This publication of the National Council for the Social Studies describes and explains the council's national standards for social studies teachersstandards that were approved by the NCSS Board of Directors on April 27, 1997. The publication consists of two general sections: (1) an introduction, which contains, in addition to this overview, information about the background and contexts in which the standards were developed, and a description of the audiences to which the standards are addressed; and (2) the standards themselves. The standards are of two types: (1) Subject Matter Standards, which outline in some detail the social studies content that social studies teachers should know and the skills and disposition they should possess in order to teach social studies to students appropriately, and (2) Pedagogical Standards, which outline in very general ways the pedagogical knowledge, skills, and dispositions needed for general teacher effectiveness.
The subject matter standards are the main focus of this publication. They are described in detail because they are the primary areas of expertise and responsibility of NCSS and its members in the national education professional communitythe expertise that other educators expect of NCSS. They describe the subject matter that NCSS as an organization believes teachers should know and be able to teach. They are intended to be used to assess and help improve (1) the professional knowledge, capabilities, and dispositions of individuals seeking initial state licensure to teach social studies in the classrooms of the United States; and (2) the quality of college and university social studies teacher education programs that prepare these individuals.

TREND 1: HISTORY, HISTORY, AND MORE HISTORY Every major curriculum report in recent years has called for more emphasis on history. Some argue that history is the single discipline that unites all the fields within social studies. Others point out that the humanitiesincluding art, music, and philosophycan also be taught through historical study. Instead of focusing almost completely on political, military, and diplomatic events, there is much more concern with social historyhow average people lived, worked, and played. Religion, ideas, art and music, entertainment and sports are important aspects of human life and should be included in the study of any historical period. Moreover, history has become more inclusive. Students are learning about all peoples and cultures who have preceded us on this planet. The history of civilizations in Africa, Asia, and the Americas has been combined with the traditional coverage of Western Europe to attempt a true "world" history. U.S. history now includes the contributions of all groups who have built this nation.

Integrating Language and Culture in the Social Studies

The National Center for Research on Cultural Diversity and Second Language Learning . (This Center was one of 21 research centers funded by the Office of Educational Research and Improvement of the U.S. Department of Education.)
This five-year research project investigated ways in which classroom teachers could promote students' academic language competence and social studies knowledge in their second language, develop and implement social studies lessons that are sensitive to the cultural and educational backgrounds of language minority students, and help these students adapt to the school-based culture. From 1991-1995, we had examined American history and world studies in middle school classrooms in multiple sites across the nation to identify which academic language and culture demands of this content area pose difficulties for these students and which strategies lead to student success. The classroom-based research was accomplished through observations, interviews, and the development of exemplary lesson plans and curricula that integrate language learning with content objectives. One component of this project, focused on the academic discourse in social studies classes, by analyzing samples of the language competence students need to succeed in the classes from textbooks, assignments, classroom interaction, and teacher talk. Another part of the research investigated ways to make language minority students familiar with common activities that occur in social studies classes, such as role playing, research reporting, and cooperative learning. Overall, the project identified promising practices that effective teachers use to help language minority students participate actively in class, develop English proficiency, and learn about American and world cultures while sharing information about their own.

Located in a rural community 20 miles north of Baltimore, Magnolia Middle School draws from the broad socioeconomic diversity of the surrounding Chesapeake Bay area. The community supports two military installations, local agriculture, and a range of professions. The school also reflects the community's ethnic diversity: Approximately 60 percent of the students are Caucasian, 30 percent are African American, and 10 percent are Hispanic.

Great New Picture Books to Teach Social Studies, 4-6

To kindle my students' interest in social studies, I launch each unit by reading a picture book that introduces skills, concepts, and historical eras. The following books are a selection of 1996 titles for students in grades 4-6 from the "Notable Children's Trade Books in the Field of Social Studies," a list of books evaluated and selected by the National Council for the Social Studies (NCSS) and the Children's Book Council (CBC). I have added a teaching tip of my own for each book.

    RELIGION AND THE PUBLIC SCHOOLS
    These decisions do not answer all the questions about the role of religion in the public schools. However, it is clear that the Court has not prohibited teaching and learning about religion in social studies courses.
    TEACHING ABOUT RELIGION IS IMPORTANT
    Within the past decade, several state agencies and local school districts have created mandates and issued guidelines regarding teaching about religion. California was one of the first with the publication of the handbook, Moral and Civic Education and Teaching About Religion (1988). Firmly grounding instruction about religion in citizenship education, the handbook was published the same year as the History-Social Science Framework for California Public Schools, K-12 (1988) and was revised in 1991. North Carolina, Utah, and Georgia are among other states that have either state mandates or guidelines on religion in the school curriculum.
