Browse ads Back to Home Sunday, Apr 06, 2003 Posted on Wed, Feb. 05, 2003 Cuban diplomat visits Miami to plan talks Dialogue is a hot issue among exiles BY ANDREA ELLIOTT aelliott@herald.com Cuba's top diplomat in the United States came to Miami this week to organize a dialogue between Cuban exiles and officials in Cuba a signal that the Cuban government wants to strengthen relations with Miami's Cuban Americans, hundreds of whom are expected to attend the conference. The conference will be an ''open and respectful dialogue about the needs'' of Cuban exiles, said Juan Hernandez Acen, a spokesman for the Cuban Interests Section. It will address the need for easier travel between Cuba and the United States and other logistical issues that were broached at the conferences in 1994 and 1995 but, critics say, led to no change.

Only in theory. When Martinez, the jilted wife of a Cuban spy, won a $27 million judgment in court, people thought she had it made. But more than a year after a Miami judge ordered the Cuban government to compensate her for what turned out to be a sham marriage to Juan Pablo Roque, Martinez, 41, hasn't seen one dime. Now, an old Russian biplane could change her fortunes if only slightly.

Helms-Lieberman Bill vs. Cuba May 25, 2001
By Jane Franklin S.894, the Helms-Lieberman bill or the "Solidaridad Act of 2001" was introduced May 16, 2001, and is now appearing at www.congress.gov . The final section, Section 8, requires careful attention because it contains the seeds of a special agenda if this bill turns into law. But first, to the money: the bill would provide $100 million in various forms of aid over four years to Cubans who actively oppose the Cuban Government. This is equivalent to a foreign power giving $1.5 billion to dissidents in this country for the purpose of overthrowing the current regime in Washington. The attempt at bribery goes to the core of free-market ideology: "democracy" can be bought. As this bill notes, the Helms-Burton law's Section 109 has already legalized (in the United States) payments by the US Government to Cubans on the island. The new law would provide much more money: $25 million for each fiscal year. Note that any recipients of such aid in this country would be required by law to register as foreign agents (Foreign Agents Registratiaon Act, 22 U.S.C. Sec. 611 et. seq.). Cuba, like any other nation on this planet, would be expected to object to this attempt by foreign agents to overthrow the government. But if this bill becomes law and Cuba reacts, as the U.S. Government would also react, the right-wing Cuban "exile" movement will cry, "Human rights violations!" and call for "democracy" in Cuba even as the current State of Siege continues well into its 5th decade.

On the eve of an historic meeting in Havana, former combatants, covert operatives, policy makers and Cuban government officials gathered to discuss one of the most infamous episodes in the Cold War—the April 1961 invasion at the Bay of Pigs. The three-day international conference, “Bay of Pigs: 40 Years After,” which includes former officials from the Kennedy Administration, the CIA, and Brigade 2506 members, and their counterparts in the Cuban military and government of Fidel Castro, opens tomorrow, March 22. George Washington University’s National Security Archive, which is co-sponsoring the event along with the University of Havana and several Cuban government agencies, today announced the members of the U.S. delegation. They include Arthur Schlesinger Jr. and Richard Goodwin, two former advisors to President John F. Kennedy; two retired CIA covert operatives, Robert Reynolds, chief of the Miami station in 1960-61 and Samuel Halpern, the executive officer on Operation Mongoose; and five members of the 2506 Brigade, including two former presidents of the Brigade’s Veterans Association, Alfredo Duran and Robert Carballo.

(Excerpts) Q Yeah. On this Cuban statement that they will not withdraw this diplomat expelled last Saturday? MR. RUBIN: Yes. With respect to that question, let me say that on Saturday we summoned the acting head of the Cuban interest section and requested the withdrawal of a member of Cuba's interest section within seven days. After the Cuban government responded that it would not withdraw the diplomat voluntarily, we informed the government of Cuba that this diplomat has now been declared persona non grata and is ordered to depart the United States territory no later than 1:30 p.m. Eastern Standard Time next Saturday. We expect that the Cuban government will abide by standard diplomatic practice, as outlined in the Vienna Convention, and that the diplomat in question will depart the United States by the deadline. It would be highly unusual for a state to refuse to remove a diplomat under these circumstances. Under the Vienna Convention on Diplomatic Relations, Cuba must either recall the diplomat in question or terminate his functions. Speculating on what your follow-up question might be, let me say: Should this diplomat fail to depart the United States by that time, he will no longer enjoy the privileges and immunities conferred by the Vienna Convention on Diplomatic Relations and will become subject to the laws of the United States. We will no longer recognize his authority to perform functions in the United States for the Cuban government.

Last updated: Wednesday, 29-May-2002 18:51:33 EDT THE DEVELOPMENT CHALLENGE: The Cuban government continues to violate the most fundamental human rights including freedom of assembly, freedom of speech, freedom of religion, freedom to form political parties and trade unions, and free elections. The Cuban government directly controls mass media, the communist party, trade unions, universities, and all formal economic activity. It strives to censor all independent sources of information that may reach the Cuban people by jamming foreign radio broadcasts, controlling internet access, censoring or banning foreign books, newspapers and magazines, and forbidding importation of videocassettes and videocassette recorders.
More than 300 Cubans are currently in prison for peaceful political dissent. During 2001, the Cuban government further increased its repression of human rights groups, independent journalists, and other peaceful democratic activists. It recently passed legislation imposing a 10 - 20 year prison sentence for any Cuban receiving or disseminating prohibited information, or printed material or engaging in any activity deemed as aiding U.S. policy towards Cuba. In the economic arena, the government's punitive taxation and harassment of self-employed people reduced their numbers to an estimated 150,000 in 2001 (down from 210,000 in 1997).

    Bad Trade: The Cuban Embargo and the Future of the World Trade Organization
    Brad DeLong March 25, 1997; draft 3.0 We all know why trade with China is vital. Trade with China gives executives and entrepreneurs contact with the liberal democratic civilization of the industrial west. It shows them that things do not have to be as they are in Chinawith all power in the bloody hands of a narrow oligarchy and a broader party of boot-lickers. Although China's human rights record has been abysmal, the best way to change this is to "engage" China so that its government has a stake in the good opinion of the rest of the world. We also all know why no trade with Cuba is vital. Trade would give Fidel Castro and his lieutenants a powerful boost. Prosperity from trade would strengthen the regime, and delay democratization. The best way to nurture civil society and dissent in Cuba is by embargo. Castro and his high party officials are not personally impoverished, but that is the point: only by making the material economic failure of the Cuban regime crystal-clear can the U.S. "help" Cuba. So far this is bipartisan Washington hypocricy. Congress is eager to vote for sanctions on Cuba, and reluctant to vote for sanctions on China. The President is eager for "engagement" with China, and happy to sign the Helms-Burton Act punishing Cuba. But today's inconsistency is no worse than under George Bush, Ronald Reagan, or before. The legacy of the Cold War, the hatred of Castro by immigrants from Cuba, provocations like the shoot-down of "Brothers to the Rescue" planes over international waters (along with Castro's belief that he is strengthened mightily by confrontation with the United States) have brought us here, where American politicians are comfortable with one set of principles for the Caribbean and another for the Pacific. The embargo has been tough luck for twelve million Cubans who cannot buy or sell in the U.S. But so far it has made little difference otherwise.

    (KRT) - Signaling further deterioration in U.S.-Cuban relations, the Cuban government has arrested at least three dozen dissidents and is making it more difficult for U.S. diplomats to travel around the island. The arrests, which began Tuesday afternoon and continued Wednesday, stretched across Cuba and included human-rights activists, independent journalists, dissident politicians and labor leaders. The crackdown netted more than a dozen activists participating in the Varela Project, a petition drive for a referendum on democratic reforms in Cuba's one-party state. But Oswaldo Paya, the project's leader, and other top dissidents were not detained. The Cuban government also is enforcing new restrictions on U.S. diplomats traveling outside the province of Havana. Until last week, the government required only that U.S. diplomats notify them about travel plans. Now, U.S. diplomats must request and receive permission for such travel. U.S. officials said they responded by implementing similar restrictions on Cuban diplomats in Washington. Cuban officials say they were reacting to a tightening by U.S. officials.
