What authority does the DEA have to regulate the handling of controlled substances, like OxyContin® ? DEA’s authority to regulate pharmaceutical controlled substances is derived from the Controlled Substances Act (CSA) [21 U.S.C. §§ 801-971]. The CSA mandates that DEA prevent, detect and investigate the diversion of legally manufactured controlled substances while, at the same time, ensuring that there are adequate supplies to meet the legitimate medical needs in the United States. To enable the DEA to achieve these goals, the CSA established five schedules into which controlled substances are separated according to their approved medical use and abuse potential. Schedule I controlled substances are those deemed not to have legitimate medical uses and have a very high potential for abuse. Schedule II substances, including OxyContin® , are approved for medical use and also have a very high abuse potential. Schedules III, IV and V include controlled substances that have all been approved for medical use and have diminishing potential for abuse.

INTRODUCTION The Alaska State Troopers, Statewide Drug Enforcement Unit provides a leadership role in coordinating law enforcement efforts to reduce the availability of illegal controlled substances and alcohol throughout the state of Alaska. The unit recognizes that a successful drug and alcohol program depends upon a unified effort that blends traditional law enforcement techniques with demand reduction programs that address educational, social, and community concerns.
The unit's mission is to: Interdict and seize illegal controlled substances and alcohol being distributed throughout the state. Identify and investigate distributors of illegal controlled substances and alcohol. Provide training and investigative support to law enforcement. Flunitrazepam has been encountered by U.S. law enforcement agencies in Southern States from California to Florida. Authorities in Texas and Florida have observed the most significant activity involving flunitrazepam. Distributors in Texas reportedly travel to Mexico to obtain the drug. In South Florida, the drug is delivered primarily from Colombia via international mail services or commercial airlines. Overnight mail appears to be the preferred method of importation. Several packages seized in Miami over the past 2 years were shipped from Cali, Colombia, and contained up to 11,000 dosage units each.

The war on drugs is not just a battle against chemicals. It is a struggle for the hearts and minds of our young people. We must first understand the motivation and evil intent of those who make up the so-called "Drug Culture". Their goal is multi-faceted, and includes sweeping away traditional values, disintegration of the family structure and disassociating young individuals from the conscience which should guide them in making decisions. These people are ruthless in their quest to achieve these unholy goals. In simple terms their desire is to force people into the expression of depraved or animalistic urges, and secondly to convince society that the acts which follow this pattern are really quite normal, acceptable and nothing more than the right of an individual to express himself, or herself, freely and without restraint. Simply stated it is good versus evil, and the problem will not be solved by government social programs. Social scientists, and here we have to use the term scientist very loosely, would like for us to believe that the solution to our drug problems, and the attendant abominable behavior of the drug addicted, are slippery and elusive, it is not! A strong family environment and correct parent-child relationships provide the key to this ever-growing problem.

The bureau is also involved in the interdiction of drug trafficking through the Sky Harbor International Airport and shipping facilities throughout the city. DEB continued to expand, with the addition of personnel from federal (DEA) and state (National Guard) agencies to assist in accomplishing the bureau’s mission. This year, DEA was actively involved in the High Intensity Drug Trafficking Area (HIDTA) Program, which provides grant funding to co-locate department narcotics operations with federal and state agencies in a joint-use facility—Metro Intelligence Support Technical and Investigative Center (MISTIC). Future co-location of task forces will reduce duplication of effort, increase interagency cooperation, enable sharing of intelligence, and make all narcotics operations in the valley more efficient and effective. The bureau is organized into two specific functions/sections: enforcement and investigations, each managed by a lieutenant. The Enforcement Section has eight squads to investigate narcotics complaints and to conduct criminal investigations and includes a juvenile enforcement detail. The Investigations Section is assigned four squads to gather intelligence, conduct criminal and forfeiture investigations, and assist federal agencies conducting national/ international investigations.

Investigative Services Bureau
The Investigative Services Bureau (ISB) is comprised of two divisions: The Criminal Investigation Division and the Drug Enforcement Division. The ISB is under the command of Major Ricky F. Williams and a Captain commands each division.
Drug Enforcement Division
The Drug Enforcement Division is commanded by Captain Steven Bodway and is comprised of five individual units: Narcotics/Vice, Narcotics Task Force, Drug Interdiction Team, Drug Liaison, and Intelligence. The prevalence of illegal drugs continues to plague communities across the country. The Drug Enforcement Division was established to address these problems through a multi-faceted approach. The Division targets both street level distribution and major drug violators through the deployment of covert and uniformed deputies.
Narcotics/Vice Unit
The Narcotics/Vice Unit is responsible for intelligence gathering and the investigation of crimes involving vice and narcotics. The unit's intelligence officer publishes a monthly intelligence bulletin which ensures the dissemination of pertinent information throughout the Sheriff's Office and allied agencies. Effective intelligence gathering enhances officer safety and provides a foundation for future endeavors. The prevalence of illegal drugs continues to plague communities across the country but the Narcotics/Vice Unit is dedicated to addressing all facets of this problem. The unit attacks street level drug distribution and provides manpower for the Harford County Joint Narcotics Task Force which targets major drug violators. Unit members not serving in an undercover capacity visit schools in an effort to educate students on the dangers of drugs. Members of the unit also instruct other police officers during In-service and Entrance Level Training in narcotics investigations.
