    INTRODUCTION
    Background: Dominica was the last of the Caribbean islands to be colonized by Europeans, due chiefly to the fierce resistance of the native Caribs. France ceded possession to Great Britain in 1763, which made the island a colony in 1805. In 1980, two years after independence, Dominica's fortunes improved when a corrupt and tyrannical administration was replaced by that of Mary Eugenia CHARLES, the first female prime minister in the Caribbean, who remained in office for 15 years.

    Because of its mountainous terrain, Dominica remained in the hands of the Caribs longer than any of the other Leeward and Windward islands; although Britain and France had agreed to this arrangement in 1748, France broke the treaty and claimed Dominica.
    In 1763 Britain won Dominica, but the French recaptured it in 1778 and again by the British in 1783. Finally, in 1805 France sold Dominica to England for 12,000 British pounds and handed it over after first burning down the capital Roseau. From its towering 5000 feet peaks to its gushing waterfalls, hundreds of flowing rivers, azure waters of the sea, and black and white sandy beaches, Dominica offers a unique and diverse experience to all who visits its shores.

    DOMINICA: GENERAL INFORMATION Geography The island of Dominica, twenty-nine (29) miles long and sixteen (16) miles wide at its broadest, with an area of 298 square miles (751 sq km), lies between latitude 15.10' and longitude 61.30'. It is situated between two French islands, Martinique and Guadeloupe, in the centre of islands in the Caribbean Sea known as the Lesser Antilles. Dominica is one of the largest islands in the Eastern Caribbean. Its topography, rainfall, and vegetation make it somewhat special. Forests cover over 60% of the country with scenery and rain forest so unique, making it attractive for a special type of both regional and international tourism. The island boasts of 365 rivers, most narrow and unnavigable, with the exception of the Layou River and the Indian River, while rainfall ranges from 1,200 mm on the east coast to 10,000 in the central part of the island. Also, Dominica's hot springs and Boiling Lake endow it with tremendous potential for geo-thermal energy. Constitutional and Political Development
    Dominica developed constitutionally from Crown Colony Government in 1898, to Responsible Government in 1956, Associated Statehood with Britain in 1967, and finally to Independence in 1978, at which time it was officially renamed the Commonwealth of Dominica. The present constitution under which Parliament operates contains safeguards for fundamental rights and freedom and provides for election of members of Parliament every five (5) years. Dominica is a member of the Commonwealth Group of Countries, with the President as the ceremonial Head of State; but it is with the Prime Minister, chosen with in the majority party, that executive power lies.
