The government has also announced that it will offer food, cash and vocational training to thousands of militiamen in exchange for arms. According to the Nairobi-published Horn of Africa regional weekly, the Somali Defence Minister Abdullahi Boqor Muse had met with the ex- soldiers in Mogadishu to try to constitute the national army.

    EDITORIAL The Way Forward The nation has given a hero’s funeral to late President Mohamed Ibrahim Egal. The transfer of power has been smooth as Dahir Riyale Kahin assumed the Presidency of the Republic. The new President has been welcomed by all Somalilanders, and moreover, there is no sign of any power struggle. On the contrary, feelings of national unity have never been stronger with an overwhelming majority of Somalilanders showing increased faith and commitment to the country’s constitutional democracy in the wake of the peaceful transition of power. Despite the positive developments of last week, there are however some vitally important issues that need to be addressed in a proper and timely manner so that Somaliland can move forward to the future with confidence. Filling the vacant position of vice president is definitely a top priority issue anticipated to be dealt with in the immediate future. Constitutionally, only the president has the jurisdiction to nominate someone for this job, and there is no doubt that Mr. Riyale is going to exercise this authority. But we do believe that the president would be better advised if he held extensive prior consultations on this matter with all sides, including those not in the government. Other than being qualified for the job, the next vice president must be a man of integrity who can work with the President. And we hope President Riyale will wisely choose a capable teammate. Devising a constitutionally based and broadly acceptable framework for holding fair and free elections in the country is the next issue that needs to be tackled. There is no doubt that this is a tough and a challenging task. However we are encouraged by the prevailing mood of national unity to expect that a consensus could be reached amongst all stakeholders (the president, parliament leaders, representatives of political parties and civil society groups) on the subject of how and when the people of this country will be able to go to the polls to elect their future government. This issue has to be resolved well ahead of the deadline set for the incumbent government to remain in office.

    Could you give us some insights on the development of the industry and trade sector here in Tanzania, in the last couple of years.
    But the question is – Do we have a capacity internally to produce and sell? Could you tell us a bit more about the reasons for Tanzania to pull out of the COMESA? In November you started the East African Union Treaty, and there is one protocol which calls for free trade by 2005. This has been on hold, because of fear of Kenya’s very fast developing industrial sector. By when do you think you can develop your industrial base, so that you can become more competitive and can cope with Kenya? While marketing this industrial base of your country, what are the major industrial product and industries that you want to focus on? Which are the industries with the most potential? So little has been done in this country, with the kind of resources that we have, one does not necessarily have to talk about the priorities. I think your question should be to describe fully what kind of opportunities do exist in Tanzania, and let the investors themselves decide. We cannot say our priority is this, or that, as our priority may not be the priority of the investors.

My fellow Americans: After consulting with our loyal allies in Europe, speaking with United Nations officials, reading major American newspapers, listening to National Public Radio, consulting with Hollywood movie stars, and meeting with professors from our universities, I have changed my mind. They are right. I now realize that the most important goal America and its president can pursue is to be liked, hopefully loved, by mankind – and especially by France, Germany, China and the Arab world. I now realize that we Americans who think in terms of good and evil are simpletons. We should think, as the professors do, in multicultural terms and, therefore, render no moral judgment over Iraq or any other nation except Israel. Who am I to declare any regimes an "axis of evil"? I now realize that it was arrogant to make such a judgment on three regimes governed by men whom I should have tried better to understand. Now that I realize America's primary goal is to be liked, I will never again call any regime evil. In fact, in consultation with the presidents and deans of our major universities, I have decided to rename the governments of Iraq, Iran and North Korea an Axis of Diversity.

    • Biased and badly managed
    • Human rights abused
    • Poorly supervised and monitored by the United Nations and Human rights organizations
    • The outcome was pre planned
    • The core problem have never been addressed
    How was the Arta Peace Conference Managed? The Djibouti peace initiative was seemed to be a good will gesture to find solution for the Somali problem, but the conference was badly and unfairly managed. Djibouti Government was receiving one side or biased information before and during the peace process. During the consultation period and preparatory meetings (October 1999 - April 2000), only some Somali clan groups and some other social strata called civil society were consulted.

    NEW YORK, 14 January (UN Headquarters) In the shadow of the 11 September attacks on the United States, terrorism and the question of Afghanistan loomed over the Security Council's agenda in 2001. Throughout the year, however, the Council also focused on a global range of unstable situations, notably the long-term conflicts in Africa and the continuing violence in the Middle East. In addition, the significant progress in Kosovo and East Timor was closely monitored. On the day after the terrorist attacks, members broke tradition by standing in unison to adopt a resolution condemning them, expressing sympathy with families of the victims and the host country. Council members also expressed their readiness to combat all forms of terrorism in accordance with Charter responsibilities. Before 11 September, the Council had met twice on Afghanistan, mainly to strengthen sanctions on the Taliban. On 13 November, during the first Council meeting on Afghanistan after the attacks, Secretary-General Kofi Annan said that the country was one of the United Nations’ greatest challenges and that challenge was now at its "most urgent stage". The subsequent plan for a broad-based political reconstruction of the country, presented to the Council by his Special Representative, Lakdhar Brahimi, had progressed to its second stage by year's end.

In 1997, oil revenue contributed between 73 and 90 percent of revenue receipts in Kuwait, Oman, Saudi Arabia and the UAE. For non-oil exporting countries, the multiplicity of tax brackets and weak tax administration has been the impediment to a smooth transition from dependence on indirect and especially trade taxes to reliance on corporate and individual income taxes. In the past few years, serious efforts on the part of MENA countries to streamline and adjust their fiscal imbalances and adjust the structure of revenues and expenditure have been pursued, with continuous improvement in fiscal balances.
