SAN DIEGO - On May 19, the Pacific island nation of Fiji, known more as a South Seas paradise than a Third World trouble spot, erupted in violence. Hundreds of shops were looted and burned, homes sacked, the nation's new television station trashed and a policeman killed. Armed followers of a bankrupt businessman marched past what remains of the U.S. Embassy in Suva, the capital, to Parliament, where they took Prime Minister Mahendra Chaudhry and his cabinet hostage. As events escalated to a full-blown coup, its enigmatic leader, George Speight, seized power on behalf of indigenous Fijians in opposition to a government dominated by Fiji's Indian minority. Speight wants the constitution changed so that only indigenous Fijians can hold the country's top political jobs. Fiji's 1997 constitution had enabled Chaudhry to come to power. Fiji, like many small nations emerging from the ashes of poverty and colonialism, was an accident waiting to happen. It also occurs at a time when U.S. policy emphasizes trade and open markets over the development of democratic institutions.

Report of a project aimed at creating a model for future bioprospecting management was undertaken by the University of the South Pacific with the close cooperation of the people of Verata. The relentless push for new pharmaceutical products was bound to find its way to the bottom of the ocean sooner or later. The project focused on the emerging concerns of community activists and other scholars about international property rights and how developing countries and their coastal communities could benefit from the exploration of their marine habitat. Higher Education.
The University of the South Pacific, owned by 12 different member countries including Fiji, is the only university in Fiji. Other institutions of higher education include teacher-training colleges, technical, agricultural and medical institutions. First degree programs are open to those who pass a Form 7 examination or USP Foundation Year program or an equivalent program. The first stage of higher education leads, after three years of study, to the bachelor's degree of arts (BA) or Science (BSc) or Agriculture (BAgr). Graduate courses are offered for the Postgraduate Certificate in Education and Postgraduate Diploma. The University of the South Pacific is funded by tuition fees and by grants from regional governments and the governments of Australia, New Zealand and the United Kingdom. Course grades are assessed continually on the basis of assignments, tests, discussions and a final examination. The grade scale is as follows: A+, A (Pass with distinction); B+, B (Pass with credit); C+, C (Pass); R, Aeg (Pass); I (Incomplete Results, or results pending); IP (In progress); D (Work below the standard required for a pass); E (Very weak performance or failure to complete to the satisfaction of the examiner).

Annual Report Annual Report Manila, regional delegation (Australia, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, New Zealand, Palau, Papua New Guinea, Philippines, Solomon Islands, Tonga, Tuvalu, Vanuatu, Western Samoa and the other island territories of the Pacific) The regional delegation in Manila changed its structure somewhat in 1996 with the addition of a part-time ICRC representative for the Pacific, based in Fiji. The newly appointed representative was active primarily in promoting knowledge of and compliance with international humanitarian law across the region, thus leaving the Manila-based regional delegate more time to concentrate on the Philippines, Papua New Guinea, Australia and New Zealand.
Both the Fiji-based ICRC representative and the regional delegate travelled extensively in the south Pacific to maintain contacts with governments and National Societies. In July the regional delegate took part in the Pacific Red Cross Societies' VIIth Programme Meeting, in Western Samoa.
Like all ICRC delegations, the Manila delegation worked to promote adherence to the various instruments of international humanitarian law by the States within its region. In June, Palau acceded to the four Geneva Conventions and their Additional Protocols. In July, the Philippines ratified the 1980 UN Weapons Convention and three of its four Protocols.

A stream wanders between the trees, making its way through the valley to the Pacific Ocean. Trees bearing strange fruits, nuts and blossoms have names like Dawa, Ivi, Vutu and Vesi and tower above the valley floor filtering the sun. The banks of the stream are dotted with brightly colored flowers and shrubs. As you wander over the many bridges spanning the sparkling ribbon of water, you're greeted by the call of a barking pigeon, the shrill of honey eaters and the constant, pulsing concert of unseen forest dwellers. This is the South Pacific. This is the wild side of Fiji and you've arrived at Kula Eco Park. Literally hundreds of islands make up the Fiji Group although fewer than 325 are considered large enough for habitation and only 106 actually have people living on them. The largest of these is Viti Levu.

I am only trying to give some indications as to what happened in the early years. What I have presented is by no means complete. There are 11 archives boxes on Asia-Pacific in the IYCW Archives. I was able to go through 8 of them to see what events happened, who was involved, etc. I had always heard that the Asia-Pacific Regional Team started from 1975, which is true. My understanding was that there had not been much beforehand. However, in fact, I was surprised to discover that there were many efforts at regional coordination which were made much earlier and which I will try to indicate here. 1. Asia-Pacific Regional Press Freedom Seminar Country Report - Fiji Fiji has three daily newspapers publishing seven days a week - the SUN, Daily Post which is partly owned by the Government and the Fiji Times owned by News Limited - which is the oldest and biggest in terms of circulation and staff numbers. The Fijian weekly Nai Lalakai and the Hindi weekly Shati Dut are both part of the Fiji Times group. The other Fijian weekly is published by the Post. There are two radio stations - the privately owned Communications Fiji Limited which runs FM96, Viti FM and Radio Navatrang, and the Government-sponsored Radio Fiji which also has stations in English, Fijian and Hindi. Fiji Television operates the only TV station in the country. Fiji's media was recently rated in a World press freedom review as among the most free and robust in the South Pacific. Visiting independent media consultants and organisations have expressed similar sentiments. Despite the political upheavals which has becoming a regular feature of life in Fiji for a decade journalists in Fiji enjoy a considerable amount of freedom in their work. But there have been numerous attempts by Governments - which has changed hands eight times in the past 18 years - to control the media through legislation. These have been strongly resisted by the Fiji media which have formed a united front to fight any Government intervention.
