About Data
IRS Criminal Enforcement Data Systems
The information provided the public by the Internal Revenue Service about the agency's criminal enforcement activities are substantially inaccurate. Taken as a whole, the data provide a highly misleading picture of the enforcement efforts of one of the IRS's most important components, the Office of Criminal Investigation. Because these data cannot be relied upon to describe IRS's criminal enforcement efforts, we have not used them for our Web sites. The counts on IRS criminal enforcement activities published for many years by the agency in its annual publication the Internal Revenue Service Data Book are significantly different than those produced by two independent agencies which track the same events: the United States Justice Department and the United States Courts. In addition, the IRS data are internally inconsistent. Coverage shifts as cases move through the system, resulting in an erroneous picture of the flow of workload from IRS investigators to federal prosecutors and then to the federal courts and final sentencing. According to those reports and TRAC's recent study, serious problems in IRS criminal record keeping systems are of at least three types:

The White Collar Crime Investigation Team (WCCIT) mission statement is: To provide, through the exchange of information and intelligence, an enhanced service to the law enforcement agencies of the United Kingdom Overseas Territories, United States of America, and United Kingdom in the investigation of significant fraud and financial crime, including money laundering and seizure of criminal assets.
Established in 1993, the WCCIT plays a key role in promoting international law enforcement co-operation. Its purpose is to investigate economic crime, involving the United States (US), United Kingdom (UK), and United Kingdom Overseas Territories (UKOTs) and it makes a significant contribution to the fight against international fraud and money laundering. Over the years, it has achieved successful convictions in a wide range of economic crime cases and has been responsible for securing and seizing assets in excess of US$30 million.
WCCIT is a joint operational investigative unit comprised of two Special Agents of the FBI and two Detective Inspectors from the UK based in the FBI Field Office in Miami. Three analysts support the team: a financial analyst and an intelligence analyst from the FBI, and a financial analyst with a UK police background.
WCCIT works with dedicated liaison officers located in each of the six UKOTs, comprising Anguilla, Bermuda, British Virgin Islands, Cayman Islands, Montserrat and the Turks and Caicos Islands. It focuses on complex, multi-jurisdictional economic crime with the aim of prosecuting or disrupting the criminal activities of offenders and recovering assets.

CRIMINAL JUSTICE 542 – Program Evaluation in Criminal Justice Professor: Jim Maupin, Ph.D. Breland Hall #141, 646-3195, jmaupin@nmsu.edu
    COURSE OBJECTIVE
Since the end of World War II in the U.S., there have been systematic attempts to inject a degree of rationality into public policy resource allocation decisions. The early attempts involved program design, using the mathematical and statistical techniques known as operations research These were aimed primarily at helping policy makers select the most efficient and effective alternative means of achieving given program objectives. During the 1960’s some of these techniques were included in the budgeting process. This became known as Program Planning and Budgeting Systems (PPBS). Although there still are attempts to use PPBS procedures in public policy making, most of them are no longer used to the extent that some had hoped originally. In the late 1960’s another, different approach was tried, this time pioneered by psychologists rather than economists. These efforts became known as evaluation research The main emphasis of this approach was to determine if public programs were achieving their objectives.

    Timeline Analysis System

    Counter Narcotics
    Criminal Investigations
    Counter Terrorism
    Prosecution Tool for Case Presentation
Police often construct timelines of criminal activity as an investigation aid. These types of timelines may reveal behavioral patterns and help police to predict what a suspect will do. But most agencies lack a way to use this information to its fullest extent. The Timeline Analysis System, or TAS, can help do just that. TAS is computer software that assigns icons to events and reveals patterns of activity that can help predict new events or subject behavior. These patterns are revealed sequentially and geographically.
The New York State Police (NYSP) are currently evaluating TAS for application to criminal investigation. When needed to demonstrate its potential for real investigative work, TAS was tailored for the NYSP in less than two days. TAS is used by several sites within the intelligence and national defense communities and the number of users continue to grow.
    Impact
    • Exploits information collection to its fullest extent TAS can depict investigative information not represented any other way
    • Aids investigation, improves case presentation, gives prosecutors an additional tool present clear, concise cases

Criminal Investigations Division Most people may wonder what happens to a crime once it has been reported. After a deputy writes a report about an incident, the report is sent to the Criminal Investigations Division. The Criminal Investigations Division will then review each report and prioritize them based on the amount of solvability factors that are present, especially serious crimes. Once the screening process is complete, the cases are then assigned to investigators who conduct follow up investigations.
General criminal investigations includes such crimes as assault, robbery, fraud, and homicide. An investigator may be assigned a homicide investigation one day and a forgery case the next. Investigators work the investigation from the crime scene until it enters into the courts.
Investigations are currently handled by five investigators who provide a wide spectrum of investigative services including criminal investigations, crimes against children, crime scene investigations, and crime analysis. Investigators are on call 24 hours a day, seven days a week, on a rotation basis, to respond to emergency investigative needs but are normally available Monday through Friday from 8:00 a.m. to 5:00 p.m. to provide assistance where needed.

What is "Crime Analysis"? Crime Analysis is the systematic process of collecting, categorizing, analyzing, and disseminating timely, accurate, and useful information that describes crime patterns, crime trends, and potential suspects. The Crime Analysis Unit provides statistical and analytical support in three (3) primary areas: Strategic Crime Analysis: Dealing with broad-based problems and potential solutions in a quantitative sense: A. Crime Trend Forecasts: based on computer analysis of existing and past criminal activity, the Crime Analysis Unit will issue a projection of future crime activity for management decision making. Reviews the overall occurrence of crime; B. Resource Allocation: performs manpower deployment studies correlating the data with crime activity to assist in determining optimum use of appropriate personnel. (i.e. patrol district mapping, JP-Mapping, reporting area coverage etc.); C. Situational Analysis:
