Services to Law Enforcement Agencies NW3C offers the following services to state and local law enforcement agencies. Most services are free for NW3C voting members. Intelligence. The following information services are available at no cost:
  • Criminal Information Pointer database, which directs qualified member agencies to other criminal justice agencies that may be investigating similar criminal activity.
    A variety of public information databases, including Lexis-Nexis and ChoicePoint.
Training. NW3C is a leading national training resource, offering introductory to advanced courses. In FY 2000, 800 individuals representing 376 agencies were trained in financial investigation through the Center. Courses currently offered include:

The bodies of a woman and man lie in the ground-floor entrance of a condominium. The police enter the residence and pick up the phone to call the station. They notice ice cream melting, a candle burning, a bathtub full of water. A horde of investigators and uniformed police haphazardly explore the property. They note blood on the back gate but do not collect a sample that night. Meanwhile, a responding officer has covered the woman's body with a blanket from the house, but the hands of the victims are not wrapped to protect evidence. About seven hours after they arrive on the scene, police call in the medical examiner. At the morgue, the examiner washes blood spatters off the woman's back without photographing or documenting them. Clothing from the second victim is gathered up and packaged with a simple label: "Pants, socks." By the time crime laboratory technicians open one containing a bloody shirt, mold has begun growing on the material.

Can the Nobel Peace Prize be bought? And if so, for how much? One answer, if you ask South Korea's opposition Grand National Party, is US$200 million (HK$1.5 billion). That is approximately the amount funnelled to North Korea via a private company, Hyundai Merchant Marine, in June 2000, just before President Kim Dae-jung flew to Pyongyang for a summit meeting with Kim Jong-il. And, before the end of the year, the South Korean leader was invited to Oslo to pick up his Nobel Peace Prize medal. The issue of whether Mr Kim authorised the money to be sent to North Korea to secure a summit meeting with the North Korean leader is tarnishing the image of the outgoing president - and may imperil the presidency of president-elect Roh Moo-hyun. The governmental Board of Audit and Inspection confirmed last Thursday that the state-owned Korea Development Bank had transferred a vast sum of money under suspicious circumstances to Hyundai Merchant Marine, which funnelled the money to North Korea. Reports to this effect first surfaced last October. Mr Kim's government, which had previously denied that any money had been sent to Pyongyang, is now urging that no one should be prosecuted in connection with this case.

Under the direction of the Attorney General, the Department of Justice (DOJ) enforces state laws, provides legal services to state and local agencies, and provides support services to local law enforcement agencies.
Budget Proposal
The budget proposes total expenditures of $620 million for support of the DOJ in the budget year. This amount is $29 million, or about 4 percent, less than estimated current-year expenditures. The requested amount includes $324 million from the General Fund (a decrease of $30 million, or 8.4 percent), $135 million from special funds, $28 million from federal funds, and $133 million from reimbursements.
Division of Gambling Control
Chapter 867, Statutes of 1997 (SB 8, Lockyer), established the Division of Gambling Control to enforce gambling regulations (mainly cardrooms) throughout the state. With the passage of Proposition 1A (March 2000), which legalized Las Vegas-style gaming on Indian lands, the division, along with the California Gambling Control Commission, assumed the state's regulatory responsibility for tribal gambling. For 2001-02, the division is authorized 158 enforcement agents, auditors, and support staff. Of these, approximately 67 positions are used to support cardroom regulatory actions with the remaining 91 positions engaged in tribal regulatory activities. The budget proposes expenditures of $14.6 million for support of the Division of Gambling Control. This represents a $1.8 million, or 14 percent, increase over current-year spending. Almost 60 percent of the 2002-03 expenditures will come from the Indian Gaming Special Distribution Fund, and about 33 percent will be from the Gambling Control Fund. The remaining expenditures will be funded from fines, penalties, and reimbursements. Of the proposed increase, $1.3 million is requested to implement "License 2000," a data system to track the licensing of certain groups of individuals employed in, or connected to, gambling facilities.
