T he Justice Programs Office of the School of Public Affairs (SPA) at American University was established to support SPA's mission of applying the tools of scholarship and professionalism to the design and management of public programs. The Justice Programs Office provides technical assistance, research, evaluation, and training services to domestic and foreign government agencies and organizations in the area of justice system operations. JPO projects address a wide range of policy, program, resource, and operational issues relating to the administration of justice, coordination of public programs, and the delivery of justice system, social and related services. The office has conducted over 1,500 technical assistance, research, training, and evaluation projects. See "Publications" for a list of representative reports prepared by the JPO.

San Quentin State Prison, California Staff at Centerforce have been providing HIV Prevention Education since 1986 at San Quentin State Prison. Since 1992 we have been evaluating many of these programs in collaboration with the Center for AIDS Prevention Studies (CAPS), University of California, San Francisco. From 1986, these programs were based at the Marin AIDS Project; since 1997, they are based at Centerforce. These programs have expanded and evolved over the years, constantly changing to meet the needs of the incarcerated population and their families. The health programs now include information on HIV as well as other sexually transmitted infections, hepatitis, tuberculosis and other relevant health concerns. Our advisory committee of inmate peer HIV educators helps us to develop new programs, modify existing strategies, and provide ongoing input to evaluate the effectiveness of our interventions. The success of these programs can be attributed to the commitment of all those involved: prison administrators, correctional officers, educators and counselors, university researchers, community-based service providers, the inmates themselves and family members. MitoKor and its collaborators are pursuing programs to identify novel drug discovery targets and to provide new molecular fingerprints for Alzheimer's Disease. Such research and target validation efforts feed directly into a comprehensive compound discovery program that is already yielding novel classes of compounds with potential therapeutic utility. MitoKor is also the first company to have developed a cellular model of Parkinson's Disease (PD). This cybrid cell line shows the same selective mitochondrial defect found in PD patients (impairment of respiratory Complex I), and is currently being used not only to elucidate the mechanism(s) underlying this metabolic defect, but also as a pathologically relevant cell line for discovery of novel therapeutic agents. D ebates over drug policy in the United States and abroad continued to broil in 1997. The Lindesmith Center stayed true to its mission of broadening this debate through its actions in the courts, the media, and other arenas. Staff members participated in the public debate by publishing articles in national magazines and newspapers, providing the public with vital drug policy information, and pursuing a variety of other education initiatives. Whether speaking, writing, or providing information to the press, the Lindesmith Center’s staff continued to reaffirm the principles of harm reduction, an alternative approach to drug policy and treatment that aims to reduce the harms of drug abuse and drug prohibition. Drug Policy Seminar Series: The Lindesmith Center held 21 seminars in New York on subjects such as crack cocaine, syringe exchange, opiate maintenance, MDMA (ecstasy) research, drug use during pregnancy, African Americans and drug policy, and the emerging drugs and AIDS problems in Central and Eastern Europe and the Newly Independent States. International Harm Reduction Development Program (IHRD) : IHRD is a joint initiative of the Lindesmith Center and OSI’s Network Medical and Health program. Its mission is to support local, national, or regional initiatives in Central and Eastern Europe, Russia, and Central Asia that address local drug problems through harm reduction approaches and practices. The program made 25 grants to various harm reduction projects throughout the region.

The Foundation operates two core programs: Classroom Grants to Teachers and Berkeley School Volunteers along with special projects that provide leadership and support for our schools.
Classroom Grants to Teachers Classroom grants reward teachers who devise energetic, creative ways to teach better. The Foundation's Grants Committee reviews applications submitted by teachers every fall. Grants-this year, more than $163,000-are awarded to teachers at every school in every subject, often funding programs that simply would not otherwise exist. David Byrne, EU Commissioner for Health and Consumer Protection, has welcomed the political agreement reached today in the Agriculture Council on new rules to control the use of additives in animal feed. The new EU Regulation will strengthen the control of all types of additives in animal feed, but in particular it completes the EU´s drive to phase out antibiotics as growth promoters. Strengthening rules on the safety of animal feed is one of the cornerstones of the EU's food safety strategy.
Banning the use of antibiotics as growth promoters in feed is also vital to efforts to combat anti-microbial resistance. The final text of the Regulation is likely to be agreed between the Council and the European Parliament during the first half of 2003.

Training for Senior Managers of China's State-Owned Enterprises This two-part program provided training for senior managers in Chinese state-owned enterprises. The first phase of the program was a 10-day seminar, in Shanghai, on issues and institutions relevant to enterprise restructuring. The follow on program consisted of a 15-day visit to the United States. Partner institutions for this program included the Shanghai International Studies society and the Shanghai Administration Institute. Faculty from the Economics Institute in Boulder Colorado and the Center for Chinese Business of West Virginia University conducted the training in Shanghai and hosted on-site visits at their institutions in the US. JANUARY 2002 - With support from the California Office of Traffic Safety and the Tulare County Office of Education County Superintendent, Jim Vidak, the California Friday Night Live Partnership released a request for FNL youth councils to develop and implement a countywide media advocacy campaign. THE UNITED NATIONS OFFICE OF DRUG CONTROL AND CRIME PREVENTION (ODCCP) PROGRAMS
The Vienna International Center is home to the main United Nations organization dealing with international narcotics and criminal activities on a worldwide basis. UNVIE represents the United States at the UN Office of Drug Control and Crime Prevention (ODCCP), which is the umbrella organization of the UN International Drug Control Program (UNDCP) and the Center for International Crime Prevention (CICP). ODCCP’s work complements the U.S.’s own efforts to control international trafficking in narcotics, combat transnational organized crime and curb the financing of international terrorism. Since September 11, ODCCP has taken on the role of implementing the 12 international terrorism conventions as well as playing a key role in the implementation of counter narcotics projects in Afghanistan. Increased attention has been given to the connection between organized crime, drug trafficking, money laundering and terrorism. The U.S. supports ODCCP’s global program against money laundering, providing technical assistance and mentoring to states so that they are better able to trace and seize illicit funds, as well as track criminals, traffickers and terrorists. Drug abuse and organized crime are global problems affecting all countries and all levels of society. The results are damaged health and productivity and social breakdown. A critical phenomenon is the pervasive corruption caused by this 500 billion dollar-a-year drug business a sizable part of the world "economy." The deterioration of the rule of law and social cohesion can affect every facet of a country’s economic and political life. ODCCP programs are targeted at preventing money laundering, corruption, trafficking in persons, interdicting illegal sales of drugs, reducing drug demand, promoting police and military cooperation, and curbing narcotics activities used to finance terrorism. U.S. cooperation with ODCCP complements America’s national strategy to combat drug abuse, corruption and organized crime.
