Fire Disasters:
What Have We Learned?
By Francis L. Brannigan, SPFE
and Harry R. Carter, Ph.D.

Every once in awhile, we need to pause and reflect on who we are and what we stand for. As the American Fire Service pauses to celebrate an illustrious history dating back 350 years, let us reflect for a moment on some of the great lessons learned from fire. Some of our greatest progress has occurred just after someone's town was devastated or many lives were lost. This is not a recent phenomenon. The earliest recorded fire prevention efforts come from ancient Rome. It was surely noted after a major fire that something should have been done to prevent the disaster or at least, have somebody to protect the citizens. This may also be the earliest recorded uttering of the phrase, "How long has this thing been going on?" Rome continued to tinker with its fire forces. When the slaves who were serving as the firefighting force became unruly, the response was to form the equivalent of what we now term a fire department. Once again, this was a reaction to a problem. The pages of history are strewn with stories of great cities that were destroyed by fire:

Immigrants
The early decades of the twenty century were periods of great migration. For the purposes of this project, resources related to immigration and New York City are divided into two broad topics: Ellis Island and The New World
Ellis Island
From 1901-1910, over seven million people entered the U.S. through the port of New York. Passengers who traveled in third-class and steerage, the majority of the new arrivals, were required to disembark on Ellis Island. Unlike the first and second class passengers who were routinely admitted without problem or delay, the fate of immigrants in steerage depended on medical exams and the "right" answers to questions. With so much at stake, Ellis Island earned a reputation as the "Island of Tears". Until 1911, new arrivals at Ellis Island were required to climb a large staircase under the watchful eye of doctors. The officials devised a system of codes for different ailments (i.e. Pg for pregnancy, H for heart condition, etc.) that would require further inspection. If the immigrant emerged from the exam without the brand of a chalk mark code, the much-dreaded eye exam still awaited them. Using buttonhooks, fingers or other objects, inspectors peeled back eyelids looking for evidence of trachoma, a contagious eye disease. If left untreated, trachoma could lead to blindness and a perceived dependency on the charity of others. To alleviate this possibility, potential immigrants with trachoma were barred from entering the U.S. until the condition cleared up.
