Programs and Services Anti-Drug Program DHCR recognizes that the presence of drug abuse, violence and crime in many communities throughout the State presents a serious threat to the housing under its supervision and to the safety of its residents. DHCR's Anti-Drug Program was established in January 1989. The agency supervises 257 moderate-income Mitchell-Lama housing developments (containing nearly 100,000 apartments) and 74 public housing projects (with approximately 21,500 apartments). One of the first anti-drug initiatives DHCR undertook was to amend the State's housing regulations. Rules governing Mitchell-Lama housing (9 NYCRR, Sec. 1727-5.3) were amended in 1989 to expedite the eviction of tenants involved with illegal drugs. This change eliminated the requirement for DHCR to hold an administrative hearing before a housing company could initiate an eviction proceeding in court, if it was based on drug-related grounds. Also, leases for these apartments were rewritten to clearly prohibit the possession or sale of illegal drugs and possession of illegal weapons. On May 23, 1989, New York became the first state to receive a waiver of the grievance procedure in Federally-subsidized public housing from

Minneapolis Police Department Builds Bridges to Latino Communities Through Minneapolis Police Chief Robert Olson and Sgt. Giovanni Veliz address the first Latino Citizens Academy. El Projecto Seguro These issues, along with the obvious language barrier, led to the development of a crime prevention program for Hispanic communities. The project, El Projecto Seguro (The Safe Project) is supported by an $186,000 grant from the Minnesota Department of Public Safety. MPD proposed the following goals for the program: Educate the Latino community through crime prevention programs. Increase the Latino community awareness about MPD. Improve relations between MPD and Hispanic communities. Recruit Latino community members to train others about MPD services. Build Latino trust of police to increase their willingness to report crimes. Working Together El Project Seguro was never intended to be a one-way educational street. The architects of the project specifically sought a union between MPD and Latino communities so that the learning and development channels traveled both ways.

Existing Programs Already, a myriad of federal, tribal, state, and local agencies, conservation and industry groups, and private citizens are engaged in efforts on behalf of the nation's aquatic resources. Links AREAS OF RESEARCH EMPHASIS The Department of Pharmaceutical Chemistry is internationally recognized for the strength of its research programs. While individual faculty are engaged in a variety of research activities, four major research areas can be identified for the department as a whole. These are bioanalysis, cellular and molecular pharmaceutics, macromolecular pharmaceutics, and physical pharmacy. Additionally, many of the department faculty are involved in interdisciplinary research. The department enjoys close collaborative arrangements with members of other departments, including medicinal chemistry, pharmacology, pharmacy practice, chemistry, chemical engineering, and molecular biosciences. Graduate student participation in these interdisciplinary programs is encouraged. Bioanalysis is concerned with the development of highly sensitive analytical methods for the quantitation of target molecules in complex biological systems. Amines, amino acids, peptides, proteins and nucleic acids are of particular interest. High performance liquid chromatography (HPLC), LC/MS/MS, capillary electrophoresis (CE), capillary electrochromatography (CEC) and pressure assisted capillary liquid chromatography (PEC) separation units utilizing UV, fluorescence, laser-induced fluorescence, electrochemical, and mass spectrometry detectors are currently available. In addition, various reagents, sample preparation media, and chromatographic supports for chiral, immunochemical and electrochromatography are being developed. Professors Lunte, Middaugh, Stobaugh, and Wilson have research projects in this area.
