburg Det. Sgt. Dianne Kelso talked to Shields at the scene soon after the shooting. Shields told her he had been shot while sitting in his auto at the car wash, Kelso said in an affidavit filed with Carter.

WATCHING ARIZONANS discuss a judicial order for a 14-year-old's 24-week abortion has been akin to watching a scene from Monty Python and the Holy Grail where the peasants determine, with convoluted logic centering on a duck's weight, whether a woman is a witch Their causal analysis is daft and solutions worse. A fortnight ago, Judge William P. Sargeant of Maricopa County Juvenile Court, ordered government employees to transport the teen girl to any state where late-term abortion is legal. There are varying schools of thought on her pregnancy term (22 to 27 weeks being the range), but she is past the 20-week Arizona limit. When the oddity and legality of a court-ordered expenditure of tax dollars to circumvent state law was raised by someone within the confidentiality-laden Child Protective Services (CPS) agency or juvenile system, Judge Sargeant found a technical distinction and specified the use of federal (Title XIX) dollars. Title XIX funds can be used for abortion under the standards of the Hyde amendment: incest, rape and health of the mother. Calling the pregnancy one resulting from statutory rape, the judge ordered the use of federal dollars. Arizona has no statutory rape law. Sexual conduct with a minor is a crime, but it is not rape unless lack of consent is established. Inasmuch as this incorrigible carries her boyfriend's child, no police report was forwarded for prosecution.

BILCHIK : Child abuse and neglect is one of the most critical issues facing this country. While our attention has focused on juvenile offenders and violent crime committed by juveniles, the truth is that violent juvenile offenses are decreasing dramatically. We have not, however, seen the same dramatic downturn in rate of abuse or neglect. In fact, reporting levels have held fairly consistent at 3 million, with about 900,000 confirmed cases of abuse and neglect. Our attention should focus on this critical issue. Our children's futures depend on it.
