Some are reports produced by the OSE staff. Others are technical reports produced by other agencies and private firms, which pertain to work being done by OSE staff. The library is not a book store; with rare exceptions, the documents are not for sale or distribution. The OSE library is open to the general public, but it is designed to serve the technical needs of the OSE. The few historical documents, including the past annual reports of the Office of the State Engineer, provide a fascinating look into New Mexico's water roots, both geologic and governmental. Local library users may check out current technical reports to copy them at local copy shops. Some library materials cannot be checked out or mailed. The older one-of-a-kind documents may not be checked out, but brief portions may be copied at $.20/page, staff time permitting. The library, located in room BE02, in the basement of the Bataan Building, is open Monday through Friday, from 8:00 a.m. to 12:00, and Monday through Thursday from 1:00 p.m. until 4:00 p.m. The librarian, David Miller, may be contacted at
