These goals were greatly enhanced by the use of computer and calculator technology to incorporate up-to-the-minute data from the 2000 Presidential election, to construct linear models and to discuss larger issues surrounding the results. Since the fall of the Berlin Wall, the United States has been engaged in a determined effort to promote democracy worldwide. It now spends more than $600 million a year on democracy assistance. One of the most successful aspects of democracy promotion has been electoral assistance. With federal funds, organizations such as the International Foundation for Electoral Systems have perfected techniques to help democratizing countries improve the fairness and credibility of their election processes. As a result, voter registration, the management of polling stations, and the securing and counting of ballots have improved dramatically in many countries. Technical solutions do not eliminate all problems. Governments and political parties determined to manipulate election outcomes will always find a way. But, while there is no easy technical fix for deep-seated political problems, good technical processes help convince voters that fairness is not impossible and that cheating will be detected.

JAY AMBROSE: What Lieberman can teach Gore Scripps Howard News Service (August 9, 2000 12:10 a.m. EDT http://www.nandotimes.com ) - Maybe, possibly, before the presidential campaign is over, Vice President Gore will have been brought to his senses about Social Security reform. Gore does not have to listen to George W. Bush, who quite correctly endorses individual retirement accounts. He need only heed the advice of Sen. Joseph Lieberman, his choice for vice president. As the Cato Institute was quick to point out, Lieberman, too, is a believer in retirement accounts, and has said the government must "gradually convert Social Security from a transfer program to a new system of individual private savings supplemented by modest public pensions for the needy." Gore has said stock investments are too risky. According to a Copley News Service interview supplied by the think tank, Lieberman also says there is some risk, adding, however: "We now have decades-long history of an average 10 percent return on stocks." He noted that more than half of all Americans now have stock investments of some kind and said "it doesn't make sense anymore not to do that with this enormous investment pool that we're supposed to have for Social Security." The fact is that, as baby boomers start retiring, Social Security will face a crisis in which drastic benefit reductions and dramatic tax hikes would have to be considered if no other significant restructuring had taken place. Partial privatization has the great advantage of adding a revenue stream to the program, and with compound interest, even low-income workers could retire with surprising wealth.
