Whitney Moore Young, Jr. MILLARD FILLMORE (1800-1874) In 1830 they moved to Buffalo, N. Y. where he continued his law practice and began his public career. He served in the New York State Assembly and later in the U. S. House of Representatives. In 1834 he joined the Whig Party and was three times elected to the House. When Zachary Taylor was nominated for President, Millard Fillmore was nominated by Henry Clay for Vice President. Fillmore became the thirteenth President when Zachary Taylor died on July 9. 1850. Fillmore appointed Daniel Webster as his Secretary of State, and the two of them tried to make the Whigs a national party that, by occupying a middle ground on the issue of slavery, could conciliate the North and the South and prevent extremists from gaining power. During this time many changes were taking place and numerous discordant elements were evident. In order to settle disputes, Webster and Fillmore pushed through Congress what was called "The Compromise of 1850". Instead of keeping peace between the states, the Compromise angered both the South and the North. It served only to stave off the Civil War for ten years.

Fillmore strongly supported the separation of church and state. In the early 1830s, he labored to overturn the New York test law that required all witnesses in New York courts to swear an oath affirming their belief in God and the hereafter. Among other actions, Fillmore wrote a series of public letters opposing the the test law. FILLMORE Utah's first statehouse, Fillmore Fillmore was Utah's first territorial capital and was named for U.S. President Millard Fillmore in recognition of his courage in appointing Brigham Young Utah's first territorial governor. On 4 October 1851 the Utah territorial legislature passed a joint resolution creating Millard County from a portion of Iron County known as "Pahvant Valley"; they named its county seat Fillmore City. This resolution also relocated the territorial capital to the new community and appropriated $20,000 toward that effort. On 21 October two companies set out from Salt Lake City for the Pahvant Valley. Brigham Young headed a delegation of lawmakers making the site selection of the territorial capital. The other company, under the direction of Anson Call, was chosen to make a settlement. On 28 October territorial lawmakers selected a spot located on the hunting grounds of the Pahvant Indians, 150 miles south of Salt Lake City. A monumental statehouse was planned to be constructed to house the territorial government. Truman O. Angell, architect of the Salt Lake Temple, designed an elaborate structure of four wings in the form of a cross with a Moorish dome at the center. Local red sandstone and native timber were to be used in its construction. The first wing was completed for the fifth annual session of the Utah territorial legislature which convened in Fillmore on 10 December 1855. The sixth legislative session also met at Fillmore, but soon adjourned to reconvene in Salt Lake City. Because the development of southern Utah was slow and accommodations in Fillmore inadequate, the capital was moved to Salt Lake City. The statehouse was never completed, but the first wing remains Utah's oldest governmental building and now serves as a state museum.

I enclosed it to the Post Master Genl and wrote a few words in favor of the appointment of your son-in-law as Post Master at Bath; but I regret to learn to-day that another was appointed to fill that place, a few days before your letter was received. In a handwritten postscript, President Fillmore adds: " The Postmaster General was FILLMORE 's former law partner, NATHAN K. HALL. Three months before this letter was written, Fillmore, along with the Congress, authorized the postage rate to be lowered from five cents to three cents for a half-ounce letter to travel up to 3,000 miles. This was done so that the U.S. Post Office could compete more aggressively with the private postal services that had evolved specifically to circumvent the government's monopoly in mail service. Fillmore most probably is referencing Bath, New York, which is in the southwestern part of Fillmore's home state. Fillmore letters as President are rare as he served just two years and 236 days after succeeding to the presidency upon the death of Zachary Taylor.

Judge William Cranch administered the executive oath of office to Fillmore on 10 Jul 1850 in the Hall of the House of Representatives, Washington, D. C. Fillmore believed that Whig success at the polls heralded the rise of a truly national party that would occupy a middle ground between extremists of both North and South in the growing sectional controversy over slavery. This philosophy was embodied in Clay's Compromise of 1850, which sought to appease both sides on the slavery issue. Fillmore was a moderate Whig politician whose insistence on federal enforcement of the Fugitive Slave Act of 1850 alienated the North and led to the death of the Whig Party. Fillmore supported the provision requiring the federal government to aid in the capture and return of runaway slaves to their former owners. Although this section of the compromise assuaged the South and postponed the Civil War for 10 years, it also meant political death for Fillmore because of its extreme unpopularity in the North.

Millard Fillmore Fillmore's Presidency was marred by the continual debate over slavery, to which he added little. His most noted accomplishment was sending Admiral Perry to open trade with Japan. The Early Years Millard Fillmore was born in a log cabin in Locke Township, New York. As a young boy, Fillmore helped his father on the farm. At the age of 14, he became an apprentice clothmaker. Until the age of 17, he had very little schooling. When a circulating library was created in his town, he began to teach himself. At the age of 19 he enrolled in a recently established academy where he was a favorite of one of his teachers, Abigail Powers, whom he later married. In 1819, he became clerk with a local judge, Judge Wood. In 1823, he was admitted to the bar. From 1829-1831, Fillmore served as a New York State Assemblyman. From 1833-1835 and then again from 1837, Fillmore served in the US House of Representatives. In 1843 Fillmore became chair of the powerful House Ways and Means Committee. In 1848 Fillmore was elected Vice President. Accomplishements in Office Millard Fillmore was a born compromiser. While Taylor had remained immune to threats of Southern secession, Fillmore readily agreed to a series of Congressional compromises. California was admitted as a free state and the empty territories of New Mexico and Utah were created without restrictions.
