Jalil, president of NO MORE DRUGS, Inc., embarked on a 900 mile journey from Orlando, FL, to Virginia Beach, VA, to educate the general public about the effects and problems of addiction among our youth. During his adventure, Jalil faced many challenges, including being sideswiped by a minivan in Savannah, GA. As he rode through six states in twelve days, he encountered the chase of nineteen dogs and was startled by a crocodile in South Carolina who wanted a snack in his bicycle pack. The tour, which was captured on digital video and recently transformed into three videos - totalling 54-minutes - on one VHS cassette is now available to schools, police officers and parent groups. During the biking tour, Jalil teamed up with the international anti-violence organization "Stop the Violence-Face the Music" to educate parents on how to talk to their children about drugs.

It truly was the opportunity to be a part of the OCDETF renaissance that was one of the things that lured me from private practice back into Government service. And I particularly want to thank Core City U.S. Attorney Mike Shelby for his leadership in moving this important OCDETF program forward. It was Mike who observed immediately that the effective administration of OCDETF demands accountability and full time, focused management by the regional coordinators. Other OCDETF Regions are now beginning to follow Mike's lead. Presently, our country and the Department of Justice are grappling with some of the most profound perils it has ever faced . the continuing threat of terrorism of unspeakable dimensions, and pervasive corporate fraud that corrupts our economy and destroys the important investor confidence in our market. Yet, the drug problem in this country remains one of our most serious and crippling. We cannot ever forget this. And think about this: Terrorists may have taken 3,000 souls from us on September 11 . but drug traffickers take at least 16,000 American lives every single year. These same traffickers cost the United States $400 billion each year in substance abuse and addiction. The stakes are too high. We simply cannot afford to ignore this crisis or let other issues in this country divert our attention from drug enforcement.

APPENDIX A: METHODOLOGY This modest review of collaborative projects across Canada has limitations, but it meets the research goal of examining activities across the country. It began by making contacts in all regions, including both rural and urban areas. The initial step was a letter soliciting contacts for collaborative projects. Recipients represented broad sectoral areas, including: Canadian police services in all provinces and territories All provincial addictions agencies and ministries of Health/Social Services Department of Justice regional offices Regional offices of Solicitor General Canada Health Promotion and Social Development offices of Health Canada All known needle exchanges Known collaborative projects The Canadian Association of Chiefs of Police (CACP) assisted with reaching local police departments and provincial police. Needle exchanges proved very cooperative and an excellent contact for other health/social agencies within their communities. Recipients of these letters referred the research team to others working on collaborative projects. Information was also volunteered by people working on enforcement, health or social projects and who heard about the research from friends and associates.
