There are indications of under-18s in government armed forces since voluntary recruitment can take place from the age of sixteen. During the civil war, some 80 per cent of government and 20 per cent of opposition forces were estimated to be children.

El Salvador signed the Mine Ban Treaty on 4 December 1997 and ratified on 27 January 1999. Thus, the treaty entered into force for El Salvador on 1 July 1999. El Salvador has not yet passed any legislation implementing the ban treaty. It has also not yet submitted its Article 7 transparency report, due by 27 December 1999, even though Vice-Minister of External Relations Rene Eduardo Dominguez has said, "We consider it necessary that transparency exist with respect to complete communication with the United Nations as Depository of the Convention, with the intent of advancing Article 7 reporting."

In its 1980 report El Salvador and Nicaragua, 1977-1980: United States Policy Toward Revolutionary Change , the State Department outlined US involvement with El Salvador: During 1977 President Carter firmly committed the United States to work toward a order that respected individual human rights and responded to human aspirations. El Salvador and Nicaragua posed situations that demonstrated the complexities involved in implementing human-rights policy. El Salvador, the most densely populated country in Central America, was a logical setting for unrest. The highly imbalanced distribution of income, wealth and land characterized the export-oriented economy. Nearly a third of the work force was unemployed". During 1977, the United States support for economic growth with social justice in El Salvador and in Nicaragua became manifest in three main areas: economic cooperation, dispute settlement, and human rights. Faced with the Junta's proposed reforms in 1979, and ignoring continued egregious human rights violations, the Carter administration gave El Salvador $5.7 million in military assistance.

  • 1. Political context During the past few years, El Salvador has gained international recognition for successfully emerging from the effects of armed conflict . The peace agreements of 1992, and the major political and economic reforms, which followed, led to progressive democratisation, macroeconomic stability and economic growth. Notwithstanding the significant progress achieved, including the demilitarisation process, the evolution of the political process is showing signs of slackening and the public image of many of the newinstitutions, such as, the system of administration of justice or the national civil police, has not yet been fully established. The political debate is currently polarised between ARENA - the Nationalist Republican Alliance party - and FMLN (Farabundo Marti National Liberation Front, the former guerrilla party) the two parties resulting from the opposed sides at the time of the armed conflict of the 1980s. With the election of President Francisco Flores in 1999 ARENA obtained a third consecutive mandate until 2004. On the other hand, the FMLN maintains the relative majority within the Parliament as well as the government of most of the municipalities (including the San Salvador).

    Consultation convened by the Vice President of El Salvador and organized by an independent team. Most participants were from the private sector.
    In 1993, El Salvador created the National Commission for the Implementation of the Convention on International Trade of Endangered Species (CITES) followed by enactment of the Wildlife Conservation Law. Additionally, a final draft of the National Environmental Law has been prepared and discussed by members of the Executive and Legislative branches. The law will be the framework for the implementation of significant issues related to Agenda 21 and other Rio agreements. There is no formal plan for the implementation of Agenda 21. However, the Environmental Agenda and Action Plan , prepared in 1992 by the Environmental Secretariat (SEMA), was thebasis for the formulation of a national strategy in 1994. The Environmental Strategy incorporates issues included in Agenda 21. This document was prepared by SEMA jointly with NGO representatives and other sectors, and published after a nationwide consultation and validation process. In October 1996, the government initiated the Capacity 21 program:

  • On February 15 (Thu), the Government of Japan decided to extend emergency aid materials worth about 13 million yen to the Government of El Salvador, taking into consideration the damage it sustained from an earthquake that occurred on February 13.
  • Following the major earthquake that rocked El Salvador on January 13, another strong earthquake occurred in the country at 8:24 a.m. on February 13 local time (Japan time: 11:24 p.m. on the 14th). According to an official announcement of the Government of El Salvador as of 12:00 p.m. on February 14 local time (Japan time: 3:00 a.m. on the 15th), 274 people are reported dead, 2,432 injured, 122,802 afflicted and 13,545 houses damaged. It is also reported that in some regions, houses collapsed and landslides occurred, and that the damage is expected to further expand.
    The Government of El Salvador has therefore asked the Government of Japan for an emergency assistance.
  • The Government of Japan decided to extend the emergency aid, taking into account the seriousness of the disaster from this earthquake and from a humanitarian point of view. The emergency aid that the Government of Japan will extend to the Government of El Salvador will include tents (two types: for 12 or 20 people), sleeping mats, and electricity generators.

  • On January 15 (Mon), the Government of Japan decided to extend emergency assistance totaling about 77,500,000 yen, consisting of an emergency grant aid of 500,000 dollars and emergency aid materials of about 25,000,000 yen, to the Government of El Salvador, which has sustained great damage from an earthquake. The Government of Japan also decided to dispatch a medical team of the Japan Disaster Relief Team (JDRT) to that country.
    The first team members will leave Japan in the evening of January 15.
  • At 11:35 a.m. on January 13 (Japan time: 2:35 a.m. on 14 (Sun)), a strong earthquake measuring 7.6 in magnitude on the Richter Scale rocked El Salvador. In the afternoon of 14 (Japan time: dawn of 15), the Government of El Salvador officially announced that there were 340 people dead, 779 injured, 1,336 people rendered homeless, and more than 1,400 missing. More than 400 medium- and small-scale aftershocks have been recorded in the country since January 14. There are also reports of large-scale damage caused by landslides in some areas of the country.
    The Government of El Salvador has therefore asked the Government of Japan to extend emergency assistance and dispatch a medical team.

    During the Vietnam War, John Hoagland filed for and received conscientious objector status. Paradoxically, nine years after that war's end, he died in El Salvador by a bullet from a U.S.-made M-60 machine gun. His parents first heard of his death on the radiothey later received their condolences from the State Department.
    Hoagland's death was not unexpected since his name was on the death squads' lengthy "hit list." To the embarrassment of officials, his photographs recorded the brutal Salvadoran civil war, which was largely financed by the Unites States. According to Frontline: Our Forgotten War (WNET, New York, 1985), military and economic aid to El Salvador was 3 billion dollars since 1980. Two-thirds of the 750,000 people who fled El Salvador ended up in the U.S.: many were deported back to join the imprisoned or the disappeared. Archbishop Oscar Romero was gunned down in 1980 while conducting mass, and many church workers, mostly Jesuits, were assassinated. Three nuns and one layworker

    Historical Overview: El Salvador
    1000 AD
    Immigrants from what is now Mexico begin moving south to El Salvador. The people are called Pipils and speak the Nahuat language. By 1000 AD, they are established in their new home. They call it Cuzcatlan Land of the Jewels because of the country's great beauty and its very fertile land.
    Spanish conquerors led by Pedro de Alvarado invade El Salvador. The Pipils numbering over one million resist and drive Alvarado out. He returns a year later. After three years of fighting, the Pipils are defeated and many flee to remote areas where they continue to farm communally. By the late 1800s, approximately 80% of the Pipil population in El Salvador has been killed. Many of the surviving Pipils intermarry with Spanish colonists, producing a large mestizo population.
    El Salvador declares its independence from Spain in 1821, joining the United Provinces of Central America. In 1833, an uprising of Pipils is defeated. In 1838, the provinces separate into independent countries. Salvadoran politics divides into Liberals and Conservatives (see Guatemala historical overview). After independence, El Salvador's government is controlled by a Liberal oligarchy promoting an export based economy.
    By the end of the 19th century, coffee becomes the major export crop. An oligarchy called Los Catorce, meaning The Fourteen of a few families owns most of the fertile land. There is almost no middle class and the remainder of the country lives in poverty.
