Ecuador: Indigenous Peoples Protest Against Recent Economic Measures

In response to President Gustavo Noboa’s announcement of new economic measures to cut the national deficit, protesters have taken to the streets in all the major cities of Ecuador. Indigenous organizations and other social movements are leading the protests and plan to once again form the National Popular Parliament on January 16 in Quito to pressure for reforms. They are seeking, among other goals, to repeal Presidential decrees increasing gas and public transportation prices. Indigenous organizations of the Ecuadorian Amazon have also decided to gather and strategize about reforms at meetings of Popular Parliaments in each regional province on January 15. Ecuadorian indigenous and other social organizations organized Popular Parliaments in January 2000 when their protests and mobilizations led to the ousting of ex-President Jamil Mahuad.     Fight For Identity, Justice: The Indigenous Peoples Of Ecuador Are United In Their Fight by David Adams LATACUNGA, Ecuador While produce is abundant, shoppers are scarce at the Saturday fair in this bustling town in the central Andean highlands of Ecuador. Market women in felt hats, from the indigenous Indian communities of Cotopaxi province, come here three times a week to sell their vegetables. They struggle to make a living at the best of times, but lately the women complain they have never had it so bad. "No one has any money. If this goes on, we are all going to die of hunger," said Laura Espin, a 55-year-old Quichua Indian selling parsley and coriander for 1,000 sucres (four cents) per bunch. Last month, thousands of indigenous men and women in traditional dress many carrying small children on their backs marched 55 miles across the sierra from Latacunga to the capital, Quito, to demand political and economic reforms. The government fell and the country's Harvard-educated president, Jamil Mahuad, was ousted from office.

    The Fourth Congress of the Confederation of Indigenous Nationalities of Ecuador (CONAIE) was held from December 15- 18, 1993. The following is the political declaration of the Congress.
    POLITICAL DECLARATION
    We, the indigenous nationalities and peoples, have built a solidly structured national political organization with a clear ideology based on our own historical and cultural activities, and we propose to construct the New Multinational Nation. Despite the marginalization, discrimination, oppression and exclusion to which we have been subjected by the dominant sectors that control political, economic and military power, we, the indigenous peoples and nationalities, have succeeded in recuperating the political space usurped in 1492 in order to question and expose the social injustice and economic exploitation, the inefficient and decrepit legal-political and administrative system, as well as the anti-democratic character of state power and its institutions. The political objectives of the indigenous peoples and nationalities aim to guarantee the fulfillment of our specific rights and propose the harmonic and balanced development of all of society in a context of peace and full democracy, for which we call upon all political and social sectors that coexist in the present territory of Ecuador to participate actively and creatively in the solution of the grave problems that have historically oppressed us.

    IV - March 2001 - 8 Ecuador - indigenous mobilization defeats neo-liberalism Ernesto Herrera The agreement signed between Ecuador's President Noboa and the powerful National Confederation of Indigenous peoples of Ecuador (Conaie) on February 7, 2000 represents a new victory. In the course of three years, the radical mobilization of the peasant-indigenous movement, alongside the popular urban sectors, has overthrown two neo-liberal governments, divided the Armed Forces, and won a popular plebiscite against dollarisation of the economy and the payment of the foreign debt. During this new popular uprising organized by the Conaie, the National Peasant Coordination, the Popular Front and the Pachakutik movement, the Ecuadorian Federation of Evangelical Indigenous Peoples rallied to the movement for the first time, allowing, as its leader Marco Murillo stressed, "the complete unity of the indigenous people". This uprising was marked by the death of four indigenous activists, with more than 50 wounded and 300 demonstrators held. Unlike the mobilisation that overthrew the government of Jamil Mahuad in January 2000, this movement set itself more modest objectives: to block the government's neo-liberal measures. Some 8,000 indigenous people, trades unionists, and students confronted the police, blocked the roads, organized strikes and occupied the universities and churches, showing once again the depth of popular discontent and the inability of the ruling class to establish a system of political domination which allows the implementation of the IMF programme with any chance of success.
