In 1992, the MAEC successfully competed for an U.S. Department of Education grant to provide Title IV Desegregation Assistance Services to school districts in the mid-Atlantic states. Under this grant, MAEC provides training and other assistance services, free of charge, to school districts in Delaware, Maryland, Pennsylvania,Virginia, West Virginia and the District of Columbia who are seeking to comply with the non-discrimination requirements of the Civil Rights Act of 1964. A renewal of this grant was awarded to MAEC in 1996. State Accountability System §200.12: NASDSE supports all children participating in the assessment process.  We are pleased to see proposed regulations requiring a single, statewide accountability system. Also included are guidelines for identifying the students with disabilities who should take alternate assessments. We note that the Department states: “ it also ensures that only students with the most significant disabilities take those assessments.” NASDSE wants to make sure that the term “significant” is applied fairly and consistently among the districts and states. Additionally, an alternate assessment must be linked or indexed to the single state assessment system in a way that it measures adequate yearly progress to the state standards. This approach would ensure that the alternate assessment measures adequate yearly progress toward the state standards in a statistically valid and reliable fashion.

American Association of University Professors University of the District of Columbia: Massive Terminations of Faculty Appointments Introduction The subject of this report is the action taken in February 1997 by the administration of the University of the District of Columbia (UDC) to terminate the appointments of 125 members of the faculty with six weeks of severance salary. The university, the only urban land-grant institution in the country, was founded with a noble mission. It was intended to provide open access to higher education, at affordable levels of tuition, to all high school graduates residing in the District of Columbia. The potential demand was there. When Federal City College opened a decade earlier it had attracted so many applicants that students had to be selected by lottery. The goal of open admissions was retained. By fall 1979, UDC enrolled more than fifteen thousand full- and part-time students, and while that number declined somewhat over the next decade, enrollment seemed to have stabilized by the early 1990s, with roughly twelve thousand students. Dr. Julius F. Nimmons, Jr., was appointed acting president of the university in late November 1996. He replaced Dr. Tilden J. LeMelle, UDC's fifth president (not counting three previous acting presidents), who resigned after serving since 1991. At the time of his appointment, Dr. Nimmons was the university's provost and academic vice president, a position he had held since 1993. In October 1997, Dr. Nimmons named Dr. Beverly Anderson, the dean of the College of Arts and Sciences, as acting provost and vice president for academic affairs, when the acting incumbent, Dr. Samuel Sullivan, resigned his administrative position.

District of Columbia Restructuring Overview Public Benefits Restructuring Resources Consumer Protection Legislation Passed Electric Y Gas Y DC Law 13-284 ; Retail Electric Competition and Consumer Protection Act of 1999 Electric Overview The City Council passed Bill 13-284 in December 1999. After approval by the Mayor and the Financial Responsibility and Management Assistance Authority, and a 30-day period of congressional review, the bill became D.C. Law 13-107, effective May 9, 2000. The act provides customer choice beginning January 1, 2002, with all customers free to choose within two years. The Commission will determine the schedule for phasing-in customer choice and can delay the initial implementation date for up to one year. Rates are capped at the December 31, 1999 level beginning on the implementation date and ending January 1, 2005. Choice Status As of January 2003, 23,226 (about 11.7%) of 198,738 residential customers were participating in the pilot choice program. Natural Gas Overview Beginning in January 1999, under a pilot program known as the Residential Customer Choice Pilot Program, customers in the District of Columbia could choose to buy their natural gas from suppliers other than Washington Gas. The success of the program led Washington Gas to ask the Public Service Commission of the District of Columbia to remove the program's "pilot" status. The Commission granted that request on February 21, 2001, and the District of Columbia Customer Choice Program has been implemented on a full-scale basis.

Federal Equal Protection and Title VI Parent Engagement Education Finance - Equal Protection and Title VI Widespread disparities in education funding exist across the country, and minority students are often disproportionately affected. In 1973, however, in San Antonio School District v. Rodriguez , the United States Supreme Court rejected the plaintiffs' claim that inequities in school funding resulting from dramatic disparities in the local tax base violated the federal Equal Protection Clause, holding that education was not a fundamental right under the federal Constitution. In the years following Rodriguez, a number of plaintiffs have brought claims pursuant to the implementing regulations of Title VI of the 1964 Civil Rights Act, which prohibits government action that has a disparate impact based on race or ethnicity. Some such suits also often include Section 1983 and federal equal protection or due process claims. Plaintiffs generally allege that students in urban areas, who tend to be heavily minority, are treated in an unfair or disadvantageous way under state funding systems.
