This article has been reproduced from the Socialist Standard (April 1999), the monthly journal of the Socialist Party of Great Britain.
A capitalist criticises capitalism
"The global capitalist system . . . is coming apart at the seams". So declared capitalist and arch-speculator George Soros before a US congressional enquiry on 19 September 1998. He has since expanded on this in a book entitled The Crisis of Global Capitalism . What has he in mind? By "global capitalist system" Soros doesn't mean what we would understand by the term, i.e. capitalism as a world-wide system of production for profit, but the more restricted sense of present world financial arrangements which allow the more or less free movement of capital throughout the world: "The global economy is characterized not only by free trade in goods and services but even more by the free movement of capital. Interest rates, exchange rates, and stock prices in various countries are intimately interrelated, and global financial markets exert tremendous influence on economic conditions. Given the decisive role that international financial capital plays in the fortunes of individual countries, it is not inappropriate to speak of a global capitalist system" (Introduction).

Part I: Interview
In 2003 the IAEN launched a Global Dialogue Series. Every other month we will be talking with an expert in the field of AIDS and Economics. In January, our featured guest was Josh Ruxin of the UN Millennium Project. After reading the interview, IAEN members were asked to post questions and comments for Josh Ruxin.
Part II: Response to questions and feedback from IAEN members

Original survey questions

Dr. Josh Ruxin *IAEN: What are the Millennium Development Goals? How do they relate to HIV/AIDS? Josh Ruxin: The Millennium Development Goals (MDGs) are a set of internationally-agreed upon benchmarks for progress which were agreed to by leaders from around the world. There are eight central goals which cover wide-ranging objectives which address health, poverty, the environment, education, gender equality and development. Goal #6 targets HIV/AIDS, malaria and other diseases. Each goal has specific targets and indicated benchmarks. The overall goal is to achieve the vast majority of these objectives by 2015.

The major purpose of this book is to contribute to better economic policy analysis through improvements in models studying the economic impacts of carbon dioxide (CO2) and other greenhouse gases, and to show ways in which economic instruments can effectively be put to use to alleviate such problems.
Global Environmental Economics is an integrated economic assessment of GHG emissions impacting economic growth and welfare change along major considerations of uncertainty, technological change and cooperation. A theoretical treatment of the issues is emphasized, using modern tools of economic theory and based on `simple' models that yield illustrative results in terms of `what-if' questions. With this focus the book distinguishes itself uniquely from other economic analytic approaches in the field that have appeared in the past few years. It focuses on the analysis, control and optimization of modelling forms rather than the collection and analysis of data. More concretely, the book searches for optimal fossil fuel use, research and technology policies rather than prediction of the future.
The collection appeals to researchers interested in environmental economics, economic theory, and mathematical methods (in particular optimal-control theory) and economic growth.

Microbicide development will require public subsidy.
Drug development is a complex and expensive process, normally undertaken by large, well-funded pharmaceutical companies. Often referred to as "Big Pharma," these companies are some of the most profitable enterprises in the world. Big Pharma has generated many important, life-saving drugsincluding anti-retroviral therapy for HIV disease. But often people need drugs or devices that are not profitable for the pharmaceutical industry to develop. In such cases, the market fails and government and donors must step in to ensure that the public interest is served.
More on why Big Pharma is not investing...
Government and donor money are required to bring the first microbicide product to market.
We can not rely on pharmaceutical companies to develop the first microbicides because it is not in their economic self-interest to do so. As such, microbicides are a classic
