Structural actions in support of urban issues
The majority of European citizens live in urban areas. Cities are centres of economic growth, but can at the same time face concentrations of social, environmental and economic problems. The URBAN Community Initiative is an instrument within EU Cohesion Policy, dedicated to the regeneration of urban areas and neighbourhoods in crisis. The second round of URBAN ("URBAN II") consists of 70 programmes across the EU, covering some 2.2 million inhabitants. These areas often face quite severe deprivation and specific challenges. For example, on average unemployment and crime rates in URBAN II areas are both around twice the EU average. In addition, the proportion of immigrants is more than twice the average for EU urban areas. Finally, the proportion of green spaces - an indicator of environment and amenity - is only half the EU urban average. Between 2001 and 2006, the European Union will invest more than Euro 728 million of European Regional Development Fund (ERDF) money in these areas. Adding local and national cofinancing, including the private sector, this makes a total investment of Euro 1.6 billion. Funding concentrates on physical and environmental regeneration, social inclusion, training, entrepreneurship and employment.

The 1992 United Nations Conference on Environment and Development (UNCED) duly adopted the Rio Declaration and Agenda 21. In June 1997, a Special Session of the UN General Assembly on Environment and Development (UNGASS) adopted the Further Implementation of Agenda 21. Recognizing the global environment issue as one of the top priorities in its foreign policy, Japan is actively tackling global environmental issues through both multilateral conferences and bilateral environmental policy consultations. Japan's Basic Understanding of Global Environmental Issues Japan has made global environmental issues a top priority in its foreign policy. Japan is contributing to this area by making the best use of its extensive experience and up-to-date technology.
Environmental issues are inextricably linked with economic and social development. It is sometimes said that developing countries are pursuing development rather than protection of the environment. Developing countries sometimes argue that the root cause of environmental problems lies in the economic activities of developed countries. These countries sometimes insist that developed countries should take the responsibility of providing financial aid and making technology transfers to developing countries.

THE STATE OF AFRICA’S ENVIRONMENT AND POLICY ANALYSIS
INTRODUCTION
The material presented here constitutes the first comprehensive, integrated report on the state of the environment in Africa. Following on from the review and assessment of development policies and progress described in Chapter 1, attention is now turned to the environmental context that underlies policy and forms the background for progress. Improved understanding of the causes, patterns and consequences of environmental change can contribute to more effective design and implementation of mechanisms to tackle the negative impacts of such change. This report helps to improve understanding by presenting detailed retrospective analyses of Africa’s environment, and by describing discernible environmental trends against the backdrop of human activities and management practices of the past 30 years. It thus provides a basis for learning from past experience and lays the groundwork for more effective implementation of Agenda 21 and for sustainable development of Africa’s environmental, social and economic resources. The framework used to assess the state of Africa’s environment is called a ‘Pressure-State-Impact- Response’ framework:

About CONEG
What is CONEG?
Created in 1976, the Coalition of Northeastern Governors ( CONEG ) is a non-partisan association of the Governors of eight Northeastern states. Members include the Governors of Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island and Vermont. CONEG encourages intergovernmental cooperation in the Northeast on shared issues relating to the economic, environmental and social well-being of the Northeast states. The Governors identify priority interests in transportation and the economy, environment and energy which set the framework for CONEG's agenda. Working through the CONEG, the Governors share information and experiences on common interests and, where appropriate, forge agreements and undertake cooperative actions on a wide range of regional and state-federal issues. CONEG works with the states to identify regional issues and provide a forum for discussion and exchange of information about issues of shared interests. CONEG tracks selected national and regional issues, assesses their implications for the Northeast, conducts policy studies and seminars, and helps coordinate the region's response. In this manner, it also provides an ongoing, informational exchange through which the Governors and their senior advisors keep abreast of national and regional policy and program initiatives important to the economic, environmental, energy and social well-being of the region.

SRS Strategic Framework - Landscape and Regional Integrated Assessment and Modeling The overriding goal of this Cross-Cutting Theme (CCT) is to understand how biological, climatic, physical, and social systems operate at large scales. Understanding and managing large-scale ecosystems, including their forested components, is a complex problem that requires integration of analyses across numerous disciplines, including ecological and social sciences. This is fundamental to understanding how these systems might respond to cultural and environmental changes in the future and how policy and management decisions might affect these outcomes. The Integrated Assessment and Modeling CCT provides a framework for interdisciplinary research to address regional environmental questions in the South. It will bring together scientists from diverse disciplines to develop general methods for conducting integrated assessments. A coordinated framework will be developed to identify environmental trends in the South, relate these trends to their causes and consequences, and predict future scenarios and the uncertainty associated with each scenario. The framework will include three major topic areas: 1) a report card on the status and trends of multiple resources within the South and identification of related environmental and socioeconomic drivers of change; 2) an evaluation of forest ecosystem status and trends related to environmental and human-induced causes and predictions of future change; and, 3) a strategy for identifying and evaluating approaches to achieving sustainable and productive forests which addresses the needs of forest land managers.

The master's program in community and regional planning (CRP) trains policy-oriented planners for leadership positions in planning and planning-related organizations, with special emphasis on issues of significance to the communities and regions of the Pacific Northwest and the Pacific Basin.
The field of planning is concerned with rational and sensitive guidance of community and regional change. Planners are responsible for identifying and clarifying the nature and effect of planning problems, formulating potential solutions to these problems, and assisting in the implementation of alternative policies which avoid additional complications. To realize these objectives, the planner must draw on the skills and insights of many professions and disciplines. The planner must have a basic understanding of the cultural, economic, social, political, and physical characteristics of a community. While applying analytical skills to both the community and regional levels, the planner must also be capable of including subjective judgments in the consideration of problems and their solutions.
Preparation Those interested in entering the University of Oregon planning program are strongly encouraged to complete a thorough social science undergraduate program, including courses in economics, sociology, geography, history, and other fields relating to community and regional issues. The required introductory course in statistics can be taken after admission. Work experience, particularly related to planning, is valuable, as are writing and public speaking skills. In addition, courses related to a student's primary interests, such as natural sciences, policy sciences, environmental design, or analytic methods are helpful as background for advanced graduate work in a concentration area. Individuals with Peace Corps or other similar community service experience are especially encouraged to apply.

    About the Council
    The Environmental Council is a body of individuals representing over 200 area RCGA member companies and organizations including industry, small business, environmental scientists, engineers and consultants, attorneys, academicians, municipal officials and civic leaders. Participation is open to all RCGA members. Mission Statement The Council addresses environmental issues, which either do, or have the potential to, impact economic development and the overall "quality of life" in the St. Louis region. Topics ranging from air quality maintenance to brownfield redevelopment to water, waste and energy administration are the focus of numerous committees and workgroups comprised of over 250 individual Council members and regional stakeholders. The Council and its component committees serve as a conduit for information to member organizations as well as a forum for discussion of salient environmental and economic issues affecting area businesses. The Environmental Council is formally represented on RCGA's Board by the Vice Chair for the Environment. RCGA volunteers and staff have established a routine presence in Jefferson City and Springfield impacting environmental issues in legislative, executive and regulatory venues. Recent years have proven particularly successful in both states. Regional concerns have likewise been well represented by volunteers and staff at the federal level.

These include all individual Virginia Pollutant Discharge Elimination System water permits, Virginia Pollution Abatement water permits, and Virginia Water Protection permits, except minimum instream flow projects and Virginia Department of Transportation projects. This also includes all air permits: new and modified source permits, prevention of significant deterioration permits, state operating permits, and federal operating permits (Title V).
