by Sandy Wilber We are constantly reminded that the United States has a problem with juvenile violence. Nightly we hear of shootings in communities and even in our schools. People are concerned and rightly so. Thus far it seems, however, that the concern has focused disproportionately on punishment and very little on prevention or intervention. The United States is now the world leader in its rate of incarceration. Yet polls tell us that Americans feel no safer now than 10 years ago. We are increasingly focused on treating juveniles as adults, despite concern that current incarceration has not stemmed the tide of adult violence, and recidivism continues largely unchecked. Perhaps it's time to look at what we do know. First, these are children, not miniature adults. Second, they have basic needs we all share: food, shelter, clothing, safety, and caring. Third, they are individuals who commit violence for an array of reasons. There is no single cause of violence but we certainly know factors, which increase the chance of its occurrence. The Office of Juvenile Justice and Delinquency Prevention lists specific risk factors in the development of delinquent behavior. These include child abuse and family disintegration, economic and social deprivation, low neighborhood attachment, parental attitudes condoning law violating behavior, academic failure, truancy, school drop-out, lack of bonding with society, fighting with peers and antisocial behaviors early on in life.

Juvenile Crime Prevention Strategic Plan Consultation Report 1996
The Juvenile Crime Prevention Division of the New South Wales Attorney General's Department was established in February 1995 as part of the Government's commitment to reducing the impact of juvenile crime on the community. The Division has recently undergone a restructure and is now responsible for the development of crime prevention policy in New South Wales more generally. It is now known as the Crime Prevention Division. The prevention of crime involving persons under the age of 18 remains a key program area within the Division's work plan. The Crime Prevention Division acts as an advocacy body to argue for and build partnerships for the promotion of crime prevention strategies and is responsible for establishing a co-ordinated and integrated approach to crime prevention between government, community and private sector agencies.
Juvenile Crime Prevention Strategic Plan Until the establishment of the Juvenile Crime Prevention Division, there was no one agency in NSW with a co-ordinating, developmental, funding or facilitating role in relation to the prevention of crime committed by persons under the age of 18 years. One of the priorities for the Division was the formulation of a juvenile crime prevention strategy for New South Wales. There are a host of general programs for young people in NSW which have a crime preventive impact. These cover the gamut of education, employment, housing, transport, health, sport and recreation and community services. There have, however, been very few State Government designated juvenile crime prevention programs in NSW, that is, State Government initiatives the primary objective of which is to specifically prevent juvenile crime.

and Intervention Programs
Prevention of Serious and Violent Juvenile Offending is a new bulletin from the Justice Department's Office of Juvenile Justice and Delinquency Prevention (OJJDP) that describes prevention efforts targeting at-risk youth at infancy, elementary school, adolescence, and high school. It offers examples of programs that target parents and families. Effective Intervention for Serious Juvenile Offenders is an OJJDP bulletin that outlines studies of more than 200 intervention programs, which showed an overall 12 percent decrease in the reoffending rate for the participating youth. Both bulletins include information from OJJDP's Study Group on Serious and Violent Juvenile Offenders, which analyzed the risks associated with juvenile crime, the pathways youth follow to delinquency and effective methods of reducing youth violence. The President's Crime Prevention Council
Agency Mission and Goals The President's Crime Prevention Council, also known as the Ounce of Prevention Council, was established in September 1994 as part of the Violent Crime Control and Law Enforcement Act. The Council is composed of the Attorney General; the Secretaries of Agriculture, Education, Health and Human Services, Housing and Urban Development, Interior, Labor, and Treasury; and the Director of the Office of National Drug Control Policy. The Council serves as the primary vehicle for ensuring a coordinated Federal approach to promoting comprehensive, community-based crime prevention efforts. As authorized by statute, the President named the Vice President to serve on the Council and act as its Chair. The Council's responsibilities include:
  • Coordinating any programs authorized under the Act, as requested by Council members.
    Directing planning across agencies involved in crime prevention.

The OJJDP Statistical Briefing Book provides basic information on juvenile crime and victimization and on youth involved in the juvenile justice system. Data in the six topics (left menu) provide timely and reliable statistical answers to the most frequently asked questions of policymakers, the media, and the general public.
The 1999 National Report

is the most comprehensive source of information about juvenile crime, violence, and victimization and about the response of the juvenile justice system to these problems. The National Juvenile Court Data Archive
houses the automated records of cases handled by courts with juvenile jurisdiction. The Archive was established by the Office of Juvenile Justice and Delinquency Prevention, within the U.S. Department of Justice, to promote access to automated juvenile court data sets for juvenile justice research and policymaking efforts. The web site was developed to inform researchers about the available data sets and the procedures for use and access.

The Criminal Justice Commission's largest program involves juvenile crime prevention. To prevent creation of additional victims of crime and to limit future increases in the use and expense of incarceration in Oregon, the 1999 Legislative Assembly approved new juvenile crime prevention grants aimed at preventing high-risk juveniles from committing or repeating crimes. The agency budget includes $19.665 million in juvenile crime prevention grants to counties and $1.2 million for administration and evaluating those grant programs. All 36 counties have submitted plans identifying needs in their juvenile justice systems and proposing how they would spend these funds to address local crime issues. The Criminal Justice Commission was appropriated $14.1 million in 1999-2001 for a new grants program to prevent delinquency by high-risk youth and to staff the Juvenile Crime Prevention Advisory Committee (JCPAC).
